makes use of electronic media and devices to facilitate 
access, promote evolution and improve the quality of

CHALLENGES 
• Is Distance Education really “Open”?

  • 7. CHALLENGES • Is Distance Education really “Open”? • Theories must be developed that speak to the needs and concerns of new audiences • What do we need to create a “theory” for distance education?
