independence of Indonesia.
When the civilian and the military
struggled and worked together for the
independence against colonialization

4. Law Number 3 Year 2002
On National Defense
Article 10 par. 3
TNI is responsible to implement national defense policies.
(point c): conduct military operations other than war,
including:
Humanitarian relief operations
Support RI Police in community security
Support to civil government
Securing shipping and aviation activities
Support search and rescue (SAR) efforts
Natural disaster response
Military operations other than war is conducted based on
request and/or as mandated by the law.
5. Law Number 34 Year 2004
On Indonesian Military
Article 6 par. (1):
TNI as a state defense system has the functions
of:
a. Containing all forms of military and armed
threat from abroad and in-country that
threatens sovereignty of the country,
integrity of its areas and security of the
nation.
b.Responding to all threats as mentioned in
article 6 par. (1) letter a.
c. Recovering security condition caused by
security disruption

Article 7 par. (2)
• In addition to the main task of combat
operations, TNI has military operations
other than war, including:
– Empowering defense areas and their
support systems early on in-line with the
total people’s defense system
– Supporting government’ works in the
region
– Supporting disaster management,
evacuation and emergency humanitarian
relief works
– Supporting Search and Rescue in
accidents
7. TNI Roles in Disaster Management
• TNI has not been prepared to engage in
prevention and mitigation, but may be
involved as a support system in
socialization and early warning systemi.
• In the context of emergency response, TNI
has to be prepared to deal with disaster
impacts during ER.
• With regards to recovery, TNI may be
prepared to engage as necessary
8. RI PRESIDENT DIRECTIVES
On Disaster Management
Address of 15 September 2007 in Pesisir Selatan District, West
Sumatra on field visit to Bengkulu and West Sumatra Earthquake
(7.9 RS on 12 September 2007)
1. District/city governments the most responsible party in
conducting disaster management in their respective
areas.
2. Provincial govt. supports lower govt. by providing
support and mobilize resources at provincial level when
necessary
3. National govt. support with resources for disaster
events that cannot be handled by local govt.
4. Engagement of the Military and Police.

Team & Quick Response Team
Can be mobilized within a short time

(Indonesia Rapid Response & Assistance)
A combined civil – military forces from various relevant line
ministries/agencies.
Being dispatched to assist affected local government in
undertaking emergency activities in timely and integrated
manner.
Undertaking rapid assessment on the impacts of the disaster
as well as the humanitarian needs, during the initial/early
stage of the emergency phase (panic period).
