• A continuous and integrated process of planning
,organizing, coordinating and implementing
measures which are necessary or expedient for :-
– Prevention of danger
– Mitigation or reduction of risk
– Capacity building
– Preparedness to deal with any disaster
– Prompt response
– Assessing the severity of magnitude
– Evacuation, Rescue, Relief
– Rehabilitation and reconstruction
The Special Relief
• To facilitate Relief, restoration and Rehabilitation in the event of Disaster.
• Co-coordinating an effective emergency response and relief on the
occurrence of a disaster.
• Prepare, review and update State level emergency plans and guidelines
and ensure that the district level plans are prepared, revised and updated
• Develop an appropriate relief implementation strategy for the State in
consultation with the Authority, taking into account the unique
circumstances of each district and deficiency in institutional capacity and
resources of the State.
• Provide directions to the Collector and the local authority having
jurisdiction over the affected area to provide emergency relief in
accordance with disaster management plans to minimize the effects of
disaster.

further cause and conduct research and study relating
to the potential effects of events that may result in
disasters.
• Act as a repository of information

Cyclone /Flood Shelters Concept
• For the first time, in the state we went beyond the
concept of cyclone shelters in 2008
• The flood shelters were designed with the help of IIT,
Kharagpur factoring in the scouring effect of high
velocity of flood water.
• Construction of 50 flood shelters in most vulnerable
and strategic locations in 09 Districts taken up.
• Construction of 300 MCSs in all 6 coastal Districts of
Odisha

ODRAF
Orissa Disaster Rapid Action Force (ODRAF) was created
vide Govt. in Home Department resolution no-939/CD
dated 7th June 2001
1. The Force will be duly trained to act immediately in case
of disaster, which may be either due to natural calamity
or manmade disaster/ Road or Rail accidents
2. The Force will be located before a disaster strikes or on
receipt of warning regarding such impending calamity
3. The Force will move at once as per the request of Special
Relief Commissioner/Orissa State Disaster Management
Authority (OSDMA)/Collector for deployment and use

GIS Cell of OSDMA
• A GIS Cell has been set up in OSDMA to function as a decision
support system for effective management of disasters since 2003.
• The cell is equipped with advanced hardware and software.
• OSDMA has developed GIS database for the entire State in
coordination with Orissa Space Application Centre (ORSAC).
• In the year 2009, OSDMA has initiated the effective utilisation of
Satellite based Remote Sensing Technology for disaster
management.
• 09 vulnerable districts are strengthen with the GIS software and
hardware
• All districts have been provided with Global positioning system
(GPS)
• Regular training on the software and application during disasters
have been conducted

The Disaster Management Act 2005

disasters and for matters connected therewith or
incidental thereto.

• President Zilla Parishad will be the Co-chairperson of
the district authority
• The district authority will consist 7 members
including the chairperson.
• The Chief Executive Officer of the Zilla Parishad, SP
Police, CDMO will be the Ex-officio members
• 2 other district officials can be nominated by the state
government.
• State government shall appoint an officer not below the
rank of ADM as the Chief Executive Officer of district
authority.

district plans.
• Identify vulnerable areas of district
• Ensure guidelines for prevention of disasters are followed
• Give directions to different authorities at district level
• Lay down guidelines for prevention of disaster.
• Monitor implementation of DM plans prepared by
departments.
• Prepare guidelines to be followed by departments.
• Review the preparedness and state of capability.
• Organise specialise training programmes
• Facilitate community training and awareness programmes.
• Set up and maintain the mechanism for dissemination of early
warning.

disaster situation.
• Ensure all construction projects under it or within its jurisdiction
confirm to the standards and specifications laid down for
prevention of disasters by national, state and district authority.

• Carry out relief, rehabilitation and reconstruction
activities in the affected area in accordance with the
state plan and district plan.
• Local authority may take such other measures as
may be necessary for disaster management.

The Special Relief • To facilitate Relief, restoration and Rehabilitation in the event of Disaster. • Co-coordinating an effective emergency response and relief on the occurrence of a disaster. • Prepare, review and update State level emergency plans and guidelines and ensure that the district level plans are prepared, revised and updated • Develop an appropriate relief implementation strategy for the State in consultation with the Authority, taking into account the unique circumstances of each district and deficiency in institutional capacity and resources of the State. • Provide directions to the Collector and the local authority having jurisdiction over the affected area to provide emergency relief in accordance with disaster management plans to minimize the effects of disaster.

GIS Cell of OSDMA • A GIS Cell has been set up in OSDMA to function as a decision support system for effective management of disasters since 2003. • The cell is equipped with advanced hardware and software. • OSDMA has developed GIS database for the entire State in coordination with Orissa Space Application Centre (ORSAC). • In the year 2009, OSDMA has initiated the effective utilisation of Satellite based Remote Sensing Technology for disaster management. • 09 vulnerable districts are strengthen with the GIS software and hardware • All districts have been provided with Global positioning system (GPS) • Regular training on the software and application during disasters have been conducted
