Introduction
Some of the central and centrally sponsored disaster related schemes are
• National Cyclone Risk Mitigation Project (NCRMP) (Mitigation)
– Launched by the Ministry of Home Affairs, with support from the World Bank, in two
phases, in the cyclone prone coastal states and Union Territories.
• Infrastructure Development for 10 Battalions and 10 teams of NDRF- Ministry of Home
Affairs has sanctioned a scheme in March, 2015 (preparedness)
• Up gradation of National Fire Service College, Nagpur- (preparedness)
– The Ministry of Home Affairs, Government of India had launched a scheme for the up
gradation of the National Fire Service College Nagpur, Maharashtra
• Creation of National Disaster Response Reserve (NDRR) (response)
– The 13th Finance commission recommended for creation of a National Disaster Response
reserve (NDRR); September 2014
• Aapda Mitra Scheme (response)
– The NDMA has approved a Centrally Sponsored Scheme (CSS) focusing on training
community volunteers in disaster response in the 30 most flood-prone districts of 25 states
in India.
• Strengthening of State Disaster Management Authorities (SDMAs) and District Disaster
Management Authorities (DDMAs) (preparedness)
– Ministry of Home Affairs on 02.02.2015 sanctioned the scheme. The scheme is
implemented by the Scheme Implementation unit (SIU) at NDMA.
• National Disaster Management Services- The scheme has an integrated approach to provide
reliable telecommunication infrastructure to disaster managers during times of non-disasters and
in the event of disasters.

National Cyclone Risk Mitigation Project
(NCRMP)
• Aim- The project aims at minimizing the vulnerability to the cyclone and making people and infrastructure
disaster resilient.
•Objectives
– cyclone forecasting, cyclone risk mitigation and capacity building in multi-hazard risk management. The major
infrastructure, which is being constructed under the project includes multipurpose cyclone shelters (including
shelter-cum-go-down) and approach roads/bridges to habitations and saline embankments.
• NCRMP Phase –I: Andhra Pradesh & Oddisa
• NCRMP Phase –II: States of Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal by Union Cabinet
during July 2015
• Date of completion as 31.03.2020.

Infrastructure Development for 10
Battalions and 10 teams of NDRF
• Aim: To increase the functional efficiency in the
administrative matter, capacity building and storage
of specialized equipment of NDRF as well as relief
stores and resources.
• Ministry of Home Affairs has sanctioned a scheme
in March, 2015
• The scheme is likely to be completed by March
2020.
• Objectives-
– a) More effective and prompt responses by the
NDRF to the disaster affected area thereby
helping in mitigating the effects of the disaster
and disaster like situation all over the country.
– b)The project will help in increasing
functional efficiency of the force, capacity
building and storage of specialized equipment
of NDRF as well as relief stores/resources and
boost the morale of the force.
• At present, National Disaster Response Force
consist of 15 battalions from the BSF, CISF, CRPF,
ITBP, SSB and Assam Rifles.

Up gradation of National Fire Service
College, Nagpur
• Aim: To enhance the capacity of the National Fire Service College to meet the requirements of
specialized professional training in all aspects namely fire prevention, fire protection, fire fighting,
rescue, a specialized emergency response in the event of a disaster and for research documentation
and consultancy requirements in the field.
• Objectives
– Construction of technical and non-technical buildings to be carried out by CPWD,
– Procurement of equipment including training aids and laboratory items
• Location- Nagpur, Maharashtra
• Project Duration: 2010- 2021, extended up to 31.03.2021
National Fire Service College, Nagpur
Creation of National Disaster Response
Reserve (NDRR)
• Aim: To maintain an inventory of necessary relief equipment for at least a population of 2,50,000
people from Central resources in the plain areas and store availability for minimum 1,50,000
population in hilly areas.
• Objectives
– to mitigate the sufferings of the victims of the disaster which are beyond the coping capacity
of the States.
– To mitigate the sufferings of the victims of the disasters and readily make available items
commonly required for rendering relief in disasters which are beyond the coping capacity of
the States.
• Location- hilly areas.
Aapda Mitra Scheme
• Aim: to provide the community volunteers with the skills that they would need to respond to their community’s
immediate needs in the aftermath of a disaster thereby enabling them to undertake basic relief and rescue tasks
during emergency situations such as floods, flash-floods and urban flooding.
• Objectives
– Development and Standardization of training modules at National Level;
– Development of Information Knowledge Management System at National level linked to States/UTs;
– Training institutions to be empanelled by respective States/UTs at the State/UT level;
– To train 6000 community volunteers in life saving skills of disaster response (flood relief and rescue),
coordination, assistance, and provide personal protective equipment and emergency responder kits;
– To create a Community Emergency Stockpile/Reserve at the district/block level containing essential light
search and rescue equipment, medical first aid kits, etc;
– To disseminate training and education tools developed under the project to more number of flood prone
districts in subsequent phases of the scheme.
• Location- 30 most flood prone districts of 25 States of India
• Present Status- 23 Project States (Andhra Pradesh – 102, Arunachal Pradesh – 91, Assam – 400, Bihar – 400,
Gujarat – 200, Haryana - 100, Himachal Pradesh – 200, Jammu & Kashmir – 200, Karnataka – 200, Kerala –
200, Madhya Pradesh – 150, Maharashtra – 200, Manipur – 200, Meghalaya – 200, Mizoram – 200, Nagaland –
200, Odisha – 400, Sikkim – 172, Tamil Nadu – 200, Tripura – 200, Uttar Pradesh – 371, Uttarakhand – 200 and
West Bengal – 400).
• Duration: 2 years, i.e, for financial year 2016-2017 and the financial year of 2017-2018.

Strengthening of State Disaster Management
Authorities (SDMAs) and District Disaster
Management Authorities (DDMAs)
• Aim: To improve the effectiveness of all SDMAs
and selected DDMAs and making them
functionally operational by providing dedicated
disaster management professionals for taking up
measures for the prevention, mitigation,
preparedness and capacity building to deal with
threatening disaster situations or disasters.
• Objectives
– 36 States/Union Territories and selected 256
DDMAs will be strengthened and made
more effective to handle disaster situations
• Location- 36 States/Union Territories and
selected 256 DDMAs
• Duration: 24 months(2015-16 to 2018-19)
• Presently, 28 out of 29 States and 6 out of 7
Union Territories signed Memorandum of
Understanding (MoU) for implementation of the
scheme in their respective States/ UTs. State
Government of Tamil nadu and UT of Delhi did
not sign MoU for implementation of the scheme.

Crowd management guidelines (NDMA)
National Disaster Management Services
• Aim: to provide the failsafe communication infrastructure and technical support for
Emergency Operation Centers (EOCs) at MHA, NDMA, NDRF, 36 States/Union
Territories and 81 most vulnerable districts.
• Objectives
– Voice calls between EOCs of disaster affected Districts, States NDMA, NDRF
HQ and MHA during disaster on priority and in peace time to other EOCs in a
restricted way.
– Internet, Email, Landline (outgoing) and mobile (outgoing), Web Services
from the disaster site freely and to other places in restricted way.
– HF Radio connectivity.
– GIS Map services provided by NIC, Geo Spatial Services of NRSC, NDMA
and other agencies shall be made available in the EOCs.
– Providing single view of disaster from the disaster affected site as far as
possible to all the stakeholders through integration of various information
(audio, video and data) feeds from Handicam /Tablets and other related
devices and systems.
– Provide platform for strategy and information interchange with MHA, NDMA,
NDRF HQ, States/UTs/ selected Districts and other disaster relief agencies.
• Location- Emergency Operation Centers (EOCs) at MHA, NDMA, NDRF, 36
States/Union Territories and 81 most vulnerable districts.

• It is a NDMA pilot project being implemented by BSNL.

Mobile Radiation Detection System
(MRDS)
• Aim: To detect unclaimed radioactive materials/substances and save public from its hazardous effects, NDMA
has chalked out a plan to provide States/UTs Mobile Radiation Detection Systems to be deployed in Metros/all
Capital Cities and Big Cities in India and also train personnel as ‘Trainer of Trainers’.
• Objectives
– to cope with Radiological Emergencies, has taken an initiative to equip police and NDRF personnel for
management of radiological emergencies in public domain.
• Location- Metros/Capital Cities/Big Cities in India
• Duration- 5 years
• A pilot project on national level preparedness and mitigation

Introduction Some of the central and centrally sponsored disaster related schemes are • National Cyclone Risk Mitigation Project (NCRMP) (Mitigation) – Launched by the Ministry of Home Affairs, with support from the World Bank, in two phases, in the cyclone prone coastal states and Union Territories. • Infrastructure Development for 10 Battalions and 10 teams of NDRF- Ministry of Home Affairs has sanctioned a scheme in March, 2015 (preparedness) • Up gradation of National Fire Service College, Nagpur- (preparedness) – The Ministry of Home Affairs, Government of India had launched a scheme for the up gradation of the National Fire Service College Nagpur, Maharashtra • Creation of National Disaster Response Reserve (NDRR) (response) – The 13th Finance commission recommended for creation of a National Disaster Response reserve (NDRR); September 2014 • Aapda Mitra Scheme (response) – The NDMA has approved a Centrally Sponsored Scheme (CSS) focusing on training community volunteers in disaster response in the 30 most flood-prone districts of 25 states in India. • Strengthening of State Disaster Management Authorities (SDMAs) and District Disaster Management Authorities (DDMAs) (preparedness) – Ministry of Home Affairs on 02.02.2015 sanctioned the scheme. The scheme is implemented by the Scheme Implementation unit (SIU) at NDMA. • National Disaster Management Services- The scheme has an integrated approach to provide reliable telecommunication infrastructure to disaster managers during times of non-disasters and in the event of disasters. National Cyclone Risk Mitigation Project (NCRMP) • Aim- The project aims at minimizing the vulnerability to the cyclone and making people and infrastructure disaster resilient. •Objectives – cyclone forecasting, cyclone risk mitigation and capacity building in multi-hazard risk management. The major infrastructure, which is being constructed under the project includes multipurpose cyclone shelters (including shelter-cum-go-down) and approach roads/bridges to habitations and saline embankments. • NCRMP Phase –I: Andhra Pradesh & Oddisa • NCRMP Phase –II: States of Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal by Union Cabinet during July 2015 • Date of completion as 31.03.2020. Infrastructure Development for 10 Battalions and 10 teams of NDRF • Aim: To increase the functional efficiency in the administrative matter, capacity building and storage of specialized equipment of NDRF as well as relief stores and resources. • Ministry of Home Affairs has sanctioned a scheme in March, 2015 • The scheme is likely to be completed by March 2020. • Objectives- – a) More effective and prompt responses by the NDRF to the disaster affected area thereby helping in mitigating the effects of the disaster and disaster like situation all over the country. – b)The project will help in increasing functional efficiency of the force, capacity building and storage of specialized equipment of NDRF as well as relief stores/resources and boost the morale of the force. • At present, National Disaster Response Force consist of 15 battalions from the BSF, CISF, CRPF, ITBP, SSB and Assam Rifles. https://www.ndrf.gov.in/about-us Battalion locations in India

Up gradation of National Fire Service College, Nagpur • Aim: To enhance the capacity of the National Fire Service College to meet the requirements of specialized professional training in all aspects namely fire prevention, fire protection, fire fighting, rescue, a specialized emergency response in the event of a disaster and for research documentation and consultancy requirements in the field. • Objectives – Construction of technical and non-technical buildings to be carried out by CPWD, – Procurement of equipment including training aids and laboratory items • Location- Nagpur, Maharashtra • Project Duration: 2010- 2021, extended up to 31.03.2021 National Fire Service College, Nagpur

Creation of National Disaster Response Reserve (NDRR) • Aim: To maintain an inventory of necessary relief equipment for at least a population of 2,50,000 people from Central resources in the plain areas and store availability for minimum 1,50,000 population in hilly areas. • Objectives – to mitigate the sufferings of the victims of the disaster which are beyond the coping capacity of the States. – To mitigate the sufferings of the victims of the disasters and readily make available items commonly required for rendering relief in disasters which are beyond the coping capacity of the States. • Location- hilly areas.

Aapda Mitra Scheme • Aim: to provide the community volunteers with the skills that they would need to respond to their community’s immediate needs in the aftermath of a disaster thereby enabling them to undertake basic relief and rescue tasks during emergency situations such as floods, flash-floods and urban flooding. • Objectives – Development and Standardization of training modules at National Level; – Development of Information Knowledge Management System at National level linked to States/UTs; – Training institutions to be empanelled by respective States/UTs at the State/UT level; – To train 6000 community volunteers in life saving skills of disaster response (flood relief and rescue), coordination, assistance, and provide personal protective equipment and emergency responder kits; – To create a Community Emergency Stockpile/Reserve at the district/block level containing essential light search and rescue equipment, medical first aid kits, etc; – To disseminate training and education tools developed under the project to more number of flood prone districts in subsequent phases of the scheme. • Location- 30 most flood prone districts of 25 States of India • Present Status- 23 Project States (Andhra Pradesh – 102, Arunachal Pradesh – 91, Assam – 400, Bihar – 400, Gujarat – 200, Haryana - 100, Himachal Pradesh – 200, Jammu & Kashmir – 200, Karnataka – 200, Kerala – 200, Madhya Pradesh – 150, Maharashtra – 200, Manipur – 200, Meghalaya – 200, Mizoram – 200, Nagaland – 200, Odisha – 400, Sikkim – 172, Tamil Nadu – 200, Tripura – 200, Uttar Pradesh – 371, Uttarakhand – 200 and West Bengal – 400). • Duration: 2 years, i.e, for financial year 2016-2017 and the financial year of 2017-2018. https://ndma.gov.in/sites/default/files/February2023NL/newsletter-feb23.html, https://ndma.gov.in/Capacity_Building/Admin_Coordination/Aapda-Mitra

Strengthening of State Disaster Management Authorities (SDMAs) and District Disaster Management Authorities (DDMAs) • Aim: To improve the effectiveness of all SDMAs and selected DDMAs and making them functionally operational by providing dedicated disaster management professionals for taking up measures for the prevention, mitigation, preparedness and capacity building to deal with threatening disaster situations or disasters. • Objectives – 36 States/Union Territories and selected 256 DDMAs will be strengthened and made more effective to handle disaster situations • Location- 36 States/Union Territories and selected 256 DDMAs • Duration: 24 months(2015-16 to 2018-19) • Presently, 28 out of 29 States and 6 out of 7 Union Territories signed Memorandum of Understanding (MoU) for implementation of the scheme in their respective States/ UTs. National Disaster Management Services • Aim: to provide the failsafe communication infrastructure and technical support for Emergency Operation Centers (EOCs) at MHA, NDMA, NDRF, 36 States/Union Territories and 81 most vulnerable districts. • Objectives – Voice calls between EOCs of disaster affected Districts, States NDMA, NDRF HQ and MHA during disaster on priority and in peace time to other EOCs in a restricted way. – Internet, Email, Landline (outgoing) and mobile (outgoing), Web Services from the disaster site freely and to other places in restricted way. – HF Radio connectivity. – GIS Map services provided by NIC, Geo Spatial Services of NRSC, NDMA and other agencies shall be made available in the EOCs. – Providing single view of disaster from the disaster affected site as far as possible to all the stakeholders through integration of various information (audio, video and data) feeds from Handicam /Tablets and other related devices and systems. – Provide platform for strategy and information interchange with MHA, NDMA, NDRF HQ, States/UTs/ selected Districts and other disaster relief agencies. • Location- Emergency Operation Centers (EOCs) at MHA, NDMA, NDRF, 36 States/Union Territories and 81 most vulnerable districts. • Presently completed • It is a NDMA pilot project being implemented by BSNL. https://ndma.gov.in/sites/default/files/February2023NL/newsletter-feb23.html, https://ndma.gov.in/Capacity_Building/Admin_Coordination/Aapda-Mitra Mock drills

Mobile Radiation Detection System (MRDS) • Aim: To detect unclaimed radioactive materials/substances and save public from its hazardous effects, NDMA has chalked out a plan to provide States/UTs Mobile Radiation Detection Systems to be deployed in Metros/all Capital Cities and Big Cities in India and also train personnel as ‘Trainer of Trainers’. • Objectives – to cope with Radiological Emergencies, has taken an initiative to equip police and NDRF personnel for management of radiological emergencies in public domain. • Location- Metros/Capital Cities/Big Cities in India • Duration- 5 years • A pilot project on national level preparedness and mitigation https://www.ndma.gov.in/Mitigation_Preparedness/MRDS Mock drills at Kolkata
