OVERVIEW OF APPLICABLETDG REQUIREMENTS

 A Transport Canada approved company
dangerous goods operations manual (Section
702.81, 703.104, 704.120 and 705.134 of the
CARs); and
 A Transport Canada approved dangerous
goods training program (Section 702.76,
703.98, 704.115 and 705.124 of the CARs).

Regulations (TDGR)
 Part 12 of the TDGR describes the
International and Domestic transport

4. The traditional approach to training has been a
“Categories of Staff” approach. This includes:
• TDG course material based on specific
content/topics depending on employee role.
• An exam administered at the end of a TDG Course
to verify understanding.
• This type of training was valid up until December
31, 2022.

6. New Competency-Based Training and
Assessment Approach (ICAO TI)
• Effective January 1, 2023
• A Training Program includes, “…elements such as design
methodology, assessment, initial and recurrent training,
instructor qualifications and competencies, training
records and evaluation of the effectiveness of training.”

The TDG Act and Regulations are in the process of becoming
harmonized with the International training requirements.

Training & Assessment Overview
All company personnel who handle, offer for transport, or transport dangerous goods must now
be trained and assessed in the regulatory subject matter relating to their tasks.

Recurrent training and assessment must be completed within 24 months of initial training and assessment
(ICAO TI 1;4.3).
Assessment and evaluation can be an ongoing process until the employee has demonstrated competence in
each dangerous goods task.
Updates to air operator training programs are to be submitted and approved by Transport Canada (CARs &
the CASS).

• Form 16-0090 is the application form
developed by Transport Canada which is used
for the review and approval of air operator
DG Manual and TDG Training Programs.
• This form is required to be submitted
alongside the company DG Manual & TDG
Training Program to the Transport Canada
TDG Directorate.

• Form 16-0090 has been updated by Transport
Canada to reflect the new competency-based
change requirements.
• As of April 1, 2023, the amended Form 16-0090
containing the competency-based change
requirements is to be used for any TDG
document review submission.
