The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security is the first soft law instrument on tenure. It promotes secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment. This module explains how Open Tenure can be an enabling technology for the implementation of the VGGTs.

Voluntary Guidelines on Responsible Governance of
Tenure of Land, Fisheries and Forests
Provides the framework for FAO’s work in Tenure.
Open Tenure is seen as an Enabling Technology for the
implementation of the Voluntary Guidelines :
– Identify and safeguard tenure rights not recorded by formal
land administration
– Engage with all tenure right holders in tenure governance
processes
– Exercise self-governance for communities with customary
tenure systems
– Protect against unauthorized use of land, fisheries and forest
resources
– Ensure citizen and community involvement
