Yesterday we tabled our solutions-based submission with the Bay of Plenty Regional Council's Review Panel pointing the opportunity to create 100's of new local jobs and need for policy to establsih enabling infrastructure around water irrigation, energy and renewable energy, and growing people.

- 7. 1) Water Quality and Quantity What we need is: 1) Much stronger monitoring and enforcement of forestry companies responsible for silting up and sedimentation in our streams and waterways; 2) Much stronger monitoring and enforcement of forestry companies responsible for noxious weeds being introduced onto our lands and into our streams and waterways; 3) Investment into water reticulation and irrigation infrastructure to enable greater utilization of our Maori lands into some form of high value cropping. 7
- 8. 2) Environmental Protection 1) Continued investment into hapu development plans, 2) Continued investment in noxious weed control and pest control directly with hapu communities and, much stronger monitoring and enforcement of forestry companies responsible for noxious weeds being introduced onto our lands (EEF program). 3) Extension of our existing Kaitiakitanga program at Omaio to create a catchment program around the Haparapara River and estuary similar to that in Ohiwa harbour. 4) Grants for low income households to install and/or upgrade to efficient wood burners for home heating; 5) Grants for low income house holds to install renewable and sustainable energy options given the failing main network supply system; 6) Grants for home insulation for low income households in Te Whanau a Apanui. 8
- 9. 3) Resilience and Safety 1) Grants for coast marae communities to develop Hazard Management Plans and Systems given that most of our communities are at sea-level and vulnerable to storm surges as the effects of climate change impact whanau and households more and more; 2) Investment and grants into Renewable energy systems for marae communities and households given the failing and unreliable coast electricity supply system; 3) Investment into failing and narrow coastal roads infrastructure that is that is struggling to cope with the high volume of logging trucks on the road; 4) Much stronger monitoring and enforcement of forestry companies responsible for the unacceptable accident and fatality rate in forests on our lands across the coast. 9
- 10. 4) Regional Collaboration and Leadership 1) Investment and grants into building up the capabilities of our marae communities, Trusts and Incorporations towards more effective governance and leadership and in turn greater utilization of our land assets and other resources; 2) Targeted infrastructure investment into Marae and community led initiatives like at Omaio that never got past Stage 1 of the $40 million New Infrastructure Grant program. Communities like ours are desperate for this kind of investment. 3) I have never heard of Invest Bay of Plenty. This illustrates how ineffective this entity has been in respect of our interests on the coast. Notwithstanding this, investment in spatial mapping plans and technologies is vital infrastructure we need on the coast. 10
- 11. 5) Economic Development • Invest in long term infrastructure that is targeted particularly at the coast and eastern Bay of Plenty. This infrastructure is especially into water irrigation, electricity supply including community owned renewable energy projects, and safer roads on the coast; • Invest in growing capabilities and capacity of our people in governance, management and science and engineering expertise, including offering education scholarships for our youth to study and train in the best institutes in New Zealand and the world; • Facilitate the transfer of world class technologies to the coast towards lifting the productivity of our lands, marine environs, forests, rivers and other assets. 11

Thriving together Whakawhanake tahi • The Bay of Plenty Regional Council 2015 to 2025 10-Year Plan is an extension of and gives effect to the Crowns Treaty obligations to Iwi (as does the Local government, RMA and other law) • Since the days of Apirana Ngata, the coast has been ignored by government policy with failing infrastructure and high unemployment • We are long term players with available land, some of the best soils, climate and water in the country • We call on the council to develop particular policy to invest in our community at Omaio and, the east- coast region (regional development) • An opportunity on the coast to create hundreds of new jobs and add $10’s millions to the local and regional economies • For the last 5 years we have been doing work at Omaio and are ready to do more in partnership with the Bay of Plenty Regional Council 13 Kia ora Thriving together (whakawhanake tahi)

- Tena koe, Ko Rangipoua te Maunga Ko Haparapara te Awa Ko Te Whānau a Nuku, Rutaia me Toihau nga marae Ko Te Whanau A Apanui te Iwi I was born and raised at Omaio in the Eastern Bay of Plenty at Little Awanui with my Maori grandparents on a small farm steeped in the culture, traditions and language of Maori. While the work in those early years was hard, our communities and our marae were prosperous with some of the most productive soils and micro-climate in New Zealand. Along with the Central North-Island and Northland regions we have the highest concentration of Maori owned land meaning we will be here for generations to come well beyond the term of this 10-Year Plan.
- Context: Our circumstances in Te Whanau a Apanui are unlike those in highly populated areas with industrialized manufacturing and wood processing and intensive dairy farming and therefore our needs are different and not homogenous. By in large out water ways remain pristine and they for the most part originate on our own tribally owned lands.
- Again, I grew up as a child on the coast at a time of full employment, and massive land development resulting from the strong and clear leadership of Sir Apirana Ngata. His efforts led to the creation of more than 18,000 new jobs resulting from clear central and regional government policy that built up infrastructure on the coast that included co-operative meat, wool, milk and butter factories, roads and wharfs to gather and despatch produce to New Zealand and international markets. These examples graphically illustrate the critically important role of central and regional government policy to invigorate the regions towards producing products and services for today’s and tomorrows consumers. On the coast we have a unique combination of assets and interests that include; land, water, climate, soils, marine environs and labour towards especially growing high quality crops and food for the growing and valuable markets of the world. I strongly urge that Environment Bay of Plenty promote and enact enabling policies particularly around infrastructure investment, attracting and deploying new technology, growing skills and capabilities of our people especially in governance, management, the sciences and engineering, greater utilization of our Maori lands and, attracting new investment onto the coast. Our submission will I expect contrast sharply especially with transient international investors who invest in our regional assets, work them hard to generate the dividends their international shareholders demand, and then they leave. This cycle repeats itself on an almost 10-yearly cycle. So I ask you Sir/Madam, how can this be good for the long term future of of our region, our children and our mokopuna (our grand-children)? As tangata whenua (the people of the land) in partnership with the Crown through the Treaty of Waitangi, and because we are not transient participant’s in our communities and region where we are tied to our regions for this and many generations to come given our unbreakable ties to our ancestral lands, I commend these recommendations to you.
