This deliverable reports the identification of stakeholder requirements, specifications and KPIs at B2B and B2C level collected through a wide consultation of consumers, service companies and industrial stakeholders.
To this aim, diverse methods of data collection were performed including:
• Detailed interviews not only with all industrial partners in the CarE- Service consortium but also with the support of the project stakeholder group and other relevant companies in the value chain.
• Comprehensive consultation with some members of the project consumer committee and additional consumer associations.
• Exploratory open-ended discussions in the form of focus groups with diverse themes of B2C requirements for future sustainable/circular business models and services.
• European Survey of consumers’ view on non-ownership and
electrification in mobility services.
• Literature review on the state of the art of mobility services and car sharing business models
Thanks to the above data collection channels, the business model and service engineering requirements and KPIs were identified and quantified, where possible, categorized in following six value chains:

The European GNSS Agency (GSA) has opened a call for proposals within its Fundamental Elements funding mechanism to develop a Galileo-enabled multi-frequency antenna. The activity shall also focus on developing a close-to-market GNSS antenna for both mass-market and professional users.

Some applications in the road sector exploiting the position with a liability-
sensitive function are emerging in Europe:
• Pay-As-You-Drive (PAYD) insurances premiums to be paid by the
policyholders are dependent on how much, where and when the road
user drives
• Pay-How-You-Drive (PHYD) insurances premiums to be paid by the
policyholders are depended on how the road user drives
New applications will emerge in the coming years: reconstruction of
accidents, road traffic congestion monitoring, etc.

regulated or liability sensitive function may have specific needs from E-GNSS and in
particular from EGNOS.

Liability and payment-critical applications are highly sensitive to undetected large
navigation errors since significant legal or economic consequences for the service or
application provider may occur. In fact, a mismatch of the vehicle’s current speed
together with erroneous position data may impact the user charging associated with
the driving paths, skills and habits of the road user.
It becomes very difficult for end users to claim that they are being overcharged or
for service providers to avoid undercharging their customers.

development and implementation of this EGNOS service for

There are some US insurance companies such as “MetroMile” or “Progressive”
already charging users based on their distance, speed, time, driving behaviour, etc.
• Are you managing or carrying on any specific study addressing the topic?
• What type of device do they use? Do they use a multi-sensor device? Is it
specific for the application? Do they also use map matching? Is the device
standardised or certified? In case they are not, are there any future plans to
standardise or certify the receivers?
• Do you expect more stringent requirements (accuracy, availability, etc. ) or new
ones (robustness) for Galileo or EGNOS?
• These policies generally do not track user locations. Is there any measure to
ensure the privacy of user information and this information is not shared with
third parties without authorisation?
