16. The Special Relief
• To facilitate Relief, restoration and Rehabilitation in the event of Disaster.
• Co-coordinating an effective emergency response and relief on the
occurrence of a disaster.
• Prepare, review and update State level emergency plans and guidelines
and ensure that the district level plans are prepared, revised and updated
• Develop an appropriate relief implementation strategy for the State in
consultation with the Authority, taking into account the unique
circumstances of each district and deficiency in institutional capacity and
resources of the State.
• Provide directions to the Collector and the local authority having
jurisdiction over the affected area to provide emergency relief in
accordance with disaster management plans to minimize the effects of
disaster.

24. Cyclone /Flood Shelters Concept
• For the first time, in the state we went beyond the
concept of cyclone shelters in 2008
• The flood shelters were designed with the help of IIT,
Kharagpur factoring in the scouring effect of high
velocity of flood water.
• Construction of 50 flood shelters in most vulnerable
and strategic locations in 09 Districts taken up.
• Construction of 300 MCSs in all 6 coastal Districts of
Odisha

32. Orissa Disaster Rapid Action Force (ODRAF) was created
vide Govt. in Home Department resolution no-939/CD
dated 7th June 2001
1. The Force will be duly trained to act immediately in case
of disaster, which may be either due to natural calamity
or manmade disaster/ Road or Rail accidents

44. GIS Cell of OSDMA
• A GIS Cell has been set up in OSDMA to function as a decision
support system for effective management of disasters since 2003.
• The cell is equipped with advanced hardware and software.
• OSDMA has developed GIS database for the entire State in
coordination with Orissa Space Application Centre (ORSAC).
• In the year 2009, OSDMA has initiated the effective utilisation of
