The study aimed to evaluate the “Human resource management for vocational schools at Bac Ninh province, Viet Nam: A model of faculty development program”. It concentrated on evaluating the existing Human resource management for vocational schools of the province, determining demographic profile of the respondents, profile of vocational schools. In order to come up with this analysis, a survey covering 50 specific vocational schools is implemented aiming to assess current status of the development of contingent of teachers and the factors affecting the development of teaching staff for vocational schools in Bac Ninh province such as Human resource planning; Recruitment and selection; Training and development Retention and maintenance; Promotion; Labor relations; and Transfer and retirement. Thereby, identifing the limitations in Human resource management of vocational schools. Based from all the findings of this study, the following conclusions were derived: The human resource management of vocational schools on Bac Ninh province still limited. Human resources in sufficient quantity, but the structure is not reasonable, lack of highly qualified and experienced faculty. Support policies are not sufficient to motivate faculty and attract highly qualified human resources. From the cited summary of findings and conclusions, the following are hereby recommended: Re-examining all the plans and programs for the Quality of Human Resource so that necessary updating and modification can be done; Strongly focusing on recruitment process and policies of training and retraining human resources, Specific strategies for implementing these plans must also be considered. Conducting regular evaluation of all the programs must be implemented.

The objectives of the study were: to find out prevailing instructional practices of business educators, entrepreneurship skills of business graduates and the relationship of instructional practices with entrepreneurial skills. The population of the study comprised of business educators and business graduates of the province Khyber Pakhtunkhwa of Pakistan. The data was collected through two self-developed questionnaires from 79 business educators and 170 business graduates. The results revealed that traditional instructional practices are used by majority of business educators. However some of the business educators used modern instructional practices. The traditional instructional practices have negative relationship with entrepreneurial skills while modern instructional practices have positive relationship with entrepreneurial skills. It was recommended that training may be provided to the business educators to enhance their pedagogical competencies for teaching entrepreneurial skills

Feedback Analysis of the Human Resource Training ProgrammePremier Publishers
This research paper proposes feedback analysis related to training of the stakeholders. This method is designed to explore appropriate feedback of the trainees. In spite, of having potential capacity building programmes for employees of many organizations there is a gap in understanding some aspects of human resource management in general. The study was conducted by using ex-post facto research design. A total of 67 trainee participants were selected by using purposive sampling method, for theme specific training programme entitled “Competence Enhancement Programme on Motivation and Positive Thinking”. The overall average feedback score for covering all the sessions were found 4.70 which indicates that the sessions covered are very useful in terms of knowledge gain, skills acquired, change in attitude, motivation and positive thinking. The overall scores calculated in terms of time allocation, range of coverage and use of teaching aids are 4.73, 4.71, 4.67 and 4.68 were justified in positive view and it can be concluded that the teachers dedicated towards their assigned task during the training programme. Overall training feedback score (4.66) indicated that the training programme is helpful for the respondents for their overall development. This study will help in the feedback analysis for further performance appraisal of an individual trainee as well as the trainers.

in Vocational School (SMK). This research used research and development method. Based on conceptual and
procedures, this research and development was carried out referring to the model of SCID. It was summarized
in four stages: initial assessment, design, realization and evaluation. The development procedure started with a
need analysis of the competence of electricity in workforce and evaluated in several schools to get a response
about their learning needs. These results were then validated conceptually by experts. It showed that the job
competence profiles that were developed by Dacum identification technique were valid and reliable to be used
because it was practical and effective

This study focused on “The Effects of Human Resource Development on Students’ Academic Performance in English Speaking Public Universities in Cameroon”. The main objective was to investigate if students’ academic performance depends on the ways human resources Administrators and Lecturers are being managed. Main concepts of human resources dexamined were seminars and in service training. This study formulated two specific objectives, and was carried out using two research questions which were later translated to two research hypotheses to ascertain the findings of the study. The study used the survey design in which quantitative and qualitative data was used as the basis on which to build and explain data. Data was collected with the use of questionnaires and interview guides. The sample was selected using the simple random sampling technique. The sample was selected using the convenient sampling technique. The sample consisted of 375 lecturers and 649 students from the two English Speaking Public Universities in Cameroon. The interview was conducted with 10 Administrators from both schools. This gave a grand total of 1034 respondents in this study. An analysis of both quantitative and qualitative data resulted in the following findings there is a significant positive relationship between workers attaining seminars and students’ academic performance and there is a significant positive relationship between in service training and students’ academic performance. The study therefore recommended that when the right persons have been selected, they should be paired with experienced personnel of their field to observe how they work in service training before they are given the opportunity to work on their own the Minister of Higher Education through the Head of State should allocate some funds for seminars to be organise for staff. The study therefore concluded that human resource development is an essential tool towards institutional growth and development. The study assessed human resource management strategies for enhancing employees’ motivation in Edo State. The study was guided by four research questions with a population of 182 business educators in universities in Edo and Delta States. The study employed descriptive survey. Three experts validated the questionnaire with a reliability of. 0.71 obtained using Pearson’s Product Moment Correlation. Descriptive statistics of Mean was used to answer the research questions. From the analysis, it was revealed that employers empowered their employees to very low extent; employers rewarded their employees to high extent; employers redesigned employees’ jobs to low extent, and employers created flexible jobs for their employees to low extent respectively. Consequently, it was recommended that workers should be sufficiently empowered to enhance higher performance and more productive. This will also go a long way to reduce attrition rate, the use of verbal praise, allowing workers’ personal development should be given priority attention by management to enhance higher productivity, and management should redesign tasks/jobs from time to time so as to enhance motivation, job satisfaction, commitment to reduce absenteeism and turnover, among others.

ABSTRACT: The main purpose of this study was to investigate the challenges facing staff development and training needs of teachers of English in secondary schools in Kenya with reference to Kericho County. The objective of the study was to describe factors limiting teachers’ participation in staff development and training programmes. In doing this, the study adopted the needs assessment theory and Frederic Herzerberg’s two factor theory of job motivation and satisfaction. Both theories talk of the need for continuous training of staff in order to increase their productivity. Both qualitative and quantitative research methodologies were used in the study. The study used a survey research design. A total of 25 schools, 50 teachers of English, 25 heads of department and 25 head teachers took part in the study. Simple random sampling technique was used to select the 25 schools out of which two teachers of English from each of the participating schools were randomly picked. All heads of English departments and head teachers of the participating schools took part in the study. Questionnaires were used to collect data from the 50 teachers of English while interview schedules were used to obtain data from the heads of English departments and head teachers. Quantitative data was analyzed using descriptive statistics like percentages and presented using tables, charts and figures, while qualitative data from the heads of departments and head teachers’ interview schedules was coded and analyzed thematically to establish relationships, trends and patterns from which the researcher drew useful conclusions and recommendations. The study established that most of the teachers fell short of the expected competencies under investigation, an indication of the need for more in-service training for serving teachers. The study also established that there were many factors hindering teachers’ participation in the existing staff development and training programmes. The study recommends that in-service training should be structured, regularized, institutionalized and made compulsory for all teachers of English.

The rationale of this study was to investigate influence of capacity building of Heads of Departments on implementation of curriculum in order to improve Kenya Certificate of Secondary Examination KCSE performance in public schools in Kericho County. The performance of KCSE has been decreasing over the last five years 2013—2017 the least mean score being 3.408 which is below average. The study was guided by the following objective namely to establish the challenges encountered by schools on Capacity building of Heads of Departments in order to improve KCSE performance of public schools in Kericho County. The study was used the Theory of Human Capital Theory by Becker and Gerhart 1996 which gave a deeper insight to this research study. The study adopted descriptive survey design which was suitable for this study. The target population was composed of 80 Principals, 400 Heads of Departments and 800 Teachers totaling to 3200. Simple random sampling and purposive sampling was used to get a sample of 1280 respondents. Data were collected using questionnaires and interview schedules. The data obtained was analyzed using Statistical Package for Social Sciences SPSS Version 21 .Both qualitative and quantitative data analysis techniques were used to analyze the collected data which was then presented in form of pie chats, frequency tables and graphs and thematically explained. The study found out lack of time and financial resources for capacity building for Heads of Departments HODs affected curriculum implementation. Majority of the schools held internal seminars to instill efficiency in performance although they had inadequate teachers and incentives. Majority of the respondents preferred the government to sponsor their professional development trainings instead of relying on their already migre salaries. With this in place then there will be success in curriculum implementation through efficiency and effectiveness in learning and performance. In conclusion Principals, Heads of Departments HODs and teachers agreed that they have done very little in full curriculum implementation and professional development leading to poor performance in national exams in subsequent years and other conflicts of interest. The study recommends that the Teachers Service Commission and the Ministry of Education should constantly review its policies to accommodate changing needs of Teachers and Heads of Departments in full Profession Development. The purpose of this study was to determine how parenting contributes to deviancy in school among students at Bokamoso Junior Secondary School. The study was a descriptive survey in which a questionnaire was administered to Form 2 and Form 3 students of Bokamoso Secondary School to collect data. The results were then presented using mean and standard deviation. The results showed that majority of students were male around the age of 16-20 years. The results further revealed that parental involvement has a significant influence on students being deviant, which was given by an average mean of 2.55 which is above the criterion mean of 2.50 and average standard deviation of 0.572. It was concluded that parenting is factor associated with a deviancy amongst students at Bokamoso Secondary School. It was therefore recommended that they should be a joint disciplinary council consisting of parents or guardian, teachers and school management which usually recommends on how to deal or act on certain offences depending on the gravity of offences.
This paper studies the pattern of students’ movement within and around the various classes of degrees in Modibbo Adama University of Technology, Yola, Nigeria. In this paper, a transition matrix was developed for the five classes of degrees using movement patterns in ten consecutive semesters (2011 – 2016). The probabilities of moving across the five different classes was obtained. Furthermore, a fundamental matrix was obtained to determine the expected number of students who stay within each particular class (stayers).

This study determined the prevalence of se1f regulatory skills (behavioural, emotional,verbal) and assessed the level of social competence of primary school pupils in Osun State. The study further examined the influence of self-regulatory skills and social competence on primary school pupils’ academic achievement. These were with a view to providing information on the association between Self-regulation and Social Competence in relation to lower Primary School Pupils’ academic achievement in Osun State Nigeria. The study adopted the correlational survey research design. The population for the study comprised primary III pupils in Osun State. Sample size consisted of 418 Primary III pupils selected using the multistage sampling procedure. Firstly, from the three Senatorial districts in Osun State, nine Local Government Areas (LGAs) were selected using simple random sampling technique (three from each senatorial district). Secondly, in each LGA, two primary schools were selected using simple random sampling technique. Thirdly, eighteen intact classes of primary Ill pupils were selected from each of the selected schools using the simple random sampling technique.The three instruments used for this study were: Sell-Regulation Observation Scale (SROS) Teachers Rating Scale (TRS); and Pupils’ Achievement Test (PAT). Data was analyzed using percentage and chi-square. The results showed that the level of primary school pupils’ behavioural self-regulatory skill was low (30%), emotional self-regulatory skill was at average (43%) while the verbal self-regulatory skill was low (27%). Overall, the level of self-regulatory skills of primary school pupils’ was low (39%). The results also indicated that the level of’ manifestation of social competence was high (64%). Results further showed that there was a statistically significant influence of self-regulatory skills and social competence on primary school pupils’ academic achievement (x2= 873.532, p<0.05). The study concluded that whilst Self-regulatory skill contributed little to pupils‘ academic achievement, Social Competence greatly influenced primary school pupils’ academic achievement in Osun State.
With growth in enrollment in online courses at the university level, the quality of those courses is coming under increased scrutiny. This study surveyed faculty with experience in online, onsite, and blended courses to identify factors most likely to impede student success in online courses as well as strategies to improve online courses. The most common responses for why students might find online courses more challenging focus in the areas time management, student-teacher interaction, and motivation. The strategies for improving student success in online courses fall into the categories of assignments, teaching strategies, and training for both faculty and students. Steps for students to take before enrolling in an online course and tips for faculty who want to teach online courses for the first time are also included as appendices.
This paper focused on analysis of emergence of criminal groups in Dar es Salaam city and Zanzibar town. Data collection was based on in-depth interviews and focus group discussions. Content analysis was used in analysis of data collected from the study. The study findings revealed that youths are vulnerable and susceptible to criminal activities due to corruption, fake promises from politicians, education systems, laxity of parental or guardians’ care and inspiration of children to live luxurious life. In addition, the study recommended to take proper moves that police operation and other government authorities undertake on use of force that cannot end such societal challenges. Instead, the government should provide education system, which is skilled oriented to enable young people to employ themselves. In addition, more efforts are needed to fight corruption from low level to high level of government system.
Zambian communities are rich with voices of the value of adult education, albeit unsystematically documented. It is these insightful voices that this article unveils. Phenomenological research design was employed. Three research sites were targeted comprising two chiefdoms and covering four villages, two villages from each chief dom. Data was collected using interviews and focus group discussions. After coding the data, narrative and thematic methods of data analysis were used. Findings reveal that the value of adult education is measured informally by the number of the adult population able to access social amenities equitably and equally on one hand, and on the other, by their ability to read the ‘word and the world’ as purported by Freire and Macedo (1987).
Despite a healthy production of teachers, teacher attrition is a significant concern facing school administrators across the state of Texas. This study sought to determine the extent to which questions on the Exit and Principal Surveys reflect three sets of standards which guide educator preparation in Texas: Association of Teacher Educators (ATE) Standards for Teacher Educators, Texas Administrative Code (TAC) Educator Preparation Program Curriculum Standards, and Pedagogy and Professional Responsibilities (PPR) Exam Standards. This analysis provides important information about the validity of survey questions as a measure of standards compliance for educator preparation in Texas and also sought to determine if there is a difference between teacher candidates’ Exit Survey evaluation of preparation and principals’ Principal Survey evaluation of first-year teachers’ preparation. Findings indicated a clear disconnect. Recommendations are provided as contributions for future discussion on much needed educator preparation program standards reform.
The study sought to investigate the effect of individual counselling on academic performance of underachievers’ pupil in Maimusari Public Primary School, Jere local Government Area, Borno State, Nigeria. The objectives of the study were to examine the nature and causes of underachievement in Maimusari Public Primary School, also the effect of individual counselling on academic performance of the underachievers’ pupil. Based on these objectives, two research questions and one null hypothesis were answered and tested respectively. Quasi-experimental design was used for the study. Twenty-two underachieving pupils were purposively sampled from the population of the study. Both questionnaire and interview were used as method of data collection; Effect of Individual Counselling on Underachievers in Public Primary Schools (EICUPPS) and interview schedule. The data collected was analysed using descriptive and inferential statistics. The findings of the study discovered that coming late to school, not having complete learning material, depression, anxiety and teachers attitude in the classroom were the major causes of underachievement in Maimusari primary school. The study also revealed that individual counselling has helped the pupils in overcoming their learning barriers. It is therefore, concluded that individual counselling has significant effect on underachievement among pupils of public primary school in Maiduguri, Borno State. It is recommended among others that class teachers need to be oriented on how to identify underachieving pupils in their various classes and inform the appropriate authority for proper management.
The study contributes to the on-going debate regarding the significance of early childhood teachers’ instructional decision-making that take into consideration their theoretical knowledge (explicit theories) and practical experiences (implicit theories) and how they impact their instructional decision-making processes in diverse socio-cultural contexts of children. To address this gap in the literature, a qualitative multi-case study into the perceptions and classroom practices of four kindergarten teachers in two Ghanaian schools, Tata and Kariba, was carried out over a six-month period. One research question that sought to explore factors and beliefs influencing teachers’ instructional decision-making in a kindergarten classroom guided the study. Data sources used were semi-structured individual interviews and pair-based interviews and fieldnotes of classroom observations. Both within and across case interpretative analysis, as outlined. The study’s findings revealed that these teachers’ explicit theories and implicit theories of teaching influenced their instructional decision-making processes in kinder garten classrooms.
The study investigated the differences in leadership styles exhibited by principals of public Colleges of Education in Ghana in relation to their sex, age, years of work experience, and academic qualification. The cross-sectional survey design was adopted for the study. The target population was made up of all 46 principals of public Colleges of Education in Ghana. The target population consisted of all 38 public Colleges of Education which were in existence before the absorption of eight private Colleges of Education by the government of Ghana into public system. The purposive sampling technique was used to select 38 principals for the study. The Multifactor Leadership Questionnaire developed by Bass and Avolio (2004) was adapted to collect data. Means, standard deviations, t-test and ANOVA were used to analyse the data. The findings revealed that there were no statistically significant differences in the leadership styles of the principals of public Colleges of Education in Ghana based on their sex, age, and academic qualification. However, there were statistically significant differences in the leadership styles adopted by the principals in relation to their years of work experience. It was therefore concluded that many years of experience of principals of public CoEs in Ghana is critical for good leadership in these colleges. Among the recommendations was that the National Council for Tertiary Education (NCTE) should consider years of work experience in the selection and appointment of principals for public Colleges of Education in Ghana. Additionally, in-service training and refresher courses should be organized regularly by NCTE for principals on the leadership styles suitable for achievement of objectives and goals of their colleges.
The aim of this research paper is to identify the the perceptions of teachers of English language about the main challenges in teaching primary stage pupils; and to recognize the challenges that are experienced locally in the five educational areas available in the state of Kuwait. Both qualitative and quantitative methods have been applied because data are supposed to be in the form of numbers. The survey was provided by a hard copy to about (20) teachers of English language in the state of Kuwait. The survey itself consisted of two sections. The first section refers to some sort of a ranking question. That means the teachers ordered the factors that may develop teaching English to young learners according to their point of views. The second section of the survey included an open question as follows: Which aspect do you think the most challenging in teaching young pupils and why? The results revealed that teachers of English are challenged by several factors including lack of training, resources and acknowledge. Most teachers suffered from lack of time to teach; particularly, teaching writing and grammar.
The study examines the effect of improvisation of teacher-made instructional media on students’ performance in some selected primary science concepts. Thus, a pre-test and post-test, non-randomized experimental design was adopted for the study. Three thousand, three hundred and sixty-eight (3,368) primary six pupils from 48 public primary schools in Akwa Ibom State formed the population while two hundred and nineteen primary six pupils from two schools formed the sample for the study. The two intact classes were exposed to standard and improvised science equipment. A Primary Science Performance Test (PSPT) instrument was used to collect data before and after each lesson. A t-test statistical analysis revealed that there is no significant difference of the post-test performance of intact classes exposed to improvised science equipment and those standard equipment indicating that pupils benefited equally from the standardized and improvised equipment with t-calculated score of 1.34 below the t-critical 2.92. It is recommended that the government should organize workshop on the use of improvised materials to change the orientation of the teacher centred instructional approach to teaching primary science.
Child and Youth Care (CYC) students have the right to be engaged in pedagogical practices that inspire and arouse their curiosity about their field of practice. Undergraduate course-based research in which students have an opportunity to conduct authentic research within a for-credit course is one such high-impact pedagogical practice with a growing body of evidence-based outcomes. This article presents an undergraduate course-based research project that examined child and youth care student’s beliefs about displaying love as a component of their practice. Located in the constructivist/interpretive research paradigm, this course-based research project collected data through the use of an expressive arts-based data method followed by a semi-structured questionnaire. Four overarching themes were identified during the thematic analysis: (a) authentic caring involves expressions of love, (b) expressions of love are an essential component of growth and development, (c) loving care as an ethic of relational practice, and (d) but…professionalism stands in the way. The results of this course-based study suggest that expressing love as a component of relational-centred CYC practice is not fully understood by CYC students and that much more research is needed to explore this issue.
This research describes an attempt to establish a pedagogically useful list of the most frequent semantically non-compositional multi-word combinations for English for Journalism learners in an EFL context, who need to read English news in their field of study. The list was compiled from the NOW (News on the Web) Corpus, the largest English news database by far. In consideration of opaque multi-word combinations in widespread use and pedagogical value, the researcher applied a set of selection criteria when using the corpus. Based on frequency, meaningfulness, and semantic non-compositionality, a total of 318 non-compositional multi-word combinations of 2 to 5 words with the exclusion of phrasal verbs were selected and they accounted for approximately 2% of the total words in the corpus. The list, not highly technical in nature, contains the most commonly-used multi-word units traversing various topic areas and news readers may encounter these phrasal expressions very often. As with other individual word lists, it is hoped that this opaque expressions list may serve as a reference for English for Journalism teaching.
The main objective of this study is to explore how podcasting can be implemented in teaching English as a Second Language as a supportive technological tool and thus contribute to the development of positive attitudes and beliefs of the learners. To this aim, the field experiment research was conducted. The study was carried out in a total of 28 pupils of the first grade of high school at an educational institution on Rhodes, Greece in February 2018. The students were assigned into the experimental group (15 students) and the control group (13 students). The results of the research have shown a positive change in students’ attitudes and beliefs, though no statistically significant difference has arisen regarding the students’ interest in the course, their self-confidence in English, the role of gender in learning English and the difficulties students come across when studying English. Similarly, no significant change has occurred regarding the usefulness of English, the importance of the English accent and the knowledge of another foreign language as a contributing factor to learning English more easily. Finally, a negative change was found regarding difficulties in oral communication in English.
One of the challenges of higher education focuses on the improvement of personal and professional skills of students, with the aim of strengthening strategies that include cutting-edge resources in the learning process. The appropriate use of Information and Communication Technologies (ICTs) in teaching work as support in face-to-face mode, has a significant impact on engineering professionals. With the correct handling of instruments, strategies, evaluations and educational materials mediated by technologies, which provide great advantages, where the student can work at their own pace and improve the synchronous and asynchronous communication channels with the teacher and their classmates to develop skills and acquire experiences. This work presents the incorporation of educational resources in virtual scenarios as support to the learning units taught in face-to-face modality in the Interdisciplinary Professional Unit of Engineering campus Guanajuato (UPIIG), with the purpose of reinforcing in the student self-management of knowledge to discover new teaching experiences and motivate them in the achievement of meaningful learning.
This study aims to recognize effectiveness methods of teaching skills in primary school in English , the researcher used the numbered heads together strategy as an effective method in education skills, the researcher used an experimental design with two groups (control group and experiment group), with a post-test for the achievement of Al-Khamaal Primary school , Fifth class , The sample of the study consisted of (60) pupils at Al-Khamaal Primary school in English, for the academic year (2018-2019). The researcher equaled the two research groups statistically by ( age by months, the marks of the last year, the achievement of the parents), so there were no statistical significance between the two groups in variables. The researcher used a test to collect data. The analysis of the data showed that the numbered heads together strategy has a great effect in teaching skills at primary schools. At the end of this study, the researcher presented some recommendations. These recommendations that focus on paying more attention to the learning strategies that used to improve educational process, moreover, teacher at primary schools should use effective strategies and effective methods in teaching skills.
The study investigates the impact of using blogs on the development of critical thinking skills among learners of the faculty of education who are enrolled in Arabic language course. The study has been applied to 90 male and female learners from the Faculty of Education at the Middle East University. The researcher has used a semi-experimental approach and the equivalent set method, since it fits the purposes of the study. Watson-Glaser™ Critical Thinking Appraisal has been used in developing a test to measure learners’ level of critical thinking skills. The study revealed statistically significant differences at the significance level of (0.01) in favor of the experimental group regarding Inference, Deduction, Recognition of Assumptions and Interpretation dimensions. The results also revealed statistically significant differences at the level of significance (0.05) in favor of the experimental groups regarding Recognition of Assumptions dimension. Moreover, the study unveiled statistically significant differences at the level of significance (0.01) between the experimental group and control group that can be attributed to critical thinking skills in favor of the experimental group. There are also statistically significant differences at the level (0.01) of significance, between the pre and post evaluation regarding argument evaluation, interpretation and inference skills in favor of the post evaluation. Differences were significant in identifying the hypotheses and deviations at the level of (0.05) in favor of the post-evaluation. Finally, it became clear that statistically significant differences at a level of significance less than (0.05) exist between the pre and post evaluations in favor of the post-evaluation of critical thinking skills.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Human Resource Management for Vocational Schools at Bac Ninh Province,

Abstract
The study aimed to evaluate the “Human resource management for vocational schools at Bac Ninh province, Viet
Nam: A model of faculty development program”. It concentrated on evaluating the existing Human resource
management for vocational schools of the province, determining demographic profile of the respondents, profile of
vocational schools. In order to come up with this analysis, a survey covering 50 specific vocational schools is
implemented aiming to assess current status of the development of contingent of teachers and the factors affecting
the development of teaching staff for vocational schools in Bac Ninh province such as Human resource planning;
Recruitment and selection; Training and development Retention and maintenance; Promotion; Labor relations; and
Transfer and retirement. Thereby, identifing the limitations in Human resource management of vocational schools.
Based from all the findings of this study, the following conclusions were derived: The human resource management
of vocational schools on Bac Ninh province still limited. Human resources in sufficient quantity, but the structure is
not reasonable, lack of highly qualified and experienced faculty. Support policies are not sufficient to motivate
faculty and attract highly qualified human resources. From the cited summary of findings and conclusions, the
following are hereby recommended: Re-examining all the plans and programs for the Quality of Human Resource so
that necessary updating and modification can be done; Strongly focusing on recruitment process and policies of
training and retraining human resources, Specific strategies for implementing these plans must also be considered.
Conducting regular evaluation of all the programs must be implemented.

1. Introduction
Organizations and companies succeed, or fail, based on the quality and effectiveness of their employees. Human
resource management (HRM), therefore, is the foundation, playing a vital role in the activities of the organizations
because it can support other activities so that enable the organizations to survive and grow in competition these days
(Abonam, 2011). The practice of HRM must be viewed through the prism of overall strategic goals for the
organization instead of a standalone tint that takes a unit based or a micro approach. The idea here is to adopt a
holistic perspective towards HRM that ensures that there are no piecemeal strategies and the HRM policy enmeshes
itself fully with those of the organizational goals (Bianca, 2018).
In the field of vocational education, trainers keep the crucial role to ensure the quality of the training. Besides,
vocational trainers are motivation and important factor to raise the capability of competition of human resoures in
Vietnam. Law on Vocational Training (2006), provides for the organization and operation of vocational training
institutions; rights and obligations of iners can be considered as “source” investment to develop of human resources.
Capacity of vocational trainers is the decisive factor in the successful implementation of the proposed objectives of
vocational training. Therefore, building and developing the capacity of vocational trainers must be implemented at
the same time by authorities and vocational training institutions. The most important thing is enhance professional
knowledge, practicing skills, teaching skills, updating new technology and actual production for vocational trainers.
Bac Ninh is a province located in the Red River Delta of the northern part of Vietnam. The college was founded
with mandates to train technical personnel directly in production, service meet the requirements of the labor market
for Industrial parks in the province and surrounding areas. The vocational colleges in Bac Ninh province in the
period of education reform, therefore, high quality human resources are needed, including people with specialist
knowledge and professional skills. Moreover, in the trend of developing intellectual economy and globalizing the
world economy, high quality human resources are considered as a condition to shorten the distance between being
laged behind and rapid growth. But in fact, the vocational colleges’s human resource now does not meet the
requirements of the development. Hortage of quantily and quality of human resource is a great difficulty for
college’s survival and development, leading affect to the quality of graduates, decrease the number of students
enrolled in the school annual. There are few basically trained teachers for some vocational training majors; their
teaching skills are limited; there are also few teachers whose teaching is integrated compared with the requirements
of the training program. The vocational teachers’ ability of developing and editing vocational programs, curriculums,
training materials is limited. Besides, foreign language and computer skills of vocational teachers are weak. As a
result, it is limited the ability to update new technologies and the computerization of modern pedagogy. Therefore,
the research and analysis of the organization’s human resources management is really urgent in order to find out the
solution to improve its human resource.

2. Theoretical Background
2.1. Human Resource
Human Resource is all the activities of an organization to attract, build, develop, use, evaluate, preserve and
keep a force in accordance with the requirements of organizations both in quantity and quality of its employees
(Nguyen Van Diem, 2014). Most organization agree that human resource activities are valuable to their success and
the efforts of its employees.
2.2. Human Resource Development
Human resource development is the framework for helping employees to develop their personal and
organizational skills, knowledge, and abilities. It represents a broad vision of the relationship between individuals
and society regarding their capabilities and capacities for sustainable economic development. However, when human
resources development is directed towards a specific sector, in this case the public sector, the focus changes to a
specific process of dealing with the attraction of people into, their retention in, and subsequent departure from that
sector. At the organizational level, a successful Human Resources Development program prepares the individual to
undertake a higher level of work, "organized learning over a given period of time, to provide the possibility of
performance change" (Nadler, 1984). Kedzior and Fifield (2014), described effective professional development as a
prolonged facet of classroom instruction that is integrated, logical and on-going and incorporates experiences that are
consistent with teachers’ goals; aligned with standards, assessments, other reform initiatives, and beset by the best
research evidence. Elmore (2002), described professional development as sustained focus over time that is consistent
with best practice.
2.3. HRM at Vocational Schools
According to the Vietnam Education Law in 1998, vocational training is a part of vocational education,
including short-term vocational training (less than 1 year) and long-term vocational training (1-3 years). These two
types of training are conducted at vocational schools and colleges. In addition, short-term vocational training is also
carried out at vocational training centers. Since the Law on Vocational Training came into effect (since July 31,
2007), the system of policies to encourage vocational training has also been completed and developed, marking an
important turning point in career development for workers. Two types of vocational training (short-term and long-
term) are converted into vocational training at 3 levels: vocational college, vocational secondary school, vocational
primary school and regular vocational training.
Lecturers of vocational colleges are a collection of teachers who are responsible for teaching and scientific
research in vocational colleges, and they work together to carry out vocational training tasks and objectives together
teaching and educating students according to the constraints of administrative principles. Characteristics of
vocational training is teaching practice which is mainly to form vocational skills for learners, so in the contingent of
vocational college teachers, the number of integrated teaching teachers (theory and practice) and practice occupation
occupies a larger number. In management, it is necessary to pay attention to developing a qualified and standard
faculty of vocational colleges. Therefore, the development of the contingent of vocational colleges has a close
relationship with the demand of training human resources of the society.
Vu Anh Dương (2015), expresses the insufficiency in training vocational teachers which leads to the situation
that vocational teachers are not good at practical skills. Vietnamese General Department of Vocational Training has
proposed the policy to assess practical skills vocational teachers to issue to them another certificate after they have
been granted vocational training certificate. However, this issue has not taken into interest or there has not been
sufficient solution for training teachers, vocational teachers. Through analysis and opinions of colleagues, the author
also proposed a number of solutions in training vocational teachers and developing specific occupational skill
standards for them in each field of different specific occupations. Thereby, each teacher and leader of training
institutions must to compare, to be trained or update themselves to meet the necessary standards. Before evaluation,
attention should be paid to training and retraining; develop criteria, standards and assessment methods appropriate to
the specific time, nature and professional objectives of the target quality.
ReferNet (2009), gave a research of an overview of the Vocational education system in Spain. The paper
overviewed the current arrangements for staff development activities for teachers in the Vocational Education and
Training (VET) sector across Australia. The overview contained the results of a recent survey of staff development
activities offered by universities and Departments of Education and Training in each State/Territories. The findings
indicated a lack of consistency in minimum teaching qualifications of teachers/trainers and no apparent
comprehensive database of staff development activities.
The use of the term staff development in the vocational education training sector includes professional
development as well as training and development, suggesting little or no difference between the three. However,
there are differences between the three in terms of the purpose of each (Mondy and Noe, 2008). Mondy and Noe
(2008), perceived the primary purpose of staff development is to improve efficiency and effectiveness. They refered
to training as learning activities that enhance competencies to improve work performances. Teachers/trainers in the
vocational education training sector acquire most of the teaching competencies during initial teacher training,
however the development of additional skills is an on-going activity throughout their teaching/training career.
Mondy and Noe (2008), define development as transformations in individuals resulting from social, cultural,
technological and environmental changes. Such transformations are largely the outcomes of life experiences.

Many additional cases in which HRD supports the implementation of business strategy can be cited. Training
and other initiatives associated with total quality management have been critical in transforming marginal
manufacturing plants into successful facilities (Sullivan, 2009). HRD continues to be a primary vehicle for assuring
mandated levels of employee competence and public safety in highly regulated sectors like the nuclear power
industry (George and Sabapathy, 2011). Several leading corporations consider the value added through state-of-the-
art employee expertise so important to their operations that they have created extensive internal systems for
providing education and training. Examples of these systems include the Texas Instruments Learning Institute, the
Xerox Palo Alto Research Center, and Disney University (Brown, 1991; Jennifer and Jean, 2009).
3. Research Method
The descriptive method was employed in this research. A questionnaire checklist was designed by the researcher
to gather data from the respondents. The principal aims of this method is to describe the nature of the situation as it
exists at the time of the research and explore the cause of the particular event. It involved collection of data to
answer questions concerning the current status of the subject.The descriptive method of research is an appropriate
method for determining impact of human resource management practices on the organizational performance of the
colleges in Bac Ninh province through evaluation of respondents. Their responses evaluated the factors affecting the
development of teaching staff for vocational schools in Bac Ninh province and propose a model faculty development
program for vocational college in Bac Ninh province.
Both primary and secondary data are used in this study. Primary data were gathered from a survey of 50
vocational training institutions in Bac Ninh Province - Viet Nam. Secondary data are sourced from various
government agencies, a number of publications, and education associations. The researcher used the questionnaire as
the main instrument for data gathering. The questionnaire was collated in groups and ranked on five-point type scale
to measure the perception of respondents on the employees’ HRM practices of the vocational training institutions in
Bac Ninh. The self-made questionnaire was tested and validated by experts. This was used as primary data collection
device.
4. Research Results and Suggestion of a Faculty Development Program
This research studies the data collected through primary and secondary sources. It includes the findings in
respect of profile of respondents, Human Resource Planning, Recruitment, Selection, Training and development,
Performance Appraisal, Promotion, Retention and maintenance. Based on the results to propose possible solutions
could be introduced to human resource development program for vocational schools in Bac Ninh province.

There are 50 vocational schools in Bac Ninh province, including: Vocational college 6 schools; Vocational
secondary schools 12 schools; Vocational training centers 20; Other vocational training institutions 12. And total
1440 teachers (Table 1).

According to Table 2, Perception of the Respondents, who are teachers and managers is both at the Average
level. Of which, the factors of Human resource planning and Transfer and Retirement are rated at Good level. The
item “Training and Development” at vocational schools was rated at Poor level based on the response of Teachers.
Meanwhile, for teachers in vocational schools, training and development issues to improve skills, applying theory to
practice for them is one of the most important factors. This result shows that, in human resource management of
vocational schools in Bac Ninh province, the issue of human resource training and development is still
underestimated and not yet paid fully attention. This is one of the issues that human resources managers need to care
about and improve.
The test for non-significant difference between their responses reveals a computed t Stat = -0.91152<t Critical
two-tail = 2.178813, which means that the null hypothesis is accepted. The difference among responses is not
significant.

Since the specific items under each indicator variables were patterned from a written reference, the researcher
considered this as standards, so those item rated by the respondents relating to the existing human resource
management practice at the vocational colleges currently implemented served as the actual, and whatever items
which will not comply high with the standards (those rated below “Good”) could be regarded as the gap that could
require further improvement.

The program need to determine the targets of College and analysis of human resources needs. It is necessary to
built suitable plan to human resource recruitment and selection, tranning and development; evaluating the
performance of the work of the teachers; building remuneration, welfare, fines policies.
It is needed to improve the capacity of teaching staff, renovate the training program in the direction of
enhancing the practice of practice, attaching importance to raising the quality of pedagogical training for students,
renewing the method of training teachers. The next task is further develop the professional capacity, continue the
implementation of appropriate remuneration policies for teachers to well perform the task of fostering and retraining
lecturers. Inviting key teaching universities for training courses is required. It is necessary to arrange for teachers to
take turns to improve their knowledge and cooperate with pedagogical schools or invite experts and qualified
lecturers to directly train teachers. Along with that, promote the activities of professional activities (through time,
lectures ...) in clusters, inter-school to create a forum for teachers to share, learn experience and self-enrich each
other.

Renovating the work of planning and revising and supplementing regulations on recruitment of trainers;
Developing policies to attract experts and engineers in the technical department with high professional qualifications
of the companies participating in the training institutions. Regularly organizing soft skills training for faculty
members: teaching as well as any other work that needs soft skills such as communication skills, presentation skills,
creative skills. Especially the investment to train engineers, specialists, bachelors and technicians with high
professional qualifications, being in full knowledge of computer science, foreign languages and the skills necessary
(operational skills, communication skills, and life skills); capable of thinking, capacity for cooperation and
competition have the ability to learn to improve themselves; comprehensive development of intellectual, physical,
moral and cultural; Qualified teachers, the number of lecturers corresponding to the number of students as
prescribed.
5. Conclusion
Based from all the findings of this study, the following conclusions were derived: The human resource
management of vocatinal schools on Bac Ninh province still limited. Human resources in sufficient quantity, but
the structure is not reasonable. Lack of highly qualified and experienced faculty. Support policies are not sufficient
to motivate faculty and attract highly qualified human resources. Therefore, a model faculty development program
was proposed in order to give recommendation and suggestion for policies’ makers and administrators of the
vocational schools in Bac Ninh province, Vietnam.
