3. Introduction
Ansar and VDP is a government recognised disciplined
force:
to help maintain safety and security in rural areas.
to prepare for the socio-economic reconstruction of
the country.
To maintain law and order
to maintain public order in the remotest corners of the
country
maintained large-scale migration of people between
the two countries: India and Pakistan.
joined the liberation war of Bangladesh during 1971
4. Legal ground for Ansar and VDP
1. Ansar Bahini Act (1995);
2. Battalion Ansar Act (1995);
3. Village Defence Party Act (1995).
5. According to “Ansar Bahini Act, 1995” under section 9
the multidimensional Functions of the force are:
(1) The main functions of the Force shall be:
a) to render assistance to the Government in public security
measures
b) to take part in any public welfare measures
(2) To assist to the following forces:
a) the Army;
b) the Navy;
c) the Air Force;
d) the Bangladesh Rifles;
e) the Police;
f) the Battalion Ansar
6. According to “Battalion Ansar Act (1995)” under section 8
the multidimensional Functions of the force are:
(1) The functions of the Battalion Ansar shall be-
a)to render assistance to the Government in any public
security measures;
b) to take part in any public welfare measures
c) to take part in countering any calamity of the country;
d) to perform such other actions as may be prescribed.
(2) To assist to the following forces:
a) the Army;
b) the Navy;
c) the Air Force;
d) the Bangladesh Rifles;
e) the Police Force.
7. According to “Village Defence Party Act (1995)” under
section 8 the multidimensional Functions of the force are:
(1) The main functions of the Village Defence Unit shall be:-
a) to take part in public welfare measures
b) to render assistance in legal disciplinary and public security
measures;
c) to perform any functions prescribed by the Government.
(2) Subject to the policies made by the government can carry and
use arms and ammunition.
8. Ansar and VDP: A multidimensional force
Village Defence Party:
to maintain a peace during national elections
to establish peace and security in rural area.
conduct 40 different types of vocational and self-
employment training programmes
to implement many development projects
provide an equal opportunity for both male and
female volunteer members

Battalion Ansars:
assisting the armed forces to ensure security
and national integrity
working in the Chittagong Hill Tracts for
counter insurgency operations
working with the police to maintain law and
order and anti-terrorist operations.
10. Embodied Ansars:
to guard important industries, export promotion
zone, airports, sea-ports, power stations, railway
lines, bridges, buses, launches and KPIs.
Town Defence Party (TDP)
working in urban area.
Ansar Guard Battalion (AGB)-Proposed
To give security to diplomatic zone.

is an older concept

To ensure Economic security:
prepare youths for job market
can distribute through training programs
To ensure Food security:
lead Mobile Court against Food Adulteration
training programs about Agriculture &
livestock.
17. To ensure Health security:
Lead Mobile Court against use of Formalin and
different chemicals into Food
Participate in Vaccination and other Health
issues.
To ensure Environmental security
can be made the first responder in disaster
management.
In disaster women & children can be rescued by
VDP members.
