DPI is a cross-disability network with over 134 National Assembly of Disabled
People’s Organizations .
DPI is in six regions:

5. Action plan on Disaster Preparedness and Response
The main objectives of action plan are:
• To include people with disabilities as experts at all the levels in
Disaster Preparedness and Response strategy.
• To train people with disabilities as trainers on risk
management.
• To Include training sessions on risk management in the
rehabilitation processes.
• To make the reconstruction processes inclusive and
accessible with reference to the CRPD.

9. Data Collection
The questioner was disseminated on Internet with the tool “Google Drive” and
via emails to the networks of DPI Europe and European Disability Forum,
International Disability Alliance CRPD forum.
• Around 200 persons and DPOs were solicited
• 18 answers were received ( 9 %)
• 14 people with disabilities (70%)
• 11 of them are volunteers in DPOs (73%) and
3 in organizations of civil protection (20%)
• 7 persons have an experience of living a disaster and it’s consequences
• A large majority of the contributors (83%) have accepted to be interviewed in
the future.
10. Response from DPI Bangladesh
Bangladesh is one of the most disaster prone countries in the world.
Cyclones,
Flood,
Tornadoes,
windstorms ……….etc.
Key facts :
• PWDs are disproportionately affected in natural disasters and emergency
situations.
• Disasters increase the rate of disability in a community.
• Information on disaster preparedness is often not in accessible
• Their specific needs and requirements are often not taken into account in the
relief or reconstruction response.
Including PWDs in DRR
• The involvement of people with disabilities and their organizationsin in
emergency management committees
• Improve accessible facilities addressing physical, communication
• Need to increase PWDs’ self-confidence.
• Awareness raising and develop network within CSOs, Govt., NGOs and
emergency service organizations.
Some good examples :
As DPO , BPKS is working with disabled people in areas that are affected by
natural disasters to PWDs .

11. Findings
To be relocated after disaster, PWDs need
• Personal supporters
• Technical aids.
To better overcome the situation have an access to
a personal assistance is top priority .
In case of an emergency, most of the contributors prefer to be alerted
through
Personal assistants
Family members
SMs.
To be better prepared
61% express their wish to participate in information meetings
and/or in the organization of national and local network,
Most of the contributors wish to be registered on a special list with
details on theirs needs.
12. Comments and Recommendations
• The best way to support people with disabilities is to have a
team of assistants who work very close with people with
disabilities and they remain the "reference" team in case of
need.
• People with disabilities should be prepared very well in order to
act as much independent as they can, but the "reference team"
should also be available.
• It is need a minimum standard for disability inclusive emergency
service, provide training to emergency service provide workers.
• For collecting information on persons with disabilities, their
locations, and specific needs, in emergency situation national
and local information systems could be strengthen using
technologies means.
• Disabled people's organization (DPOs) and their representatives
could be important expertise with their living experiences for a
more inclusive approach in communities.
