- The veterinary profession in Romania is a liberal and independent profession organized under the College of Romanian Veterinarians. - Veterinarians from EU/EEA countries can practice in Romania by holding a valid veterinary diploma from an accredited institution in their home country. - Third country nationals can also practice if they hold a valid veterinary diploma and qualifications are recognized under Romanian law. - The College of Romanian Veterinarians regulates the recognition of veterinary qualifications and issues practice rights. 3. In Romania, the veterinary profession is a liberal and independent profession, with
an autonomous settled organization. It is organized and operates on the basis of
autonomy, within the professional forum represented by the College of Romanian
Veterinarians.
The veterinary profession shall be practiced in Romania by any person, Romanian
citizen, holding a veterinarian diploma eligible according to the law, as well as by
the European Union Member States, the European Economic Area and the Swiss
Confederation nationals holding veterinarian diplomas, attestations or other
documents granting for this qualification under the law, issued by an education
institution from these states.
The veterinary profession can be practiced in Romania by the European Union
Member States, the European Economic Area and the Swiss Confederation
nationals

The veterinary profession can be practiced in Romania by the third countries
nationals, the European Union Member States, the European Economic Area and
the Swiss Confederation nationals holding diplomas, attestations or other
documents granting qualification in the veterinary profession, issued by veterinary
educational institutions from the third countries granting for this qualification,
eligible under the law.

4. The activities that can be performed by free practice veterinarians
are: veterinary care, artificial insemination, other specialized
services, technical and sanitary-veterinary legislation consulting,
production and marketing of anti parasitic products and
veterinary drugs, equipment and instruments for veterinary use.
Free practice veterinarians, in the course of their work, shall be part
of the sanitary-veterinary unique national system.
Veterinarians entitled to free practice may practice independently,
both as certified natural persons and legal entities.

5. • At national level, the competent authority for professional recognition of diplomas,
attestations or other degrees of the veterinarian profession shall be the College of Romanian
Veterinarians.
• The College of Romanian Veterinarians issues attestations of compliance for professional
purposes, regarding the recognition in one of the Member States of formal qualifications in
veterinary profession, issued by accredited higher education institutions in Romania.

6. The abovementioned legislation on veterinary profession is
available on the website of the competent authority -
www.cmvro.ro
The veterinarians Romanian citizens with residence abroad,
as well as veterinarians nationals of the European Union
Member States, the European Economic Area and the
Swiss Confederation who practice the veterinary
profession in Romania shall have the same rights and
obligations regarding its practice as veterinarians members
of the College of Romanian Veterinarians.

7. • In order to issue the right to practice the veterinary profession to foreign citizens, the
College of Romanian Veterinarians shall request:
• a) evidence of the applicant nationality;
• b) copy of the diplomas, attestations or other documents granting qualification in the
veterinary profession and, where appropriate, certification of that person’s professional
experience ;
• c) documents issued by the competent authorities of the Member State of origin or of
provenance on: the moral character of the person concerned, the absence of bankruptcy
cases, the absence of a serious professional error or offence leading to suspension or
prohibition of the profession practice; if such documents are not issued by the
competent authorities of the Member State of origin or provenance, these shall be
replaced by a statement on own responsibility or a solemn statement, satisfying the
conditions of validity in the Member State of origin or provenance where it has been
issued (validity term 3 months);
• d) document regarding the physical or mental health, requested in the Member State of
origin; if such act is not required in the Member State of origin, a certificate of health
issued by competent authority of that State shall be accepted;
• e) attestation issued by competent authorities of the Member State of origin, stating
that the formal qualifications for access to the veterinary profession comply;
• f) copy of the certificate of knowledge of a foreign language, and for individuals who
are citizens of EU / EEA countries, also a copy of the certificate of knowledge of the
Romanian language; the applicant may give an interview on linguistic and
communication for the Romanian language.

8. For the Romanian citizens , in order to obtain the certificate of
professional recognition of diplomas In the purpose of practiceing
the veterinary profession in the European Union Member States,
the European Economic Area and the Swiss Confederation
nationals , the applicant must submit to the Executive Bureau of
the National Council of the College of Veterinarians the following
documents:

2. Statement issued by the University where the degree was
obtained
•3. Certify copy of the Bachelor's degree / diploma of the Faculty
•4. Copy of I.D. / passport
•5. Copy of the Identity card issued by the subsidiary of the College
of Romanian Veterinarians where the applicant is registered
•6.European certificate with reference to current professional status
issued by the the subsidiary of the College of Romanian
Veterinarians where the applicant is registered
