This document outlines the process and objectives for using the Most Significant Change (MSC) technique to monitor and evaluate outcomes of the Nile Basin Development Challenge (NBDC). The MSC technique is a participatory approach that identifies unexpected changes, what is and isn't working, and values through storytelling. It will be used in October 2011, 2012, and 2013 to select stories of significant changes in four domains: lessons learned, research approaches/progress, knowledge/practices, and cross-basin learning. Selected stories will be documented and communicated through various channels to stakeholders.
