Financial Decentralisation: Local Budgets Have Increased by UAH 25.4 Billion
over the Period of Seven Months
Over the period from January to July 2016, UAH 77.8 billion were received by the local budgets. In the previous year, this
indicator was at the level of UAH 52.4 billion. Hence, in comparison with the same period in the previous year, the addition of
revenues to local budgets totalled 48.4% or UAH 25.4 billion.
"These are not just figures but actual projects. These are the funds which are now channelled by the communities to the
development of infrastructure, construction and renovation of kindergartens and schools, hospitals, roads, etc. This is the
actual resource for the communities to resolve their problems. This is the evidence of efficiency and irreversibility of the
decentralisation reform", Vice-Prime Minister - Minister of Regional Development, Construction, and Housing and
Communal Services of Ukraine Hennadii Zubko.

Amalgamated Communities Have More than 1,000 Infrastructure Projects
Intended for the Implementation with the Government Support
As of 22 August 2016, the Ministry of Regional Development approved more than 1,000 applications for infrastructure projects
filed by 156 amalgamated communities, which projects would be implemented for account of a government subsidy. It is
planned to channel about UAH 875 million of the government support for those projects.
In general, the State Budget provides for a subsidy in the amount of UAH 1 billion to the amalgamated territorial communities
for the development of infrastructure in 2016. The subsidy funds will be distributed among 159 amalgamated communities in
accordance with the clear formula which takes into account the number of rural population and the area of the community.
Starting from UAH 960 thousand for the smallest amalgamated community and up to UAH 23 million for the largest one.

Decentralisation in Education: 142 Pivotal Schools will Start on 1 September
Starting from 1 September, 142 pivotal schools will provide more qualitative education to rural children.
The establishment of the network of pivotal schools is one of the important steps to the decentralisation of the secondary
education. The primary school remains near the home as before, and pupils of the secondary school will be driven to the
pivotal schools where better teachers work and the equipment necessary for education are available.
The Government has allocated UAH 200 million for the improvement of facilities and resources of the pivotal schools and UAH
600 million for the acquisition of buses on the principles of co-financing with local authorities.

The Ministry of Regional Development, Together with Canadian Partners,
Establishes the Project Office for Sectoral Decentralisation
A competition to fill the vacancy of coordinator and managers of the Project Office for Sectoral Decentralisation was held in
August 2016. The Project Office for Sectoral Decentralisation is an independent non-governmental organisation established at
the Ministry of Regional Development, with the assistance of the Expert Deployment for Governance and Economic Growth
(EDGE) Project carried out by Agriteam Consulting Ltd.
The activities of the Project Office are aimed at the arrangement for and support to the process of formation of sectoral policy
on decentralisation in the relevant ministries and agencies. The results of the competition will be known in September.

2. DECENTRALIZATION IN UKRAINE
Local Authorities Should Make Public Procurement through the ProZorro
System
Starting from 1 August 2016, local authorities should carry out all their tenders (in the amount of UAH 200 thousand and more
with respect to goods and services, and in the amount of UAH 1.5 million with respect to works) through the ProZorro
electronic system for public procurement. For other tenders, the use of the system is voluntary.
"The system has proved its extraordinary efficiency: the amount of saving has already totalled UAH 2.6 billion. Therefore, we
call all bona fide public sector customers to always use the ProZorro system. It is easy, convenient, and profitable to do so",

The Number of Amalgamated Communities in Ukraine has Increased
184 amalgamated territorial communities have already been established in Ukraine. On 28 August 2016, the first elections of
chairpersons and members of local councils were held in seven more amalgamated territorial communities.
After the elections, the newly established communities will form their own executive committees and will be able to
independently resolve all local matters, manage their own resources, and develop their own territory.
"Those communities have taken the course of development, assumed the responsibility for the future of their territories, and
taken a sure step to the new quality of life. I hope that in the nearest future neighbouring communities will join them to have
more resources and opportunities for development", Vice-Prime Minister - Minister of Regional Development,
