30. GOVERNMENT HAS THEIR OWN AUTHORITY

31. China's Ministry of Industry and Information Technology (MIIT)
this month reported figures of 520 million internet users in
China.
The China government is making a concerted push towards
developing the internet and e-commerce through policy
statements such as the latest circular on the development of e-
commerce in China. Both of these put great emphasis on
investment in internet infrastructure and other support for
China's booming e-commerce industry.

36. • E-commerce is also discussed in the WTO’s Work Programme on E-Commerce, established in 1998,
with the objective of analysing trade-related issues arising from global e-commerce. Since 1998, WTO
members have agreed not to impose customs duties on electronic transmissions
• in a series of meetings in October and November 2009, members discussed the content of a draft
decision to be sent to ministers. They decided that Members will maintain their current practice of not
imposing customs duties on electronic transmissions until the next session. And all of the issues are
currently being negotiated within the WTO.
• A workshop on electronic commerce was held at the WTO on Monday 17 and Tuesday, 18 June 2013 to
showcase commercial, technological and regulatory developments in global e-trade. The Workshop
addressed a broad range of topics, including broadband rollout and regulatory best practice for
communications infrastructure, mobile-commerce developments, e-commerce provisions of trade
agreements, on-line sales, software and cloud service markets and global trends in new media. Case
studies also featured small and medium sized enterprises, developing countries' participation in on-line
services trade, and examples of regulatory initiatives governments have adopted to secure benefits of e-
commerce.
