Global warming is a major environmental issue affecting the world's atmosphere and causing the steady rise in the Earth's surface temperature, according to estimates the temperature could increase significantly in the next 100-500 years causing living problems. The Philippines has developed extensive climate change policies and plans over the past two decades to address adaptation and mitigation. The National Climate Change Action Plan 2011-2028 guides the country's efforts and allocates 89% of funding to adaptation and 11% to mitigation. NAP Process in Togo: Experience Intergrating Adaptation Into Planning and Bud...
Togo has initiated a National Adaptation Plan (NAP) process since 2014 with support from GIZ to integrate climate change adaptation into planning and budgeting. An intersectoral committee oversees the process, chaired by the Ministry of Planning and co-chaired by the Ministry of Environment and Forest Resources. Current work focuses on developing the NAP process, mainstreaming adaptation into policies and programs like agriculture, and drafting a NAP document by 2016. Challenges include maintaining coordination, scaling to more sectors, mobilizing domestic resources, and obtaining external finance. Next steps involve drafting the NAP reference document, training, developing financing and implementation strategies, and monitoring sectors' adaptation actions.
Intro to mainstreaming adaptation

Climate change is threatening Nepal's natural resources, livelihoods, and development. Nepal is highly vulnerable to climate impacts like changing precipitation patterns, glacial melt, floods, landslides, and droughts. Average temperatures in Nepal have been rising, rainfall is becoming more variable, and extreme weather events are becoming more frequent and intense. Key vulnerable sectors include water resources, agriculture, ecosystems, and communities in poverty. Urgent national measures are needed to address current and future climate vulnerabilities and their effects on water availability, natural disasters, and livelihoods in order to promote sustainable development.
ICT: A Cornerstone for Effective Weather Forecasting
Weather conditions continue to change at uncontrolable rate. The continous change bring about unberable hazard which needs high precision tools for its control. The global community have understood that the potential magnitude, harshness and impact of the symptoms of weather changes such as: global warming, loss of crops through over extensive periods of drought, unpredictable rainfall patterns, melting glaciers, displaced populations in search of refuge after floods, or entire villages devastated by the cruel force of cyclones and hurricanes on upcoming generations will be very intense. It is therefore assumed that information and communication technology is a key technology tools which can be used to ease, adapt to and monitor Weather condition. This paper therefore examines the linkage between Information and Communications Technologies (ICTs) and Weather Forecasting; it also looked into the signs and effects of Weather condition and the ICT solutions. It was deduced that ICTs not only help in advanced weather forecasting and climate monitoring, but are very essential in information circulation to a large audience through mobile devices. Finally, this paper, recommends solutions on how proposed information and communication technology strategies can be adopted to alleviate, adapt to and monitor weather condition.

Understanding Extreme Climatic Events for Economic Development in Kenya
Kenya is an agri-based economy that heavily relies on rainfall performance. Unfortunately, changes in rainfall patterns have threatened the agricultural sector since it is largely rain-fed. The frequent occurrence and increased severity of climatic extremes, particularly droughts and floods, have led to slow economic development in the affected areas. However, the impacts on the economy vary from one hydrometeorological disaster to the other depending on their characteristics. From the case studies of Laikipia and Bunyala subcounties in Kenya, the study established an increasing trend in both the frequency and magnitude of floods and droughts. Prolonged and severe flood and drought events had adverse impacts on economic development through (a) decrease in agricultural production, (b) poor prices for livestock and agricultural produce and (c) destruction of the immediate environment which in turn exacerbate the impacts. An inverse relationship between economic development and the magnitude of the disaster was established. The consequence have been increased poverty levels in the areas due to slow economic development.

Climate change is disproportionately affecting poor communities in developing countries like Ethiopia. Two communities in Ethiopia were surveyed to understand their perceptions of and ability to adapt to climate change impacts like drought. The communities demonstrated good awareness of climate impacts but lagged in adaptation efforts due to limited resources. While communities are actively adapting, their capacity is insufficient to deal with increasing disaster frequency and severity expected due to climate change. Increased global support is urgently needed to help vulnerable communities adapt.

As a result of global warming, the climate change in Africa and Asia is predictably becoming more variable, and weather events expected to go more frequently extreme and severe. This includes increasing risk of drought and flooding in new areas. Inundation by extreme floods events is recorded every year worldwide. The potential consequences are profound increasing risk, particularly on environment and people in the less developed countries. Flooding cannot be totally avoided and maybe their occurrence will increase due to climate change. Absolute protection is both unachievable and unsustainable because of high costs and inherent uncertainties. Abilities to mitigate and or prevent flood disasters, cope with and recuperate from the effects have not been sufficiently taken into account nor developed. Communities within watershed or along the River system such as Abakaliki metropolis are mostly under threat of constant flooding menace. When flooding strike, the poor and socio-economically disadvantaged suffer the most and are least equipped to cope with impacts. Vulnerability assessment which many regions of the world recently commenced becomes the way forward. Assessing vulnerability and impacts requires and analysis of information on climate elements, such as temperature, rainfall and non-climatic data, such as situation on the soil, altitude and other characteristics of elements-at-risks indicators. This informs for a well thought-out monitoring (risk assessment), mitigation, coping strategies and adaptation measures which can be adopted by all the vulnerable stakeholders including Governments at all tiers.

Today’s Energy Source dives into the latest Statistical Review of World Energy, the industry’s annual stocktake of global energy consumption. The report was published for more than 70 years by BP before it was passed over to the Energy Institute last year. The oil major remains a contributor.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.

- 5. Drought. Drought is the major hazard in Kenya and the biggest threat to humanity and livelihoods in the entire Great Horn Africa. Over 85% of the Country's land mass is prone to risks related to Drought and posses great danger to lives and livelihoods. PDNA report for the 2008-2011 drought placed total damage and losses to USD 12.1Billion and was estimated to have slowed GDP by an average of 2.8% during that period. Better management of drought is therefore envisaged to be critical to national development and the achievement of Kenya Vision 2030 Development Strategic goals.
- 6. Thus the government committed itself to eliminate emergencies related to drought by 2022 Therefore, need to institutionalize the strategy through setting up of NDMA to oversee the implementation of the strategy.
- 7. NDMA Geographical coverage A national institution, focusing on 23 of Kenya’s 47 counties which: • Are either arid or semi-arid • Account for 36% of the population • Host 70% of the national livestock herd • Cover 85% of the land • Generate 90% of the revenue from tourism
- 8. NDMA Vision and Mission Vision: To be a world-class authority in drought management and climate change adaptation for sustainable livelihoods Mission: To provide coordination and leadership of Kenya’s efforts in the management of drought risks and enhancing adaptation to climate change.
