- 2. www.ids.ac.uk @ids_uk Global Open Knowledge Hub (GOKH) Programme • from April 2013 to March 2016 • to improve the quality and accessibility of development research literature • to increase access of research literature by policy makers, practitioners and intermediaries, to support evidence-informed policy and practice • done by gathering, quality assuring and distributing development knowledge either as full-text or metadata that connects to the full-text • worked collaborative with so that we both participate fully in the 'open approaches' to help achieve programme objectives
- 3. www.ids.ac.uk @ids_uk • GOKH developed a digital data hub, the Open Knowledge Hub (OKhub), an open data platform that made international development research metadata more available and re-usable online (machine readable). • IDS Knowledge services (OpenDocs, Eldis, BRIDGE) as well partner services (SPREP, Observ'Action, SocioEconomic Research Portal for the Philippines, Open Index Initiative, 3ie Documents and many more) contribute content and some also consume content from the hub. • Content is accessible to a variety of audiences around the world (e.g. researchers, policy-makers, development practitioners, journalists). • Editorial support and technical innovations enabled partners, particularly those in the global South, to source and upload content into the Hub various mechanisms such as through existing IDS services, directly from partner systems or via input text files from partners. • Partners and anyone with a website targeted at the development sectors or other themes can draw out and present relevant content on their own websites via an Application Programming Interface (API).
- 4. www.ids.ac.uk @ids_uk Observation • local research is ‘valued’ by local users • For example on OpenDocs • Download traffic from country where publications come from is in the top 3 countries • Download traffic from neighbouring countries are in the top 10 countries • As an Illustration, Ethiopian experience of 3 collections namely Jimma, Mekelle and St. Mary’s Universities had combined total downloads of 571, 711 of which 176, 167 was from Ethiopia representing 31% share on 605 items. • Pattern was also observed on the Eldis platform based on content from the Philippines
- 5. www.ids.ac.uk @ids_uk Observation The charts tells us that actually ‘Southern users’ are downloading more of the content that originates from the South especially in Africa. Asia seems to be almost at par in downloads for both ‘Southern and Northern’ sourced content’ and this is true of China.
- 6. www.ids.ac.uk @ids_uk Lessons Learnt • Partners have limited capacity to develop their internal systems, and are often reliant on external contractors to deliver suitable solutions. • As data providers, they are less likely to be content users, but are an essential link to those organisations and services who wish to make use of the content. • Locally sourced research literature made available is more used by users based on those countries both journal articles and grey literature. • Working collaboratively using ‘Open Approaches’ is essential • Capacity development (not funded) would have been beneficial in maximising on the investment made in the infrastructure • Wider promotion would be needed to improve the uptake of knowledge. • Though the uptake repositories in the South has been going on due to awareness of open access – more still need to be done, for instance there are still challenges such as funding, organisational support, awareness and technical skills • Need to be ‘Demand Driven’ meaning need to understand ‘our users’ better so that value can be added to what ever their goal is.
