Thepolicyforcaptivemining,introducedin1993,openedthecoalsectortoprivateinvestment,howeverlimitedprogresshasbeenmadeinthecaptivecoalblocksallottedbythegovernment.
Productionofcoalfromcaptiveblocksstartedin1997withTaraEastandWestCoalBlockallottedtoWestBengalStateElectricityBoard.
Outofcoalblocksallotted,only40blockshavestartedproductionandanother6coalblocksarenearingproduction.Thecombinedproductionofcoalfromtheseblockswasonly36.167MTin2012-13.
