The Department of Administrative Reforms & Public Grievances, Government of India, organized the 2nd 'District Collectors Conference', which took place on the 6th & 7th of September in New Delhi. Over 30 district collectors participated, making presentations on best practices to overcome challenges faced in the sectors of rural development, education, urban development, law & order, and disaster management.
The Planning Commission is providing these presentations for the public to see examples of the good work being done by young IAS officers in the field, and to promote cross-learning and innovation.

Mother-to-child transmission of HIV (MTCT) is the main route by which infants acquire HIV infection globally. In 2010, children living with HIV in Nigeria contributed 15.3% to the 370,000 infected children worldwide, thus, the region with the highest number of unprotected childhood infection. This accounts for about 90% of HIV infection in children below 15 years of age.Most children below 15 years living with HIV contract diseases through MTCT (FMoH, 2010)
Overall incidence of MTCT without intervention is 20%-45% distributed over

-Labour & Delivery
-Breastfeeding
Without intervention,
About 30% of infants of HIV infected mothers will be infected during pregnancy and delivery
An additional 5-20% will also be infected through breastfeeding practices.

On October 7, 2019, the Harvard Global Health Institute will host a one-day symposium to explore what enabled this visionary program, and to showcase how it has transformed not just the worldwide HIV/AIDS response but global health delivery more broadly.
There are many lessons learned in PEPFAR’s story - from what it took to build a supply chain where there was none, to establishing the use of generic antiretroviral therapies (ARTs) and leveraging human capacity. This event convened the early architects of PEPFAR as well as experts and implementers currently leading the charge. We took a historically informed look at what it will take to stop global transmission, and shared tools useful for others hoping to move the needle on vexing problems in global health.

Colposcopy with Acetic Acid staining and capture of images has been
conducted on 1200 women of whom 222 were further recommended to be
examined with a PAP SMEAR
1.2% of women have undergone breast examination. Of them 15 were
investigated further, but none was found to be suffering from Cancer
Oral Cancer Screening has also been started among the women who
were examined for Breast cancer. However no case of malignancy
has been detected to date

‘Total Health’- A model program for 360 degree health of populations.
Total Health aims to provide ‘Holistic Health Care’ for the entire community, starting from the birth, through childhood, adolescence, adulthood and the latter years of one’s life. In other words, ‘Total Health’ connotes “total well-being” of an individual inclusive of physical, mental, social,
ecological and spiritual health and more importantly it transcend barriers and it caters to the health care requirements
and aspirations of the community through their journey from “womb to tomb”.
The ‘Total Health’ program aims to promote a healthy and happy living atmosphere through promotion and protection of health,
prevention of diseases, and provision of hygienic living environment.
Costing – Rs. 40 Lakhs. And 4 Crores for entire project.
Treatment - Wherever a long term treatment is required the patient is seamlessly integrated in to the state government initiated healthcare insurance scheme - Arogyashree
Monitoring includes – NCDs, TB, Pregnant Woman,
Cost of screening – 4 crores (water plants, nutrition center, mobile clinics). 40 lakhs.
17.6% Diabetic and 40% of them were unaware about their condition.
24.7% Hypertensive. 28.2% Anemic (21% were females).

The insurance scheme can be quoted as something that had to be slowly phased out as government brought in another scheme – Arogyashree
Creating a sustainable model – To own the project, we make them to pay.
Sense of Ownership – creating a sense of ownership as giving anything for free is not valued. Have them put in money/effort and material.
Participative – We need to constantly monitor the projects to ensure there is no slack. Ex – Nutrition Centre - Mothers boiling milk or egg – one lady does it everyday.
Teaching them how to stitch (Rs.150 they pay to us for teaching and we give back to them for buying materials and etc). Also, We facilitate between bank and the beneficiary to get a seed loan.
House-Hold based segregation – 2 dustbins to each house. Wet and dry dustbin. We have collected Rs.40 from each house for the dust bin.
Uptake of Alternative Medicine is very High
13/13 Anemia Program – Target them early when they are healthy.
