 Is the solely in term of lack of diseases, symptoms,
signs or problems (Bolog, J.E 1978)
Or
 Refers to the adequate functional capacity which
allows an individuals to carry out their duties and
responsibilities. ( Oberteuffer, 1960)
SAFETY
 Refers to the freedom from danger, risk or threat of
harm, injury, loss of properties whether caused
deliberately or by accident. (Business dictionary, 2015)
Or
 Is the state of being safe, freedom from the occurrence
of risk of injury, danger or loss. (Dictionary.com, 2015)
POLICY
A “policy” is a statement of intent to achieve certain goal(s)
by a local, regional or national governments of a country. A
policy could be documented in legislation or other official
documents. Institutional setup (enforcement agency,
incentive/penalties schemes, setting up the infrastructure to
certify efficiency of equipments etc.) to achieve the goals of a
policy is implementation/enforcement of a policy,(Brewer
and Deleon, 1983).

 A definite course or method of action selected (by
government, institution, group or individual) from
among alternatives and in the light of given conditions
to guide and, usually, to determine present and future
decisions.
 A specific decision or set of decisions designed to carry
out such a course of action.
1. Purpose
This policy proposes MWECAU with commitment to
provide a safe and healthy environment for staff,
students, and visitors.
The aims/objectives of the policy:
From university mission and vision which
respectively states that, MWECAU aspires to become
a leading university in teaching, learning, research
and community services at the national and
international level. And, MWECAU will educate its
students to become competent professionals,

social responsible citizens committed to work for the
benefit of society of Tanzania and beyond. The following
objectives should be taken into account;
 a) Ensure that the management of health and safety
is consistent with the University’s legislative
obligations, vision, mission and Strategic Plan.
 b) Outline responsibilities of the community
concern.
 c) Minimize the University’s exposure to all levels of
risk in relation to health and safety.
2. Organizational Scope
 This policy applies to all staff, students, and visitors,
both on and off campus.

4. Policy Content and Guidelines
4.1 General
 a) Through this policy MWECAU will be committed in
providing a safe and healthy environment for staff,
students, and visitors. This is articulated further in the
Student Experience Strategy, Health and Safety Framework
and Healthy Campus Framework.
 b) Health and safety is a shared responsibility.
MWECAU will expect every member of this community to
take personal responsibility for promoting the health and
safety of themselves and those involved in, or affected by
the University’s activities.

 c) Campus Services, in partnership with Human
Resources, is responsible for managing and
coordinating the University’s health and safety
framework.
4.2 Responsibility for Health and
Safety
 a) The Vice-Chancellor
has overall responsibility for the effective management
of health and safety, and requires every supervisor and
manager with staff responsibility to implement this
policy.
 b) Campus Services
Manages the coordination of health and safety advice,
plans, training, reporting and administrative support
through the Health and Safety Framework. This
Framework is comprehensive and includes:

 (i) Policy and process review.
 (ii) Safety Plans - monitoring performance and planning
for continuous improvement.
 (iii) Hazard and risk identification and management.
 (iv) Training, advising and informing about good safety
practice, safe premises and plant and equipment (including
personal protective equipment).
 (v) Reporting and investigating all workplace accidents
including reporting any serious harm incidents to the
Departments.
 (vi) Coordinating all accident / incident responses.
 (vii) Coordinating and supporting MWECAU Health and
Safety Committee if present.

 (ix) Supporting effective emergency management and
continuity planning.
 (x) Supporting staff in a safe return to work following
illness or injury.
 (xi) Ensuring all staff and unions have the opportunity
to participate in the development of health and safety
practices, and that relevant documentation relating to
health and safety issues is made available.
c) Campus Services should review
the following on a regular basis:
 (i) The Health and Safety Framework
 (ii) Safety Plans
 (iii) Risk Management Plans
 (v) Emergency Response Plans
d) Managers / supervisors
 Are responsible for developing, maintaining and
implementing safety plans and risk and hazard
registers in line with MWECAU legislative obligations,
overall policies, framework, priorities, and procedures.
This includes the development, maintenance and
implementation of plans for ensuring that:
e) Employees
Were required to;
 (i) Immediately and accurately report all accidents /
incidents and hazards in writing to their manager /
supervisor and to the University’s Safety Coordinator.
 (ii) Assist with the investigation and resolution of any
accidents / incidents and hazards.
 (iii) Carry out their work in a way that reflects safe
practice and does not adversely affect their own health
and safety or that of others.

 (i) Risks are identified, assessed, monitored and reviewed
through oversight and review of the risk and hazard registers.
 (ii) They promptly respond to any health and safety issues and
hazards brought to their attention.
 (iii) Adequate health and safety training, information,
instruction and supervision are provided, including students and
visitors being informed of safety procedures and equipment.
 (iv) They comply and ensure staff compliance with the
University’s health and safety policies, frameworks, priorities,
procedures and legislative requirements.
 (v) They support staff in a safe return to work following illness or
injury.

 (vi) They undertake training and / or instruction in
health and safety related subjects to ensure they are
competent to carry out their health and safety
responsibilities.
 (vii) All personal protective and other safety
equipment is provided and available to staff where
required, and that staff are adequately trained in its
proper use, maintenance and storage.
 (viii) All accidents / incidents are immediately and
accurately reported to Campus Services for
investigation and follow up action.

 (iv) Learn, understand and abide by the University’s Health
and Safety frameworks, policies, plans and processes.
 (v) Seek assistance or advice if they are unclear about the
safe method of completing their work.
 (vi) Undertake training and / or instruction in health and
safety related subjects to ensure they are competent to
carry out their health and safety responsibilities.
 (vii) Follow instructions which are aimed at ensuring safe
work practices, including taking care of and using safety
equipment, wearing protective clothing, and minimizing
the risk of harm to themselves and others.
 (viii) Co-operate and comply with any Return to Work
Program when returning to work from illness or injury.
g) Students and visitors
Are required to:
(i) Ensure that they follow the University’s health and
safety requirements.
(ii) Act in a way that reflects safe practice and does not
adversely affect their own health and safety or that of
others.
(iii) Immediately and accurately report all accidents /
incidents to the Campus Care Office.
UNIVERSITY’S RULES FOR
IMPLEMENTATION OF THE HEALTH
AND SAFETY POLICY
 According to this policy, the University should
implement the following rules for Health and Safety
policy in MWECAU community;
1. General University Health and
Safety Rules
1.1 Health and Safety Signage
 All members of the university (staff and students)
shall comply with the requirements of health and
safety signage.
1.2 Accidents
 All accidents must be reported. The accident report
form should be made available on the Safety Services.

1.4 Fire
 All fires which have required the use of a fire
appliance must be reported to Safety Services whether
or not damage or injury has been caused.
1.6 Smoking
 It is against the law for anyone to smoke in any
buildings or in any vehicles used for University
business.
2. University policies and rules
 Under this Health and Safety Policy, the university
should established a set of policies and rules for
addressing specific health and safety issues. These

CONCLUSION
 It is the duty of all employees and students to observe
the parts of these policies and rules that are relevant to
their own work as well as observing any additional
local rules and regulations on health and safety
published at University or department level.

Develop Health and Safety policy for MWECAU

  • 1. GEOGRAPHY PRESENTATION  Assume that you have been appointed by MWECAU Board of Director as Disaster manager. Develop Health and Safety policy for MWECAU and explain how to implement it at MWECAU community.

  • 4. HEALTH  Is the solely in term of lack of diseases, symptoms, signs or problems (Bolog, J.E 1978) Or  Refers to the adequate functional capacity which allows an individuals to carry out their duties and responsibilities. ( Oberteuffer, 1960)
  • 5. SAFETY  Refers to the freedom from danger, risk or threat of harm, injury, loss of properties whether caused deliberately or by accident. (Business dictionary, 2015) Or  Is the state of being safe, freedom from the occurrence of risk of injury, danger or loss. (Dictionary.com, 2015)
  • 6. POLICY A “policy” is a statement of intent to achieve certain goal(s) by a local, regional or national governments of a country. A policy could be documented in legislation or other official documents. Institutional setup (enforcement agency, incentive/penalties schemes, setting up the infrastructure to certify efficiency of equipments etc.) to achieve the goals of a policy is implementation/enforcement of a policy,(Brewer and Deleon, 1983).

POLICY CONT………………  A definite course or method of action selected (by government, institution, group or individual) from among alternatives and in the light of given conditions to guide and, usually, to determine present and future decisions.  A specific decision or set of decisions designed to carry out such a course of action.
  • 8. 1. Purpose This policy proposes MWECAU with commitment to provide a safe and healthy environment for staff, students, and visitors. The aims/objectives of the policy: From university mission and vision which respectively states that, MWECAU aspires to become a leading university in teaching, learning, research and community services at the national and international level. And, MWECAU will educate its students to become competent professionals,
  • 9. Purpose cont.…………….. social responsible citizens committed to work for the benefit of society of Tanzania and beyond. The following objectives should be taken into account;  a) Ensure that the management of health and safety is consistent with the University’s legislative obligations, vision, mission and Strategic Plan.  b) Outline responsibilities of the community concern.  c) Minimize the University’s exposure to all levels of risk in relation to health and safety.
  • 10. 2. Organizational Scope  This policy applies to all staff, students, and visitors, both on and off campus.
  • 11. 3. Place Risk Likelihood Risk rating Control for managing risks Sitting Under the Trees Sitting Under the Trees is risk because tree branches are likely to fall and harm people sitting under the tree 2 20% Establish a continuous process of pruning trees around areas where students like to sit e.g Mdegree and Mdiploma trees. Also prohibition should be made in regard to sitting under old trees. Security Fence in Residential area for off- campus students Lack of Security Fence in Residential area for off-campus students serious risk which endangers student`s lives and their properties such as personal computers, and clothes 2 10% House owners should build strong security fences around residents Water/water sources Lack of sufficient clean and safe water lead to the eruption of epidemic diseases such as cholera and bilharzia. 3 60% More efforts should be made in establishing an appropriate water project which will suit the current growth number of people.

Place Risk Likelihood Risk rating Control for managing risks sewages system An insufficient sewages system can lead to the occurrence of epidemic diseases like cholera, UTI, and fungus. 3 60% House owners should make sure there is proper and functioning sewage system before allowing people to stay in their houses. path ways Presence of in-secured and slippery path ways. These path ways are not safe causing some students and native dwellers to be snatched their properties especially during the night. Also inside university during rainy season ways are very slippery that are likely to cause falling down of people. 4 75% Village must establish strong security system especially during the night in areas/nearby areas where off-campus students. also road and pathways in and off campus should be well-constructed to reduce slippery during rainy Library In the library emergence exits are usually closed, this make students and workers vulnerable to risk in situations like fire. 1 5% There should be regulation during the scheduled time for study in the library the emergence exit should be open.

Cont ……………………… Place Risk Likelihood Risk rating Control for managing risks Hostels If there is no frequent checkup and changing of fire extinguishers as well as proper cleanliness risks of fire and eruption of diseases. 2 10% Frequent checkup and changing of fire extinguishers in the hostels should be maintained. Students should be trained on how to use them since most of them have no idea on how to use them. Also cleanliness should be well maintained Lecture rooms Classrooms with Poor sitting arrangements and fewer or no exit door expose students in high risk in case of fire outbreak or attack. Also classes located high in the building put students on of falling while climbing upstairs. 1 5% Proper sitting arrangements should be established in all classrooms. Exit doors should be made in all classrooms as well. Signs should be put along stairs cautioning users to be careful when climbing/down walking

  • 18. 4. Policy Content and Guidelines 4.1 General  a) Through this policy MWECAU will be committed in providing a safe and healthy environment for staff, students, and visitors. This is articulated further in the Student Experience Strategy, Health and Safety Framework and Healthy Campus Framework.  b) Health and safety is a shared responsibility. MWECAU will expect every member of this community to take personal responsibility for promoting the health and safety of themselves and those involved in, or affected by the University’s activities.
  • 19. CONT…………………  c) Campus Services, in partnership with Human Resources, is responsible for managing and coordinating the University’s health and safety framework.
  • 20. 4.2 Responsibility for Health and Safety  a) The Vice-Chancellor has overall responsibility for the effective management of health and safety, and requires every supervisor and manager with staff responsibility to implement this policy.  b) Campus Services Manages the coordination of health and safety advice, plans, training, reporting and administrative support through the Health and Safety Framework. This Framework is comprehensive and includes:

Campus services cont…….  (i) Policy and process review.  (ii) Safety Plans - monitoring performance and planning for continuous improvement.  (iii) Hazard and risk identification and management.  (iv) Training, advising and informing about good safety practice, safe premises and plant and equipment (including personal protective equipment).  (v) Reporting and investigating all workplace accidents including reporting any serious harm incidents to the Departments.  (vi) Coordinating all accident / incident responses.  (vii) Coordinating and supporting MWECAU Health and Safety Committee if present.

Campus services cont…….  (ix) Supporting effective emergency management and continuity planning.  (x) Supporting staff in a safe return to work following illness or injury.  (xi) Ensuring all staff and unions have the opportunity to participate in the development of health and safety practices, and that relevant documentation relating to health and safety issues is made available.
  • 23. c) Campus Services should review the following on a regular basis:  (i) The Health and Safety Framework  (ii) Safety Plans  (iii) Risk Management Plans  (v) Emergency Response Plans
  • 24. d) Managers / supervisors  Are responsible for developing, maintaining and implementing safety plans and risk and hazard registers in line with MWECAU legislative obligations, overall policies, framework, priorities, and procedures. This includes the development, maintenance and implementation of plans for ensuring that:
  • 25. e) Employees Were required to;  (i) Immediately and accurately report all accidents / incidents and hazards in writing to their manager / supervisor and to the University’s Safety Coordinator.  (ii) Assist with the investigation and resolution of any accidents / incidents and hazards.  (iii) Carry out their work in a way that reflects safe practice and does not adversely affect their own health and safety or that of others.

Managers / supervisors cont………………………..  (i) Risks are identified, assessed, monitored and reviewed through oversight and review of the risk and hazard registers.  (ii) They promptly respond to any health and safety issues and hazards brought to their attention.  (iii) Adequate health and safety training, information, instruction and supervision are provided, including students and visitors being informed of safety procedures and equipment.  (iv) They comply and ensure staff compliance with the University’s health and safety policies, frameworks, priorities, procedures and legislative requirements.  (v) They support staff in a safe return to work following illness or injury.

Managers / supervisors cont………………………..  (vi) They undertake training and / or instruction in health and safety related subjects to ensure they are competent to carry out their health and safety responsibilities.  (vii) All personal protective and other safety equipment is provided and available to staff where required, and that staff are adequately trained in its proper use, maintenance and storage.  (viii) All accidents / incidents are immediately and accurately reported to Campus Services for investigation and follow up action.

Employees cont…………….  (iv) Learn, understand and abide by the University’s Health and Safety frameworks, policies, plans and processes.  (v) Seek assistance or advice if they are unclear about the safe method of completing their work.  (vi) Undertake training and / or instruction in health and safety related subjects to ensure they are competent to carry out their health and safety responsibilities.  (vii) Follow instructions which are aimed at ensuring safe work practices, including taking care of and using safety equipment, wearing protective clothing, and minimizing the risk of harm to themselves and others.  (viii) Co-operate and comply with any Return to Work Program when returning to work from illness or injury.
  • 29. g) Students and visitors Are required to: (i) Ensure that they follow the University’s health and safety requirements. (ii) Act in a way that reflects safe practice and does not adversely affect their own health and safety or that of others. (iii) Immediately and accurately report all accidents / incidents to the Campus Care Office.
  • 30. UNIVERSITY’S RULES FOR IMPLEMENTATION OF THE HEALTH AND SAFETY POLICY  According to this policy, the University should implement the following rules for Health and Safety policy in MWECAU community;
  • 31. 1. General University Health and Safety Rules 1.1 Health and Safety Signage  All members of the university (staff and students) shall comply with the requirements of health and safety signage. 1.2 Accidents  All accidents must be reported. The accident report form should be made available on the Safety Services.
  • 32. Cont.………….. 1.4 Fire  All fires which have required the use of a fire appliance must be reported to Safety Services whether or not damage or injury has been caused. 1.6 Smoking  It is against the law for anyone to smoke in any buildings or in any vehicles used for University business.
  • 33. 2. University policies and rules  Under this Health and Safety Policy, the university should established a set of policies and rules for addressing specific health and safety issues. These policies and rules are:
