The National Programme for Education of Girls at Elementary Education (NPEGEL) focuses on reaching girls who are not currently in school, especially those from hard to reach communities. Launched in 2003, it provides additional support for girls' education beyond normal investments through the Sarva Shiksha Abhiyan program. Swaziland has no stand-alone re-entry policy. Practices vary from school to school, but generally a pregnant girl has to drop out of school although those who become pregnant may be allowed to return to write their exams at the same school or they may be advised to find another examination centre. The Swaziland Education and Training Sector Policy of 2011 explicitly states that ‘every child, irrespective of their life circumstances… has the right to be re-integrated into the same institution that the child was previously attending.’ The paper documents school practices that appear to be informed by ignorance of the provisions of the EDSEC Policy of 2011 and historical developments in national policy; international conventions and declarations the country is signatory to, with missed opportunities. Schools are not coping with the evolving and expanding role in helping children develop. The study concluded that there is need for awareness raising as well as legislation which will compel schools not to expel such pupils but that they are given time to deliver their babies and be allowed to re-join the school. It is thought that institutionalising and publicising the EDSEC policy should lead to more and better reporting, more re-entry, and fewer abortions. There is necessity for awareness development among stakeholders, rigorous and vigorous campaigns and preparedness to tackle strong resistance which has been shown through the practices reported in this study to hypocritical.

Swaziland has no stand-alone re-entry policy. Practices vary from school to school, but generally a pregnant girl has to drop out of school although those who become pregnant may be allowed to return to write their exams at the same school or they may be advised to find another examination centre. The Swaziland Education and Training Sector Policy of 2011 explicitly states that ‘every child, irrespective of their life circumstances… has the right to be re-integrated into the same institution that the child was previously attending.’ The paper documents school practices that appear to be informed by ignorance of the provisions of the EDSEC Policy of 2011 and historical developments in national policy; international conventions and declarations the country is signatory to, with missed opportunities. Schools are not coping with the evolving and expanding role in helping children develop. The study concluded that there is need for awareness raising as well as legislation which will compel schools not to expel such pupils but that they are given time to deliver their babies and be allowed to re-join the school. It is thought that institutionalising and publicising the EDSEC policy should lead to more and better reporting, more re-entry, and fewer abortions. There is necessity for awareness development among stakeholders, rigorous and vigorous campaigns and preparedness to tackle strong resistance which has been shown through the practices reported in this study to hypocritical.

- 7. National Programme for Education of Girls at Elementary Education (NPEGEL) The NPEGEL is a focussed intervention of Government of India, to reach the “Hardest to Reach” girls, especially those not in school. Launched in July 2003, it is an important component of SSA, which provides additional support for enhancing girl’s education over and above the investments for girl’s education through normal SSA interventions. The programme provides for development of a “model school” in every cluster with more intense community mobilization and supervision of girls enrolment in schools. The scheme is being implemented in educationally backward blocks (EBBs) where the level of rural female literacy is less than the national average and the gender gap is above the national average. In blocks of districts which are not covered under EBBs but are having at least 5% SC/ST population and where SC/ST female literacy is below 10%; and also in select urban slums. About 3272 educationally backward blocks are covered under the Scheme in the 24 States of India. Under NPEGEL, around 40,187 Model cluster schools have been opened, 38,626 Early Childhood Care and Education(ECCE) centres are being supported, 38,409 additional classrooms have been constructed, and 2,11,215 teachers have been given training on gender sensitisation, remedial teaching to 11,44,370 girls, bridge course covering 89,462 girls, including additional incentives like uniforms etc. to about 16073048 girls (upto 31st January, 2009). An outlay of Rs.578.18 crore was approved under NPEGEL for 2008-09.
