The following report will show the similarities and differences between the form and
structure of the Yonkers OIG South Broadway Business Improvement District audit
and USDA OIG Plant Protection and Quarantine Preclearance Offshore Program
audit. Directed by Yonkers s City Council Resolution No. 52 2008, the Yonkers OIG
conducted an operational and financial review of the nonprofit organization call
South Broadway Business Improvement District ( BID ). Specifically, the Yonkers
OIG audit looked at the facts and circumstances that allowed BID s former office
manager Maria Maquilon to embezzle over $73,000. The United States Department
of Agriculture ( USDA ) OIG performed an operational review of the Animal and
Plant Health Inspection Service s Plant Protection and Quarantine program ( PPQ ).
Specifically, the USDA OIG assessed the management controls of PPQ.
Each report started differently, in which the USDA OIG report started with an
executive summary, while the Yonkers OIG report started with a rationale or
predicate statement followed by a section called Background. The executive
summary s purpose is to provide stakeholders or readers with an easy understanding
of the OIG s goals, objectives, findings, recommendations and the impact of the audit.

adult facilities. The 1980 s and 1990 s have had some significant changes in the
treatment of juvenile offenders. States have added to their purpose clauses of juvenile

states in an education crisis that could have a negative effect on our nation. With the
cost of college steadily rising, many students are left to rely on financial aid, which

could further their students education even more. Simple services such as tutoring,
smaller classes, and updated equipment have become a struggle for a lot of
universities to provide. Universities have made changes to compensate for the
services that have been cut. Tenure plans haven t helped the universities budget
problem. A tenure plan is a plan when a professor is hired; they have about seven
years to show they will be a proficient professor for the university. The professors
do this by conducting research and publishing studies in their field. They are then
brought before a committee to decide if he or she has been approved for tenure. If
a teacher is not approved at a university, that spot is then vacant until they can find
a new replacement. This process can take up to months to complete, which take
valuable teaching time away from student. There are very few options that a
university can take to minimize the damage of losing a member of their faculty.
One option for a university is to hire an adjunct. An adjunct is a teacher who is
temporarily hired to fill the spot of the professor until they can find a new
replacement. Another option is to have other professors take turns filling in for the
classes until they find a replacement because they are unable to afford to hire a new

This new found perspective, achieved during class discussions and readings, was the
finale of the topic for me until I checked my mailbox after class the following day.
In my mailbox was an honor code abstract detailing a case brought before the
council in previous months. My first thought when carrying the abstract home with
me was curiosity at what felt and looked to be a massive case summery of around 30
pages. I settled down to read it. The case abstract dealt with an occurrence two

If you did not already know by now, the image being shown is a skateboard. The
actual photo was taken of my personal skateboard in Spokane, Washington in
March 2015. The tail end of the skateboard is resting on the concrete while the nose
end of the board is leaning against a pillar. On the bottom side of the board, you can
see the trucks (the white metal on either end) that connect the wheels and allow the
skateboard to move from side to side. The angle of the shot shows three out of the
four wheels (the fourth cannot be seen) that are attached to the axle ends of the
