 Alianza Shire is a multistakeholder partnership formed by the Spanish Cooperation Agency
(AECID), three energy leading companies (Iberdrola, Signify and Acciona.org) and the
Innovation and Technology for Development Centre from the Technical University of Madrid
(itdUPM)
 Phase II intervention is located in Shire refugee camps and their host communities (Northern
Ethiopia), from 2018 to 2021
 Two project components:
 On-grid: connection of communal services and installation of street lighting to the national
grid
 Off-grid: creation of a market-based delivery model for the supply of more than 1700 Solar
Home Systems

 This presentation focuses on the main conclusions and learning extracted after data
collection in Alianza Shire intervention which are relevant for this workshop
 All information has been collected both, for planning and intervention design
purposes
 Gender dissagregated data has been collected for all aplicable indicators
 For surveys and camp visits, GPS and KoboToolBox are the main used tools
 Cooking at household level, heating and cooling services are not included due to the
project specifications

 The difference between household and shelter concepts at UNHCR system is
important, and both data are relevant. Shelter address data should be available
 Depending on the intervention’s approach, average stay at the camps should be
known
 Lack of a common criteria to define the host community radio
 Identify coordination mechanisms and their leaders is critical, specially when
there are project with different or complementary approaches (market solutions
Vs. free delivery, product Vs. service, training and later livelihood opportunities,
etc)
 Identification of energy training institutions/programmes and energy related
capacities available in the area should be included

5. Energy for households and productive uses

 A combination of information about source of electricity, main uses and cost is
required to plan and design for household electricity solutions
 Differences of business energy use, consumption and payment (high-energy and
low-energy demanding businesses) should be collected
 Two special cases regarding businesses:
 Electricity distribution businesses: could be both, an opportunity and a risk
for the project
 Mobile charging shops: should be considered from both, the business and
user point of view

6. Energy for community facilities & other
special cases

 Note the differences among low consumption facilities (recreative, theoretical
training, etc) and high consumption facilities
 Special case: electrical communal kitchens with high electricity demand (over 50kW
per kitchen)
 Street lighting:
 Verification among written information Vs. reality (few functioning lamps)
 Community prioritization of lighting areas, considering protection and
productive factors
