It is prevalent every election especially during the campaign period, or on Election Day itself when the voters are about to enter the polling booth. Philippines is a presidential democratic country and vote buying and selling obstruct the democratic process. It disrupts the fair competition during the elections and the “vote with conscience” ideology of the voters.
- 5. What is Vote Buying? Article 22 of the Omnibus Election Code (OEC) of the Philippines articulates vote buying as “giving, offering or promising money, favors or jobs in exchange for getting a person’s vote for the candidate or causing the person to vote against somebody else.”

- 7. Although there are electoral bodies who inspects and checks for the fairness during elections (COMELEC*) they seem to be helpless in curbing vote buying. So what’s the solution? *Commission on Elections
- 8. Role of Citizen Engagement Increases the awareness of the voters regarding the effects of selling their votes. NGOs led by political activists in the Philippines are engaged to combat vote-buying. Government can take action about vote-buying during campaigns and election day proper. By engaging the voters and the citizens to report or complain in cases of vote buying in their locality, it will prevent any vote buying activities and would alarm the government that would make them do some actions regarding the activities.
- 9. How to Engage Citizens? Create a discussion group in the localities regarding vote- buying activities. Use the telecommunication devices or social media to disseminate information, knowledge about vote buying and their consequences. NGOs and active local government officials should conduct seminars on combating vote-buying.
- 10. Final Note The government imposes policies and laws only when they are told to do so. They would prevent any illegal activity if these activities are reported, when citizens voice out to the government.
