Making Birmingham a digital city for everyone.
Digital Cities - some ingredients First, some theory Ingredient 1: A desire to talk about things Ingredient 2: A social culture Ingredient 3: Data Policy Matters Ingredient 4: Some ‘big stuff’ to get angry about
Some theory: We know nothing about the future of technology http://davidszondy.com/future/futurepast.htm McLuhan: Users shape technology use
Future users: Here’s what 4 year olds know - a screen that ships without a mouse ships broken Clay Shirky
Clay Shirky Cognitive Surplus “ Desperate Housewives essentially functioned as a kind of cognitive heat sink, dissipating thinking that might otherwise have built up and caused society to overheat”
Clay Shirky – Cognitive Surplus “ Someone working alone, with really cheap tools, has a reasonable hope of carving out enough of the cognitive surplus, enough of the desire to participate , enough of the collective goodwill of the citizens, to create a resource you couldn't have imagined existing even five years ago .”

Some theory Let’s not predict technology use Users are a resource Little bits of time to create amazing things
Ingredient 1 A DESIRE TO TALK ABOUT THINGS

Ingredient 2 A SOCIAL CULTURE
WXWM - impromptu, self-organising
Social Media Surgeries

BeVocal gives gentle introductions to using data in new ways Aimed at enhancing understanding of new ways to use internet tools
Ingredient 3 DATA
Timely Information “ RAW DATA NOW”

My raw data

Hacking the City Timely Information for Citizens Pilot project ‘Birmingham Open City’ National & International profile for local stuff
Some Policy - UK Creative Britain We’re better than anyone else, well done. Ofcom Public Service Broadcasting review People value quality. Quality public broadcasting can be online. Power of Information Public sector meets active citizenship Push to free up data
The Policy Context Digital Britain Let’s get the pipes in place Policy recognising shift: that’s helpful
Digital Inclusion matters “ Increased awareness would lead to more people engaging in digital participation. Building awareness of what it is possible to do quickly and easily online could encourage greater participation.” (Ofcom Citizen Participation research)
Ingredient 4 SOME ‘BIG STUFF’ TO GET ANGRY ABOUT

HACKING THE CITY
A digital opportunity: Cognitive surplus + Raw Data = new and exciting area of the digital economy It’s a business opportunity
But, there’s going to be a fight Commerce Economic Development Professionals High margins Professional Pride Corporate culture Networking culture Charity Cultural Development Amateur Free Civic Pride Grassroots culture Social Culture
A new digital workforce In small companies In public sector In bedrooms Networked Showing off
Creating the conditions for a Digital City It is all about the crowd (users, workers, brokers) pic: peteashton
Creating the conditions for a Digital City In-fighting, bickering - it’s all good fun pic: peteashton
Summary Ingredient 1: A desire to talk about things Ingredient 2: A social culture Ingredient 3: Data Ingredient 4: Some ‘big stuff’ to get angry about = a messy, exciting digital city
Thank you

Editor's Notes

  • #2 Videos: Carter2: 1:20 – 3:40 Kids – all Tim Berners-lee 9:12 – 11: 26 Phone review kid: start to 1:13 Ed Richards (PSB): 1:57 – 3:29 Shirky – 1:47 – 3:23
  • #3 Being in Second Life - surely that’s enough to qualify as a digital city? Erm, not really
  • #5 Having a dedicated organisation called ‘Digital Birmingham’ - surely that’s enough? Erm, not really
  • #10 Kids video Once kids understand input, they’re off – gain confidence so quickly No distinction between on or offline Sophisticated understanding between role of broadcast TV, DVD, Video, computer, gaming consoles
  • #21 Pics from Lozells (left) and Digbeth social media surgeries. Lozells has an excellent blog aimed at countering existing views of the area. Innovative use of social media not just confined to white/middle class
  • #25 More on this later
  • #28 I’ve talked before about sharing personal data. This is a snapshot of a reading from my current cost electrivity meter. I was trying to get this data to tweet on its own but it was a little beyond my technical knowledge. Getting the garmin to tweet has been a lot easier.
  • #29 Sometimes proprietary solutions are beautiful. After I go for a run I take off my watch, the garmin USB fob detects that my watch is in range and then uploads my data to the Garmin Connect website. Other than the initial set up I don’t need to do a thing.
  • #33 Carter2: 1:20 – 3:40 Ed Richards (PSB): 1:57 – 3:29 Ofcom really interesting. PSB matters lots. New PSB institution based on publisher model that started C4 and kick-started independent sector. 4IP just the start. Region needs to get this right to be at the forefront of what follows.
  • #35 9% don’t trust web as a way to engage in active citizenship. Rises to 40% in areas of multiple deprivation 9% lacked confidence. 40% in areas of multiple deprivation. Birmingham has ‘% of people who feel they can influence decisions in their locality” as a measure
  • #41 McLuhan – Cinema didn’t evolve from technology. Video: Lumiere Shirky video 1:47 – 3:23 Cognitive surplus: is the stuff we have left over when we’ve served life’s basic needs. We’ve wasted our cognitive surplus watching television Imagine what we could create if we watched less TV Wikipedia = 100 million hours. TV watching = 200 billion hours Users want to produce/share/operate
