Our Mission
The Migrant Education Program works
collaboratively with school districts, as well as regional,
state and interstate agencies in an effort to provide high-
quality academic and social opportunities for migrant
students.
Our Vision
Migrant staff serve as advocates for migrant
students and design programs to help migratory students
overcome educational disruption, cultural and language
barriers, social isolation, various health-related problems
and other factors that inhibit the ability of migrant
students to do well in school.
The Migrant Program prepares students to meet
the challenging state academic standards, graduate from
high school and make a successful transition to post
secondary education or employment in order to become
contributing members of society. The services provided
are categorized into seven areas of focus.
7 MEP Goals
 Educational Continuity -Assist Migrant students in maintaining their
education despite their mobile status and inconsistent course placements.
 Instructional Time - minimizing delays in enrollment and increase
student academic engagement
 School Engagement- provide behavioral, emotional, and cognitive
opportunities in academic, extra-curricular, and social settings.
 English Language Development - provide Migrant students appropriate
services as needed.
 Educational Resources/Support- provide Migrant families with an array
of help through our resources and support.
 Health - Promote education to include accessibility to proper health care
agencies.
 Access to Services – provide services to migrant families in overcoming
barriers in their newcomer status.
Student Eligibility
 A student younger than 22 that has not graduated from high school
and does not have a GED
 Within the last 3 years the child moved:
 alone (emancipated youth) or
 with parent/guardian/spouse or
 to join parent/guardian/spouse
 The move was from one school district to another and involved a
change in residence.
 The primary purpose of the move was to seek or obtain
employment in an agricultural or fishing activity.
 The employment is a temporary or seasonal activity and does not
require permanent relocation.

Elementary Services
 iPad initiative- Focus on our elementary students who are struggling in
the academic areas of reading and math to improve their skills.
 Making Mathematics Meaningful (MMM)- State mandated curriculum
for migrant students in grades K-8th. The instruction is scientifically-based
and its goal is to improve math skills.
 Writing – Sessions address the following steps of the writing process:
prewrite, write, revise, edit, conference, and publish.
 Migrant Group Sessions – Discuss attendance, grades, character traits,
bullying, etc.
 Conferences – Ongoing communication with teachers, counselors,
administrators, MEP staff, and parents regarding students’ areas of
concern.
Middle School Services
 Small group/individual tutoring - Enhance learning through hands-on
activities in subjects areas of math, science and writing.
 Migrant Group Sessions - Address attendance policies, grades, HB5
endorsements, college and career readiness.

 Plan To Succeed – Career, College, and Scholarship planning: Apply
Texas, AMET, ACET, NAFEPA, NASDME
 College Assistance Migrant Program (CAMP) – NMSU, EPCC, UTEP
 Migrant Group Sessions - Address attendance policies, grades, graduation
plans, HB5 endorsements, college and career readiness.
 Conferences – Ongoing communication with teachers, counselors,
administrators, MEP staff, and parents regarding students’ areas of
concern.

Activities for Students
 Biology Camp- A hands-on interactive learning experience that
provides MEP students with a deeper understanding of DNA, cells,
and human anatomy. A lab is incorporated into this session that
includes the dissecting of a fetal pig whose anatomy is similar to
that of a human.
 Robotics- Introduces students to the world of basic programming
involving robotic behaviors, systems, controls, sensors, and
feedback through hands-on activities using the “Lego MindStorms
Education NXT” technology.
Activities for Students
 Graphing Calculator Classes- Middle and High School students
attend a TI-84 training class to learn the basic functions of the
calculator to solve algebraic problems in preparation for the STAAR
assessments.
 Forensics- MEP students unravel a mystery as they conduct an
investigation and build a body of evidence that allows them to
immerse themselves into the challenging complexities of crime
scene investigation.
Activities for Students
 Middle School Retreat –Students are introduced to a variety of careers
that will allow them to explore occupational choices and set goals for the
future. They meet representatives from Law Enforcement agencies such as:
Border Patrol, El Paso Police Department, and Forensics Department.

Research shows Migrant students are behind from their peers
and cohort. PBMAS data shows a decline in student
performance.
Working Together
Collaboration between EPISD teachers and Region 19 ESC
Migrant Instructional Staff
Instructional Staff;
• Have supportive roles with Students and Teachers
• Can push in or pull out with students as per Teacher
discretion
• Will build greater collaboration to target student strengths
and weaknesses
• Holistically assess students for all areas of concern;
academic, social, emotional, human health services, etc.
Region 19 ESC Migrant Instructional Staff
Instructional Staff will work with Migrant students
via 2 methods. They will push in and work with the
students in the class in collaboration with EPISD
teachers or they will pull out the students and work on a
area of weakness.
When performing academic duties, the
Instructional Staff will have a Collaboration Log in place
and share this plan of instruction with the teacher of
record. The goal of the Collaboration Log is to build
stronger collaboration between EPISD staff and Region
19 MEP Staff.
Academic Frequency
You are the teacher of record and the Region 19 staff
is here to help you and the Migrant students. The method you
see fit is at your discretion and any recommendations you
have, share with the MEP staff. Each academic session
should be no less than 30 minutes.
The sessions will vary monthly, but the total time for
academic intervention will be at least 2 hours a month for
students struggling academically. Please allow the
Instructional Staff to help and support you by sharing any
concerns and data you have about the Migrant students.
The MEP staff have access to CCRP and I provide
additional data through a Shared Services Agreement and a
Memorandum of Understanding.
Migrant Coordinator
The Migrant Coordinator will help strengthen the Migrant
Component within EPISD
• Is the liaison between Region 19 ESC MEP and EPISD
• Bring awareness of the Migrant Education Program
• Provide all relevant data to Instructional Staff; STAAR
results, EOC results, Grades, TEAMS, CCRP, etc.
• Coordinate and bridge services between all stakeholders;
CPS, Child Crisis Center, JPD, etc.
• Progress Monitor; Services, Collaboration Logs,
Instructional Staff schedules, PEIMS coding, and
Data/Program Manager.

  • 2. Our Mission The Migrant Education Program works collaboratively with school districts, as well as regional, state and interstate agencies in an effort to provide high- quality academic and social opportunities for migrant students.
  • 3. Our Vision Migrant staff serve as advocates for migrant students and design programs to help migratory students overcome educational disruption, cultural and language barriers, social isolation, various health-related problems and other factors that inhibit the ability of migrant students to do well in school. The Migrant Program prepares students to meet the challenging state academic standards, graduate from high school and make a successful transition to post secondary education or employment in order to become contributing members of society. The services provided are categorized into seven areas of focus.
  • 4. 7 MEP Goals  Educational Continuity -Assist Migrant students in maintaining their education despite their mobile status and inconsistent course placements.  Instructional Time - minimizing delays in enrollment and increase student academic engagement  School Engagement- provide behavioral, emotional, and cognitive opportunities in academic, extra-curricular, and social settings.  English Language Development - provide Migrant students appropriate services as needed.  Educational Resources/Support- provide Migrant families with an array of help through our resources and support.  Health - Promote education to include accessibility to proper health care agencies.  Access to Services – provide services to migrant families in overcoming barriers in their newcomer status.

Student Eligibility  A student younger than 22 that has not graduated from high school and does not have a GED  Within the last 3 years the child moved:  alone (emancipated youth) or  with parent/guardian/spouse or  to join parent/guardian/spouse  The move was from one school district to another and involved a change in residence.  The primary purpose of the move was to seek or obtain employment in an agricultural or fishing activity.  The employment is a temporary or seasonal activity and does not require permanent relocation.

Elementary Services  iPad initiative- Focus on our elementary students who are struggling in the academic areas of reading and math to improve their skills.  Making Mathematics Meaningful (MMM)- State mandated curriculum for migrant students in grades K-8th. The instruction is scientifically-based and its goal is to improve math skills.  Writing – Sessions address the following steps of the writing process: prewrite, write, revise, edit, conference, and publish.  Migrant Group Sessions – Discuss attendance, grades, character traits, bullying, etc.  Conferences – Ongoing communication with teachers, counselors, administrators, MEP staff, and parents regarding students’ areas of concern.

Middle School Services  Small group/individual tutoring - Enhance learning through hands-on activities in subjects areas of math, science and writing.  Migrant Group Sessions - Address attendance policies, grades, HB5 endorsements, college and career readiness.  Making Mathematics Meaningful (MMM)- State mandated curriculum for migrant students in grades K-8th. High School Services  Plan To Succeed – Career, College, and Scholarship planning: Apply Texas, AMET, ACET, NAFEPA, NASDME  College Assistance Migrant Program (CAMP) – NMSU, EPCC, UTEP  Migrant Group Sessions - Address attendance policies, grades, graduation plans, HB5 endorsements, college and career readiness.  Conferences – Ongoing communication with teachers, counselors, administrators, MEP staff, and parents regarding students’ areas of concern.

  • 13. Activities for Students  Biology Camp- A hands-on interactive learning experience that provides MEP students with a deeper understanding of DNA, cells, and human anatomy. A lab is incorporated into this session that includes the dissecting of a fetal pig whose anatomy is similar to that of a human.  Robotics- Introduces students to the world of basic programming involving robotic behaviors, systems, controls, sensors, and feedback through hands-on activities using the “Lego MindStorms Education NXT” technology.

Activities for Students  Graphing Calculator Classes- Middle and High School students attend a TI-84 training class to learn the basic functions of the calculator to solve algebraic problems in preparation for the STAAR assessments.  Forensics- MEP students unravel a mystery as they conduct an investigation and build a body of evidence that allows them to immerse themselves into the challenging complexities of crime scene investigation.
  • 15. Activities for Students  Middle School Retreat –Students are introduced to a variety of careers that will allow them to explore occupational choices and set goals for the future. They meet representatives from Law Enforcement agencies such as: Border Patrol, El Paso Police Department, and Forensics Department.

PBMAS data shows a decline in student performance.
  • 24. Working Together Collaboration between EPISD teachers and Region 19 ESC Migrant Instructional Staff Instructional Staff; • Have supportive roles with Students and Teachers • Can push in or pull out with students as per Teacher discretion • Will build greater collaboration to target student strengths and weaknesses • Holistically assess students for all areas of concern; academic, social, emotional, human health services, etc.
  • 25. Region 19 ESC Migrant Instructional Staff Instructional Staff will work with Migrant students via 2 methods. They will push in and work with the students in the class in collaboration with EPISD teachers or they will pull out the students and work on a area of weakness. When performing academic duties, the Instructional Staff will have a Collaboration Log in place and share this plan of instruction with the teacher of record. The goal of the Collaboration Log is to build stronger collaboration between EPISD staff and Region 19 MEP Staff.
  • 26. Academic Frequency You are the teacher of record and the Region 19 staff is here to help you and the Migrant students. The method you see fit is at your discretion and any recommendations you have, share with the MEP staff. Each academic session should be no less than 30 minutes. The sessions will vary monthly, but the total time for academic intervention will be at least 2 hours a month for students struggling academically. Please allow the Instructional Staff to help and support you by sharing any concerns and data you have about the Migrant students. The MEP staff have access to CCRP and I provide additional data through a Shared Services Agreement and a Memorandum of Understanding.

Migrant Coordinator The Migrant Coordinator will help strengthen the Migrant Component within EPISD • Is the liaison between Region 19 ESC MEP and EPISD • Bring awareness of the Migrant Education Program • Provide all relevant data to Instructional Staff; STAAR results, EOC results, Grades, TEAMS, CCRP, etc. • Coordinate and bridge services between all stakeholders; CPS, Child Crisis Center, JPD, etc. • Progress Monitor; Services, Collaboration Logs, Instructional Staff schedules, PEIMS coding, and Data/Program Manager.
