3. Introduction to Oil Refining
In an oil refinery, crude oil is processed and refined into more useful products.
It is an essential part of the midstream side of the petroleum industry.
Crude oil is separated into fractions (different products) by fractional distillation. The fractions at the top of the fractionating column have lower boiling points than the fractions at the bottom.
Petroleum products are usually grouped into three categories: light distillates (LPG, gasoline, naphtha), middle distillates (kerosene, ATF, diesel), and heavy distillates (Lubricants, Petroleum Coke, Bitumen).

First refinery in India was commissioned in Digboi in Assam in 1901.
Refineries are present in 13 states. Gujarat has maximum refining capacity of 93.7 MMTPA, with total of 4 refineries.
At present, domestic refining capacity in India stands at 215.066 MMTPA.
By the end of Twelfth Plan, refinery capacity is expected to reach 307.366 MMTPA.
India is not only self-sufficient but also substantially exports petroleum products.
During financial year 2011-12, India exported 60.84 MMT of petroleum products worth INR 2,66,486 crores.

5. The refinery sector has been delicensed in India since June, 1998.
A refinery can be set up anywhere in India by a private or public sector company depending on its techno- commercial viability.
At present, there are a total 22 refineries in India - 17 in the public sector, 3 in the private sector and 2 as joint venture.

The Refinery production (crude throughput) achievement was 219.212 MMT during 2012-13 which marked net increase of 7.39% over previous year of 2011-12 when crude throughput was 204.121 MMT.
The Petroleum and Natural Gas Regulatory Board (PNGRB) was established in 2007 as the downstream sector regulator, tasked with regulating the refining, processing, storage, transportation, distribution, marketing and sales of petroleum products and natural gas.
