It was a provocative speech as it compare the abuse of health data with the abuse of natural resources extracted from countries through manipulation of people without giving them back any of the benefits of the resources they give. Achievements and Implications of HIV Prevention Programme among Female Sex wo...QUESTJOURNAL
Background: Plateau State, Nigeria with HIV prevalence rate of 7.7% as at 2010 had among the highest HIV and syphilis levels in Nigeria, earning itself a reputation of being one of the 12 + 1 states contributing the highest HIV prevalence in Nigeria and described as “hot zone” of HIV infections. Factors responsible for this were not unrelated to the high-risk activities of Female Sex Workers (FSWs). This paper therefore presents achievements and implications HIV prevention among FSWs in Plateau State, Nigeria Methods: This project was an intervention effort focused on delivering evidence-based HIV prevention activities among FSWs in 3 local government areas within the State. The estimated target population for the study was 460 and this project used the minimum prevention package intervention (MPPI). Peer educators were selected and trained among the FSWs to reach out to their peers using cohort session. Data were documented using various monitoring and evaluation tools, entered on the District Health Information Software version 2 and analyzed using Microsoft Excel. Results: A total of 68 community dialogues were held with 1,466 influencers participating in the process. In addition, 601 peers were registered, while 18 persons benefitted from 27 income generation activities aimed at capacity building for FSWs. A total of 642 persons were counseled, tested and shown their results, with 15 persons tested positive resulting in HIV prevalence of 2.3%. Although 10,560 condoms were distributed however, these numbers was below the number of condoms required during the intervention. Conclusion: This intervention was a success. However, more needs to be done with regards to condom distribution and supply among FSWs since there is a crucial role for FSWs to play in the plot of taking the HIV prevalence of Plateau State even further down

Since 2003, the HIV Voluntary Counselling and Testing (VCT) has been identified as one of the key strategies in the HIV/AIDS prevention, control and care programmes in Ghana. However, utilization of this service is low among Ghanaian youth. This study examined predictors associated with VCT utilization among youth in Ghana. This study utilized quantitative and qualitative data in a cross-sectional survey in three sub-metropolitan areas in Kumasi. Using a multi-variate regression, evidence from 120 respondents showed potential factors associated with VCT utilization. The qualitative data were subjected to a content analysis through direct quotes. The results suggest that less than 30% of the youth had ever tested for HIV through VC. Women were more likely to avail themselves for counselling testing than men. Psychological and emotional trauma experienced by the seropositive, lack of confidentiality, proximity to VCT sites, HIV-related stigma inter alia, were found to be strongly associated with HIV VCT in the study prefecture. VCT utilization among the youth in Ghana was low and affected by HIV/AIDS-related stigma and residence. In order to increase VCT acceptability, HIV/AIDS prevention and control programs in the country should focus on reducing HIV/AIDS-related stigma.

This paper focuses on the potential opportunities that disruptive innovation may bring to the healthcare sector of emerging and developing economies, and in particular to the one of the leading Sub-Saharan Africa’s country, Nigeria. The author examines the possibility of using advancements in the innovation of Technology 4.0 to bridge the gap in access to what could be defined as “good enough” healthcare services for poorer regions of the world while also aiming to potentially reduce healthcare costs and making the local healthcare systems more sustainable, productive, and accessible. Nigerian health industry is used as an exploratory case study to examine the feasibility of implementing Mobile Health and Telehealth Systems, and more in general, to assess the potential benefits of disruptive innovations in the healthcare industry for the lower income patients of emerging and developing economies. This analysis on disruptive innovation, industry competitiveness, and sustainability of the healthcare models is inspired by Michael Porter’s Creating Shared Value (CSV) strategic framework (Porter et al., 2011; 2018) and by Clayton Christensen’s Disruptive Innovation Theory (Christensen et al., 1997; 2000; 2004; 2006; 2013; 2015, 2017). This study also aims to provide a compelling argument supporting the thesis that disruptive innovations in the healthcare system can help grant access to critical basic healthcare services in poor regions of the world while also achieving multiple goals such as, sustainability, efficiency, shared-value creation, and corporate profitability for forward-looking firms with scalable and disruptive business models. Ultimately, the paper aims to contribute to the body of knowledge in the field of disruptive innovation, sustainability, and creating shared-value strategies, assessing the feasibility of solutions that may drive to improved competitiveness, social progress, social inclusion, and sustainability of the healthcare industry in one of the developing economies. The results of this study aim to prove that, in the coming years, disruptive innovations are likely to redefine the competitive environment of the healthcare industry and improve the healthcare conditions of the poorer, underserved, and underreached population of developing and emerging economies like Nigeria, thus increasing their life expectancy rates.

Όμως, από την άλλη, έχουν αυξηθεί οι ανισότητες τόσο μεταξύ των χωρών, όσο και στο εσωτερικό τους. Η Ελλάδα βρίσκεται στην 20ή θέση της παγκόσμιας κατάταξης, ακριβώς πάνω από τη Γερμανία, σύμφωνα με διεθνή μελέτη που δημοσιεύθηκε στο επιστημονικό έντυπο The Lancet.
Ερευνητές, με επικεφαλής τον καθηγητή Κρίστοφερ Μάρεϊ του Ινστιτούτου Μετρήσεων και Αξιολόγησης της Υγείας του Πανεπιστημίου της Ουάσιγκτον στο Σιάτλ, δημιούργησαν ένα νέο παγκόσμιο δείκτη (Healthcare Access and Quality Index), και βαθμολόγησαν από το 0 έως το 100, 195 χώρες ανάλογα με την ποιότητα της ιατροφαρμακευτικής περίθαλψής τους και του βαθμού στον οποίο έχει ο πληθυσμός έχει πρόσβαση σε αυτήν.
Ο δείκτης έλαβε υπόψη στοιχεία της περιόδου 1990-2015 και βασίστηκε στη θνησιμότητα που υπάρχει σε κάθε χώρα για 32 παθήσεις, η οποία θα μπορούσε να είχε αποφευχθεί με την κατάλληλη ιατρική φροντίδα.

Good surveillance is at the heart of the fight against Hepatitis C however continued lack of epidemiological data remains a problem.
Although progress has been made to improve education and increase outreach programmes, the prevalence of free testing and lack of specific awareness campaigns is impeding progress in the move towards evidence-based policy.
Tackling hepatitis C: Moving towards an integrated policy approach is an Economist Intelligence Unit report, supported by Janssen, which investigates national and multinational policy initiatives to combat the hepatitis C virus.

This module describes how missing data can be managed while maintaining data quality. It explains how to plan for missing data; defines different types of “missingness;” outlines the benefits of documenting missing data and illustrates how to document missing data; and describes procedures to minimize missing data. Upon completion of this module, students will be able to explain why data managers should strive to minimize missing data and develop a plan to record or code why data are missing.

Major global survey asks people about their attitudes toward science
A new Wellcome Trust survey asked more than 140,000 people across 140 countries about their attitudes towards science and health, and found that nearly 75% of people say they trust a doctor or a nurse more than friends, family, or other sources of health advice. Here’s more:
•Vaccines: Some 80% of people worldwide agree that vaccines are safe. One in three people in France — the highest percentage anywhere in the world — disagree that vaccines are safe.
•Understanding of science: Men are more likely to claim an understanding than women, as are those aged 29 and younger. Almost two-thirds of people around the world expressed an interest in learning more science.
•Science and society: About a third of people in Africa and Central and South America don’t feel like they benefit from science.

For massive graphs that fit in RAM, but not in GPU memory, it is possible to take
advantage of a shared memory system with multiple CPUs, each with multiple cores, to
accelerate pagerank computation. If the NUMA architecture of the system is properly taken
into account with good vertex partitioning, the speedup can be significant. To take steps in
this direction, experiments are conducted to implement pagerank in OpenMP using two
different approaches, uniform and hybrid. The uniform approach runs all primitives required
for pagerank in OpenMP mode (with multiple threads). On the other hand, the hybrid
approach runs certain primitives in sequential mode (i.e., sumAt, multiply).

However, when performing real-time analytics, timestamps should be first class citizens and we need rich time semantics to get the most out of our data. We also need to deal with ever growing datasets while keeping performant, which is as fun as it sounds.
It is no wonder time-series databases are now more popular than ever before. Join me in this session to learn about the internal architecture and building blocks of QuestDB, an open source time-series database designed for speed. We will also review a history of some of the changes we have gone over the past two years to deal with late and unordered data, non-blocking writes, read-replicas, or faster batch ingestion.

Dynamic policy enforcement is becoming an increasingly important topic in today’s world where data privacy and compliance is a top priority for companies, individuals, and regulators alike. In these slides, we discuss how LinkedIn implements a powerful dynamic policy enforcement engine, called ViewShift, and integrates it within its data lake. We show the query engine architecture and how catalog implementations can automatically route table resolutions to compliance-enforcing SQL views. Such views have a set of very interesting properties: (1) They are auto-generated from declarative data annotations. (2) They respect user-level consent and preferences (3) They are context-aware, encoding a different set of transformations for different use cases (4) They are portable; while the SQL logic is only implemented in one SQL dialect, it is accessible in all engines.

Over the past year, the talk of the town has shifted from $10 billion compute clusters to $100 billion clusters to trillion-dollar clusters. Every six months another zero is added to the boardroom plans. Behind the scenes, there’s a fierce scramble to secure every power contract still available for the rest of the decade, every voltage transformer that can possibly be procured. American big business is gearing up to pour trillions of dollars into a long-unseen mobilization of American industrial might. By the end of the decade, American electricity production will have grown tens of percent; from the shale fields of Pennsylvania to the solar farms of Nevada, hundreds of millions of GPUs will hum.
The AGI race has begun. We are building machines that can think and reason. By 2025/26, these machines will outpace college graduates. By the end of the decade, they will be smarter than you or I; we will have superintelligence, in the true sense of the word. Along the way, national security forces not seen in half a century will be un-leashed, and before long, The Project will be on. If we’re lucky, we’ll be in an all-out race with the CCP; if we’re unlucky, an all-out war.
Everyone is now talking about AI, but few have the faintest glimmer of what is about to hit them. Nvidia analysts still think 2024 might be close to the peak. Mainstream pundits are stuck on the wilful blindness of “it’s just predicting the next word”. They see only hype and business-as-usual; at most they entertain another internet-scale technological change.
Before long, the world will wake up. But right now, there are perhaps a few hundred people, most of them in San Francisco and the AI labs, that have situational awareness. Through whatever peculiar forces of fate, I have found myself amongst them. A few years ago, these people were derided as crazy—but they trusted the trendlines, which allowed them to correctly predict the AI advances of the past few years. Whether these people are also right about the next few years remains to be seen. But these are very smart people—the smartest people I have ever met—and they are the ones building this technology. Perhaps they will be an odd footnote in history, or perhaps they will go down in history like Szilard and Oppenheimer and Teller. If they are seeing the future even close to correctly, we are in for a wild ride.

• Too many people, easy to recruit;
• Living in poverty and cheap or little payment;
• Little awareness even of the concept of informed
consent does not exist;
• Forced to collaborate with hope to solve some of

14. What is big data?
Big data has important and distinct qualities
that differentiate it from “traditional”
institutional data, in particular its timeliness.
• The size. Huge quantities. Volume.
• Multiple sources. Personal, institutional, environmental,
geographic, financial.
• Changing fast.
• Unstructured. which metadata scheme.
• Multiple format. Numbers, text, images.
• Multiple locations.
• Multiple ownership.
15. Big data in health
• Health has always been data intensive, analytics
dependent, multidisciplinary, and collaborative. The
social determinants of health is a manifestation of the
need for international collaboration.
• Diseases and climate change don't recognize borders.
• “Big Data” impose new challenges for health and
biomedical research, education and services impacted
by volume, diversity and rapid change, enabled or
disabled by governance, policies and technology.
16. International or global health
• globalization as “the process of increasing
economic, political, and social interdependence
and integration as capital, goods, persons,
concepts, images, ideas and values cross state

• The movement of personally identifiable data from one

technology transfer and sharing;
• Health is a global concern that is trans-border by
definition and affects the world population. Resolving
global health issues requires full participation of
individuals in a person-centred healthcare system where
ICT is central piece.
18. Global health driven by personal
data
• Personal communication systems such as the
mobile phone, personal health records on the
internet, email exchanges, postings on
discussion lists, social media, etc. have provided
the individuals with the opportunity to be an
active part of their healthcare delivery system
(care, services, surveillance and learning).
• What happens to such data?
19. Privacy and big data
• Social media and crowd sourcing are the major source
of big data. Facebook with 1.11 users from all countries
and territories of the world has more data on individual
more than any other one country;
• Users voluntarily provide personal and location data
assuming that others (friends or peers) will benefit from
it;
• Once data has been collected, individuals have
absolutely no control over who uses it or how it is used;
• Personal data collected through social media and other
personal health records has become of strategic
importance, even more important than precious metals.
20. Unethical (re)use
• This becomes critical if personal data collected in
one country for specific purposes is (re)used for
purposes other than the personal health and well
being of the individual in another country or third
party.
• More serious if data is deliberately and
unilaterally transmitted, without the authorities
consent, across borders for use by "foreign"
entities possibly against the interest or benefit of
the data owners;
21. Unethical (re)use
• Sources of such data could be:
–Social media;
–Health records;
–Clinical trials;
–Government records, civil registration,
social security files, academic records, etc.;
–Research data;
–International telemedicine services;
–Medical tourism;
–Pilot projects on mHealth and EMRs.

24. The International Health Regulations
• IHR are an international legal instrument that is
binding on 194 countries across the globe, aiming to
help the international community prevent and respond
to acute public health risks that have the potential to
cross borders and threaten people worldwide.
• Entered into force on 15 June 2007, require countries to
report certain disease outbreaks and public health
events to WHO;
• Define the rights and obligations of countries to report
public health events, and establish a number of
procedures that WHO must follow in its work to uphold
global public health security.
25. International Clinical Trials
Registry Platform
• The mission of the WHO International Clinical Trials
Registry Platform is to ensure that a complete view of
research is accessible to all those involved in health care
decision making. This will improve research transparency
and will ultimately strengthen the validity and value of the

• A study on the use of data from registered clinical trials to
identify gaps in health research and development found that
"there is little correlation between burden of disease and the
global distribution of clinical trial research and that
populations in lower-income countries receive much less
attention, in terms of clinical trial research, than populations
in high-income countries. Vierger, et al, 2013.
26. Sharing of influenza monitoring data
The open and transparent sharing of influenza monitoring
data by participating countries allows WHO to:
• provide countries, areas and territories with information
about influenza transmission in other parts of the world to
allow national policy makers to better prepare for upcoming
seasons;
• provide data for decision making regarding
recommendations for vaccination and treatment;
• describe critical features of influenza epidemiology
including risk groups, transmission characteristics, and
impact;
• monitor global trends in influenza transmission; and
• inform the selection of influenza strains for vaccine
production.
27. On novel coronavirus: Slow
Information Sharing
• Saudi Arabia complained at the WHO meeting
that there was a lag of three months, between
June and September 2012, "where we were not
aware of the discovery of the virus." The
WHO's DG responded by calling on Assembly
delegates to share specimens with WHO
collaborating centers, not in a bilateral
manner. "No IP will stand in the way of
public health actions," she said.

29. How to increase data sharing equitably
• Data sharing is important and is an opportunity for funders and researchers
to increase the impact of research for the improvement of health;
• Increased collaboration and consultation between funders and researchers is
needed to ensure all necessary aspects associated with the challenges and
opportunities of date sharing are discussed and jointly addressed;
• Funding should be included in research projects to develop the capacity to
do data analysis;
• The primary analysis of data collected in LMICs should be done by those
who collected it, and the secondary analysis be done by researchers in the
countries where the data was collected;
• Governments and research agencies in LMICs should contribute to the data
sharing dialogue and help establish enabling environments in LMICs
settings to ensure equitable access to data sharing and use of results from
research.
