Diabetic retinopathy is one of the leading complication of diabetes and also one of the leading preventable blindness. Early diagnosis and treatment may prevent such condition or in other words, annoyance of the disease may be overcome. The fundus images produced by automated fundus camera are often noisy making it difficult for doctors to precisely detect the abnormalities in fundus images. In the present paper, we propose to use vessel extraction of Retinal image enhancement and implemented in Raspberry Pi board using opencv library for faster execution and cost effective processing unit which helps during mass screening of diabetic retinopathy. The effectiveness of the proposed techniques is evaluated using different metrics and Micro-aneurysms. Finally, a considerable improvement in the enhancement of the Diabetic Retinopathy images is achieved.

Binary operation based hard exudate detection and fuzzy based classification ...IJECEIAES
Diabetic retinopathy (DR) is one of the most considerable reasons for visual impairment. The main objective of this paper is to automatically detect and recognize DR lesions like hard exudates, as it helps in diagnosing and screening of the disease. Here, binary operation based image processing for detecting lesions and fuzzy logic based extraction of hard exudates on diabetic retinal images are discused. In the initial stage, the binary operations are used to identify the exudates. Similarly, the RGB channel space of the DR image is used to create fuzzy sets and membership functions for extracting the exudates. The membership directives obtained from the fuzzy rule set are used to detect the grade of exudates. In order to evaluate the proposed approach, experiment tests are carriedout on various set of images and the results are verified. From the experiment results, the sensitivity obtained is 98.10%, specificity is 96.96% and accuracy is 98.2%. These results suggest that the proposed method could be a diagnostic aid for ophthalmologists in the screening for DR.

Abstract Diabetic retinopathy is the common cause of blindness. This paper presents the mathematical morphology method to detect and eliminate the optic disc (OD) and the blood vessels. Detection of optic disc and the blood vessels are the necessary steps in the detection of diabetic retinopathy because the blood vessels and the optic disc are the normal features of the retinal image. And also, the optic disc and the exudates are the brightest portion of the image. Detection of optic disc and the blood vessels can help the ophthalmologists to detect the diseases earlier and faster. Optic disc and the blood vessels are detected and eliminated by using mathematical morphology methods such as closing, filling, morphological reconstruction and Otsu algorithm. The objective of this paper is to detect the normal features of the image. By using the result, the ophthalmologists can detect the diseases easily. An Automatic ROI of The Fundus Photography IJECEIAES
The Region of interest (ROI) of the fundus photography is an important task in medical image processing. It contains a lot of information related to the diagnosis of the retinal disease. So the determination of this ROI is a very influential first step in fundus image processing later. This research proposed a threshold method of segmentation to determine ROI of the fundus photography automatically. Data to be elaborated were the fundus photography’s of 13 patients, captured using Nonmyd7 camera of Kowa Company Ltd in Dr. M. Djamil Hospital, Padang. The results of this processing could determine ROI automatically. The automatic cropping successfully omits as much as possible the non-medical areas shown as dark background, while still maintaining the whole medical areas, comprised the posterior pole of retina captured through the pupil. Thus, this method is helpful in further image processing of posterior areas. We hope that this research will be useful for researchers.

Automatic Number Plate Recognition (ALPR) is a system for automatically identifying the license plates of any vehicle. This process is important for tracking, ticketing, and any billing system, among other things. With the use of information and communication technology (ICT), all systems are being automated, including the vehicle tracking system. This study proposes a hybrid method for detecting license plates using characters from them. Our captured image information was used for the recognition procedure in Bangladeshi vehicles, which is the topic of this study. Here, for license plate detection, the YOLO model was used where 81\% was correctly predicted. And then, for license plate segmentation, Otsu's Thresholding was used and eventually, for character recognition, the CNN model was applied. This model will allow the vehicle's automated license plate detection system to avoid any misuse.

Abstract In the field of medical image processing, detection of brain tumor from magnetic resonance image (MRI) brain scan has become one of the most active research. Detection of the tumor is the main objective of the system. Detection plays a critical role in biomedical imaging. In this paper, MRI brain image is used to tumor detection process. This system includes test the brain image process, image filtering, skull stripping, segmentation, morphological operation, calculation of the tumor area and determination of the tumor location. In this system, morphological operation of erosion algorithm is applied to detect the tumor. The detailed procedures are implemented using MATLAB. The proposed method extracts the tumor region accurately from the MRI brain image. The experimental results indicate that the proposed method efficiently detected the tumor region from the brain image. And then, the equation of the tumor region in this system is effectively applied in any shape of the tumor region. MR brain image segmentation method for detecting the tumor and finding the tumor area with improved
performance over conventional segmentation techniques such as fuzzy c means (FCM), K-means and even
that of manual segmentation in terms of precision time and accuracy. Simulation performance shows that
the proposed scheme has performed superior to the existing segmentation methods.
Single Image Super-Resolution Using Analytical Solution for L2-L2 Algorithmijtsrd
This paper addresses a unified work for achieving single image super-resolution, which consists of improving a high resolution from blurred, decimated and noisy version. Single image super-resolution is also known as image enhancement or image scaling up. In this paper mainly four steps are used for enhancement of single image resolution: input image, low sampling the image, an analytical solution and L2 regularization. This proposes to deal with the decimation and blurring operators by their particular properties in the frequency domain, which leads to a fast super-resolution approach. And an analytical solution obtained and implemented for the L2-regularization i.e. L2-L2 optimized algorithm. This aims to reduce the computational cost of the existing methods by the proposed method. Simulation results taken on different images and different priors with an advance machine learning technique and conducted results compared with the existing method. Human brain is the most complex structure where identifying the tumor like diseases are extremely challenging because differentiating the components of a brain is complex. In this paper, pillar k-means algorithm is used for segmentation of brain tumor from magnetic resonance image (MRI).Generally, the brain tumor is detected by radiologist through analysis of MR images which takes longer time. The pillar k-means algorithm’s experimental results clarify the effectiveness of our approach to improve the segmentation quality, accuracy, and computational time. Classify, the tumor from the brain MR images using Bayesian classification.
AN AUTOMATIC SCREENING METHOD TO DETECT OPTIC DISC IN THE RETINAijait
The location of Optic Disc (OD) is of critical importance in retinal image analysis. This research paper carries out a new automated methodology to detect the optic disc (OD) in retinal images. OD detection helps the ophthalmologists to find whether the patient is affected by diabetic retinopathy or not. The proposed technique is to use line operator which gives higher percentage of detection than the already existing methods. The purpose of this project is to automatically detect the position of the OD in digital retinal fundus images. The method starts with converting the RGB image input into its LAB component. This image is smoothed using bilateral smoothing filter. Further, filtering is carried out using line operator. After which gray orientation and binary map orientation is carried out and then with the use of the resulting maximum image variation the area of the presence of the OD is found. The portions other
than OD are blurred using 2D circular convolution. On applying mathematical steps like peak classification, concentric circles design and image difference calculation, OD is detected. The proposed method was evaluated using a subset of the STARE project’s dataset and the success percentage was found
to be 96%.

Brain Tumor Extraction from T1- Weighted MRI using Co-clustering and Level Se...CSCJournals
The aim of the paper is to propose effective technique for tumor extraction from T1-weighted magnetic resonance brain images with combination of co-clustering and level set methods. The co-clustering is the effective region based segmentation technique for the brain tumor extraction but have a drawback at the boundary of tumors. While, the level set without re-initialization which is good edge based segmentation technique but have some drawbacks in providing initial contour. Therefore, in this paper the region based co-clustering and edge-based level set method are combined through initially extracting tumor using co-clustering and then providing the initial contour to level set method, which help in cancelling the drawbacks of co-clustering and level set method. The data set of five patients, where one slice is selected from each data set is used to analyze the performance of the proposed method. The quality metrics analysis of the proposed method is proved much better as compared to level set without re-initialization method.

Human brain is the most complex structure where identifying the tumor like diseases are extremely challenging because differentiating the components of a brain is complex. In this paper, pillar k-means algorithm is used for segmentation of brain tumor from magnetic resonance image (MRI).Generally, the brain tumor is detected by radiologist through analysis of MR images which takes longer time. The pillar k-means algorithm’s experimental results clarify the effectiveness of our approach to improve the segmentation quality, accuracy, and computational time. Classify, the tumor from the brain MR images using Bayesian classification.
AN AUTOMATIC SCREENING METHOD TO DETECT OPTIC DISC IN THE RETINAijait
The location of Optic Disc (OD) is of critical importance in retinal image analysis. This research paper carries out a new automated methodology to detect the optic disc (OD) in retinal images. OD detection helps the ophthalmologists to find whether the patient is affected by diabetic retinopathy or not. The proposed technique is to use line operator which gives higher percentage of detection than the already existing methods. The purpose of this project is to automatically detect the position of the OD in digital retinal fundus images. The method starts with converting the RGB image input into its LAB component. This image is smoothed using bilateral smoothing filter. Further, filtering is carried out using line operator. After which gray orientation and binary map orientation is carried out and then with the use of the resulting maximum image variation the area of the presence of the OD is found. The portions other
than OD are blurred using 2D circular convolution. On applying mathematical steps like peak classification, concentric circles design and image difference calculation, OD is detected. The proposed method was evaluated using a subset of the STARE project’s dataset and the success percentage was found
to be 96%.

Brain Tumor Extraction from T1- Weighted MRI using Co-clustering and Level Se...CSCJournals
The aim of the paper is to propose effective technique for tumor extraction from T1-weighted magnetic resonance brain images with combination of co-clustering and level set methods. The co-clustering is the effective region based segmentation technique for the brain tumor extraction but have a drawback at the boundary of tumors. While, the level set without re-initialization which is good edge based segmentation technique but have some drawbacks in providing initial contour. Therefore, in this paper the region based co-clustering and edge-based level set method are combined through initially extracting tumor using co-clustering and then providing the initial contour to level set method, which help in cancelling the drawbacks of co-clustering and level set method. The data set of five patients, where one slice is selected from each data set is used to analyze the performance of the proposed method. The quality metrics analysis of the proposed method is proved much better as compared to level set without re-initialization method.

Hybrid Multilevel Thresholding and Improved Harmony Search Algorithm for Segm...IJECEIAES
This paper proposes a new method for image segmentation is hybrid multilevel thresholding and improved harmony search algorithm. Improved harmony search algorithm which is a method for finding vector solutions by increasing its accuracy. The proposed method looks for a random candidate solution, then its quality is evaluated through the Otsu objective function. Furthermore, the operator continues to evolve the solution candidate circuit until the optimal solution is found. The dataset used in this study is the retina dataset, tongue, lenna, baboon, and cameraman. The experimental results show that this method produces the high performance as seen from peak signal-to-noise ratio analysis (PNSR). The PNSR result for retinal image averaged 40.342 dB while for the average tongue image 35.340 dB. For lenna, baboon and cameramen produce an average of 33.781 dB, 33.499 dB, and 34.869 dB. Furthermore, the process of object recognition and identification is expected to use this method to produce a high degree of accuracy.

The legal cause of blindness for the workingage
population in western countries is Diabetic Retinopathy - a
complication of diabetes mellitus - is a severe and wide- spread
eye disease. Digital color fundus images are becoming
increasingly important for the diagnosis of Diabetic Retinopathy.
In order to facilitate and improve diagnosis in different ways, this
fact opens the possibility of applying image processing techniques
.Microaneurysms is the earliest sign of DR, therefore an
algorithm able to automatically detect the microaneurysms in
fundus image captured. Since microaneurysms is a necessary
preprocessing step for a correct diagnosis. Some methods that
address this problem can be found in the literature but they have
some drawbacks like accuracy or speed. The aim of this thesis is
to develop and test a new method for detecting the
microaneurysms in retina images. To do so preprocessing, gray
level 2D feature based vessel extraction is done using neural
network by using extra neurons which is evaluated on DRIVE
database which is superior than rulebased methods. To identify
microaneurysms in an image morphological opening and image
enhancement is performed. The complete algorithm is developed
by using a MATLAB implementation and the diagnosis in an
image can be estimated with the better accuracy and in shorter
time than previous techniques

Abstract
Recently the digital imaging applications is increasing significantly and it leads the requirement of effective image compression techniques. Image compression removes the redundant information from an image. By using it we can able to store only the necessary information which helps to reduce the transmission bandwidth, transmission time and storage size of image. This paper proposed a new image compression technique using DCT-Biorthogonal Wavelet Transform with arithmetic coding for improvement the visual quality of an image. It is a simple technique for getting better compression results. In this new algorithm firstly Biorthogonal wavelet transform is applied and then 2D DCT-Biorthogonal wavelet transform is applied on each block of the low frequency sub band. Finally, split all values from each transformed block and arithmetic coding is applied for image compression.

MICCS: A Novel Framework for Medical Image Compression Using Compressive Sens...IJECEIAES
The vision of some particular applications such as robot-guided remote surgery where the image of a patient body will need to be captured by the smart visual sensor and to be sent on a real-time basis through a network of high bandwidth but yet limited. The particular problem considered for the study is to develop a mechanism of a hybrid approach of compression where the Region-ofInterest (ROI) should be compressed with lossless compression techniques and Non-ROI should be compressed with Compressive Sensing (CS) techniques. So the challenge is gaining equal image quality for both ROI and Non-ROI while overcoming optimized dimension reduction by sparsity into Non-ROI. It is essential to retain acceptable visual quality to Non-ROI compressed region to obtain a better reconstructed image. This step could bridge the trade-off between image quality and traffic load. The study outcomes were compared with traditional hybrid compression methods to find that proposed method achieves better compression performance as compared to conventional hybrid compression techniques on the performances parameters e.g. PSNR, MSE, and Compression Ratio.

In human eye, the state of the blood vessel is a crucial diagnostic factor. The segmentation of blood vessel
from the fundus image is difficult due to the spatial complexity, adjacency, overlapping and variability of
blood vessel. The detection of ophthalmic pathologies like hypertensive disorders, diabetic retinopathy and
cardiovascular diseases are remain challenging task due to the wide-ranging distribution of blood vessels.
In this paper, Stacked Autoencoder and CNN (Convolutional Neural Network) technique is proposed to
extract the blood vessel from the fundus image. Based on the experiments conducted using the Stacked
Autoencoder and Convolutional Neural Network gives 90% & 95% accuracy for segmentation.

Abstract: The phenomenon of gender-based violence has generated attention from research practitioners and helping professionals since
the surge of the women’s movement three or so decades ago in the Philippines. At about the same time, the HIV-AIDS gained similar
attention with the disclosure of the first ever case of the country in the mid-80s. Only recently, however, has the intersectionality of these
two phenomena been looked into by the research community in other countries and has yet to see parallel response locally. This research,
therefore, attempts to map out the lived experiences of People Living with Human Immuno Deficiency Virus (PLHIV) who have undergone
gender-based violence (GBV). It specially looks into the consequent psychosocial and mental health issues. Using focus group discussion with
24 purposively sampled participants from the highly vulnerable groups based in three major Philippine cities, thematic analysis reveals that
the participants experienced various forms of gender-based violence, e.g., sexual, emotional/psychological, economic, verbal, physical) and
expressions of stigma and discrimination, which in turn, led to manifestations of different emotional and psychological trauma, depression,
internalized homophobia, greater health risks and risk-taking behaviours, among others. It might be worthwhile to consider the possibility
that the consequent risk-taking and self-injurious tendencies played a role in their eventual contraction of HIV.

management purposes. Information on low flow magnitude, frequency, probability and return period are very crucial in analysing
streamflow drought at the operational level in public water supply. The objectives of this study are to determine the characteristics of low
flow for every streamflow station in the Selangor region. The estimation of minimum storage draft-rate with the probability of low flow
return periods of 2, 5, 10, 20, and 50 years is presented in this paper.

Politeness and Intimacy in Application Letters of
Three Cultural Groups in Mindanao

Abstract: 150 application letters from the three cultural groups in Mindano, namely Sinama, Subanen, and Tausug have been analysed
in a mixed-method design. The focus of the study is on the two features of politeness and intimacy. In the quantitative analysis, the model
proposed by Brown & Levinson (1987) and that of Columns (2005) which have drawn upon the features of indirectness in requesting and
the length of letters as the indicators of politeness are used. In the qualitative and descriptive analysis formality in salutation and opening
clause as well as the use of abbreviated forms are taken into account. The result shows that Tausug use the politest style in their application
letters, followed by Sinama and Subanen respectively. On the other hand, Sinama, Subanen, and Tausug use the least intimate style in their
business letters. The findings are hoped to help better inter-cultural understanding, especially with respect to written rhetorical
characteristics.

Abstract: Recently, IoT devices such as robots, speakers, domestic electrical appliances and smart devices are provided everywhere for
everyone. While their authentication request is quite ubiquitously, namely, an authentication for sharing services, the actual
implementations are patchy schemes of variety security policies. In this study, we propose the new authentication scheme for IoT devices
without certificate authority which is fast enough as well as secure. The verification algorithm is based on suitable ciphered metric. We
define a class of such verifiable encryption and give an example for authentication. Moreover, we show the implementation which keeps
perfect secrecy by means of Shannon’s theory.

Abstract: Disasters are social constructs and require an agility and adaptability from national disaster organisations (NDOs). The
environment in which NDOs operate are complex adaptive systems environment, and organisational learning as a key approach is considered
fundamental to strengthening the ability of an NDO to perform at its best. With the potential for loss of lives, the destruction of critical
infrastructure and housing and to the risk of setting back a country’s economic development by many years, learning from the lessons of the
past, to reduce the negative impacts is critical for the onward growth of Caribbean countries which, for the most part, are small island
developing states. The Caribbean Region is the one of the most hazard prone regions in the world (Walbrent College 2012). Lessons from
disaster impacts are identified, gaps are well documented, and failures are sometimes exposed. But learning, in terms of making changes to
improve systems, performance and resilience, is questionable. The lessons must be applied for change to occur, this is part of the knowledge
management process in the context of disaster organisations. The purpose of this study is to explore the apparent inability of national
disaster organizations in the Caribbean to apply the lessons learnt from previous disasters. Three (3) Caribbean countries have been selected
for this research. It is a multiple case study where the unit of analysis is the national disaster organisation. This study is based on an
interpretive paradigm.

south; traversing Senegal, Mali, Burkina Faso, Niger, northern Nigeria and Chad. With a population estimated at more than 60 million
people, the region features a multiplicity of development challenges. It is home to some of the world’s most impoverished people, whose
livelihoods are mostly reliant on rain-fed agriculture. Characterized by semi-arid vegetation, the West African Sahel is one of the most
environmentally degraded ecosystems in the world. The region faces severe and recurring bouts of droughts since the 1980s, jeopardizing
environmental sustainability. During the past four decades, the West African Sahel has witnessed below-average annual precipitation, with
two severe drought periods in 1972-1973 and 1983–1984, in a development that undermined agricultural productivity and spawned
severe land degradation. Various studies have predicted even more severe climate variability and change in the region, with drier and more
frequent dry periods expected. The intergovernmental Panel on climate change (IPCC, 2007) revealed a decline in annual rainfall in West
Africa since the end of the 1960s, with a reduction of 20% to 40% observed in the periods 1931-1960 and 1968–1990. Repeated
droughts, fuelled by climate change, have undermined land productivity, turning arable soils into marginal lands, and rendering land
resources vulnerable to such anthropogenic activities as over-grazing, agricultural intensification and deforestation, which are common
practices across the region. The major objective of this paper is to shed light on climate change and land degradation patterns in the West
African Sahel. It employs empirical data to analyse the trends, with particular emphasis on Mali, Niger and Senegal. The study reveals
considerable threats posed by the twin scourges of climate change and land degradation to food security, environmental sustainability and
regional stability.

with their business. This study has been commenced with the objectives to check demographic profile, factors affecting textile entrepreneurs,
encouragement of external factors and personal reason behind to become textile business entrepreneurs. This study has been carried out with
100 textile entrepreneurs; the sample has been selected by using simple random sampling. This study is also carried out with non-disguised
and structured questionnaire; which consists of four parts with seeking information on demographic profile, factors affecting textile
entrepreneurs, external encouraging factors and personal reason to become textile entrepreneurs. This study uses percentage analysis, factor
analysis, Garrett score ranking, and t-test to analyse the data collected. It was concluded that textile entrepreneurs have been encouraged by
various factors and moreover several factors significantly affect their business.

Abstract: The online clothing businesses have seen a considerable rise in recent times, with a high and growing demand. The purpose of
this study is to determine the factors that play significant roles in creating purchase intention towards the online clothing products in
Bangladesh. Secondary research was used to build the model of customer purchase intention. A structured questionnaire was employed to
gather data and test the model. Factor analysis and regression were used to test the model. The regression model suggested that customer
purchase intention was induced most by the online marketing activities of the online retailers, followed by pricing strategy implemented and
sense of security provided (in that order). To understand customer purchase intentions better, it may be important to look at additional
factors or seek better measures of the constructs. The study suggests that online retailers should heavily focus on online promotions and
pricing.

Abstract: The notion of a great presence of masonry rarely conjures up the likes of buildings by master architect, Tadao Ando san of
Osaka, Japan, who is better known for his sublime shaping of space with planar forms of site-cast concrete. Perhaps though, one may recall
the ‘historical intervention’ on a grand scale—the now nine-year-old Punta Della Dogan a project (2009) in Venice, Italy, as prima facie
evidence of his dialogue with a vast quantity of ancient masonry in the Laguna. However, a new project by Ando, recently opened in
Chicago, Illinois (October 2018), presents the private-museum-gallery-going public with a new North American delight. Here, the senses
are able to indulge in a hybrid set of experiences shaped by masonry, concrete, and white painted plaster surfaces. This paper explores how

Cache Replacement Algorithm

Abstract: Energy consumption is an important factor of com-mutational power these days. Large scale energy consumption results in bad
system performance and high cost. To access frequently used data, we place it in Cache. Cache provides us opportunity to access that data in
a small time. Cache memory helps in retrieving data in minimum time improving the system performance and reducing power consumption.
Due to limited size of Cache, replacement algorithms used to make space for new data. There are many existing cache replacement
algorithms for example LRU, LFU, MRU, FIFO etc. Existing algorithms consume a lot of energy while replacing cold blocks of data.
Replacement algorithms are usually designed to reduce miss rate and increase hit rate. These algorithms replace cold blocks (not going to use
in future) and due to large number of cold blocks, they consume lot of energy. This paper proposes an energy and computation efficient cache
replacement algorithm that put only hot blocks in action instead of removing cold blocks. This paper also discusses different replacement
algorithms proposed in different papers and compare these algorithms on basis of different parameters mainly energy consumption. In our
experiments we have found LRU and FIFO as best replacement algorithms for Increased hit rates and Energy efficiency respectively.

Abstract: Recently, air quality in residential spaces has been major concern. In particular, the indoor air quality of residential facility
before occupancy, which is related to the interior material, is a serious problem. existing research has mainly focused on pollution control
after construction, but this research has derived I key performance index I about increasing air quality and priority of management with a
controlling schedule. That is the objectives of research. The results show the relative priority of the four major items in wall‐based apartment
buildings and in column‐based apartment buildings. An analysis of the parties responsible for improvement based on the IAQ results shows
more efforts to improve IAQ are needed in material factories and engineering/design companies.

Abstract: This paper outlines the issue on open spaces, which led to decrease social interaction among residents in Baghdad city

Wireless sensor networks can provide low cost solution accompanied with limited storage, computational capability and power for verity of real-world problems and become essential factor when sensor nodes are arbitrarily deployed in a hostile environment. The cluster head selection technique is also one of the good approaches to reduce energy consumption in wireless sensor networks. The lifetime of wireless sensor networks is extended by using the uniform cluster head selection and balancing the network loading among the clusters. We have reviewed various energy efficient schemes apply in WSNs of which we concentrated on selection of cluster head approach and proposed an new method called Sleep Scheduling Routing with in clusters for Energy Efficient [SSREE]in which some nodes in clusters are usually put to sleep to conserve energy, and this helps to prolong the network lifetime. EASSR selects a node as a cluster head if its residual energy is more than system average energy and have less energy consumption rate in previous round. Then, an Performance analysis and compared statistic results of SSREE shows of the significant improvement over existing protocol LEACH, SEP and M-GEAR protocol in terms of lifetime of network and data units gathered at BS.

A correct node operation and power administration are significant issues in the wireless sensor network system. Ultrasonic, dead reckoning, and radio frequency information is obtained by using localization mechanism and worked through a specific filter algorithm. In this paper, a well-organized grid deployment method is applied to split the nodes into multiple individual grids. The tiny grids are used for improved resolution and bigger grids are used to decrease the complexity of processing. The efficiency of each grid is obtained by environmental factors such as redeployed nodes, boundaries, and obstacles. To decrease the power usage, asynchronous power management method is designed. In network communication, power management method is applied by using an asynchronous awakening scheme and n-duplicate coverage algorithm is engineered for the coverage of nodes.

APPROACH
Proposed algorithm in Raspberry Pi controller board. Fig 2 shows the schematic view of our proposed method. Opencv Library is used
with C++ language for programming.

IMAGE ENHANSMENT TECHNIQUE
The flow chart of the proposed approach is shown in Fig 2. It loads a retinal color image as a input image and after that it will convert
this RGB image to Gray scale image. This algorithm is tried to find out the micro-aneurysms after the said enhancement techniques and
also tries to find The Absolute Mean Brightness Error (AMBE), Peak Signal to Noise Ratio (PSNR).
Preprocessing
Loaded input image, I, has to be first converted to a gray scale image. Let J is the said gray scale image, and R, G, B be the three color
channels of the image I . Classically, the gray-scale image J is obtained by a linearly weighted transformation:

Where α, β and γ are the weights corresponding to the three color channels, R, G, and B, respectively, and (x; y) are the pixel location
in the input image. The most popular method selects the values of α, β and γ by eliminating the hue and saturation information while
retaining the luminance. To this end, a color pixel is first transformed to the so-called NTSC color space from the RGB space by the
standard NTSC conversion formula:

where Y, I and Q represents the NTSC luminance, hue, and saturation components, respectively. Then the luminance is used as the
gray-scale signal: J(x; y) = Y(x; y). Thus we have α= 0:299;β=0:587; γ= 0:114:
In this work, we research the RGB-to-gray conversion ofEq.1, which to the best knowledge of the authors, and attempt to find new
values of (α,β,γ)which are optimal for our work. Our research results reveal that 1) to get a strong gray-scale image, one should select
the values of (α,β,γ) that satisfy α>β>γ2).
It is necessary to intensify the contrast of the image to provide a better processing for subsequent image analysis steps. Contrast
Limited Adaptive Histogram Equalization [12] is a common pre-processing method for processing medical image, as it is very effective
in making the region of interest more visible. This method is formulated based on dividing the image into several non-overlapping
regions of almost equal sizes. Local histogram equalization is performed at every disjoint region. To eliminate the boundaries between
the regions, a bilinear interpolation has also been applied. In this stage, only the gray levels processed because MAs appear with highest
contrast in this particular channel [13].
Blood Vessel Extraction
The segmentation of retinal blood vessels is done by a thresholding method proposed by Saleh et al [14]. From the pre-processed
fundus image the background exclusion is performed by subtracting the original intensity image from the average filtered image so that
the foreground objects may be more easily examined. Isodata technique is used to provide an automatic threshold in a binary image but
this technique runs through number of iterations until the proper threshold value is achieved. So, in this proposed techniques local
entropy thresholding [15] has been implemented. This process yields an optimum threshold value by choosing the pixel intensity from
the images histogram that exhibits the maximum entropy over the whole image. Let h(i) be the value of a normalized histogram and it
takes the integer values from 0 to 255. The normalized histogram can be expressed as

OUTPUT AND ANALYSIS
Nearly 55 DR images are tested with the proposed image enhancement techniques. The input images were taken from Messidor digital
retinal database [17]. The Absolute Mean Brightness Error (AMBE) is calculated using the difference between original and enhanced
image AMBE(X,Y)=|XMYM|, where XM is the mean of the input image and YM is the mean of the output image. Smaller value of
AMBE indicates lesser loss of information during enhancement. Therefore in terms of AMBE, CLAHE gives the best result compared
to Histogram equalization method as shown in the scatter plot of AMBE values in Fig. 3. A large value of Peak Signal to Noise Ratio
(PSNR) indicates better contrast enhancement in the output image as shown in Fig 5. The PSNR is computed as follows:
Where MSE is termed as mean square error and it is defined as:
PSNR is used to evaluate the degree of contrast enhancement. Greater PSNR indicates better image quality. So, in terms of PSNR also
CLAHE is showing the best result in the scatter plot shown in Fig 4.

EXPERIMENTAL SETUP
The proposed method has been deployed in raspberry Pi controller board to ensure faster execution so that it will be helpful for mass
screening of diabetic retinopathy.

The raspberry pi controller board design is based on around a Broadcom BCM2835 SoC, which includes an ARM1176JZF-S 700MHz
processor, Video Core IV GPU, and 512Mbytes of RAM with highly developer friendly Debian GNU/Linux operating system and
Four USB port. A 4-pole 3.5mm stereo audio jack with composite video output and microSD, MMC, SDIO flash memory card slot is
also attached with this board.
CONCLUSION
In this paper, a hardware based frame work of image enhancement has been presented. Number of DR images obtained from practical
experiments has been presented. It is found from the experimental results that the proposed method performs better in terms of
computation other than simulation based software. In our future work colour images will be taken using real time camera attached
with raspberry pi controller board and new parameters will be considered for the evaluation of enhancement techniques.
