This memo evaluates three policy alternatives to address the projected capacity constraints at Sydney's Kingsford-Smith Airport by 2029: 1) maintaining the status quo, 2) removing the regulatory cap on hourly flight movements, or 3) building a new secondary airport at Badgery's Creek. A cost-benefit analysis over 50 years was conducted. It found building a new airport at Badgery's Creek would provide an additional $5.22 billion in net social benefits and is the preferred option. Maintaining the status quo would result in serious delays by 2022. Removing the flight cap is not socially efficient according to the analysis.
