the shipper or corporate, such as, kayaks, patio furniture sets, or custom vanity cabinets. In these
instances, the directive is often to destroy and dispose of it or give it to charity. Many perfectly good
items end up in the trash because of this but some items magically disappear from the dumpster as
well. Recently, a case of tea and a Keurig, were the topic of discussion. A clerk received an order to
destroy the tea and dispose of it, she had the terminal manager sign off on it and claimed to put it in
the dumpster. Both managers later became aware that the tea had disappeared and was not in the
dumpster. The next day, an order came in to dispose of a Keurig that was being held. When the same
clerk saw the order, she asked where it was. She was told it had already been put in the dumpster
and immediately went to check it. She returned and stated that it wasn't in there. One of the
managers, suspecting that she was looking to take it and had taken the tea the previous day, replied

orders. However, 2013 marked the beginning of a market revival following trippled orderbooks
compared to 2012, from 148 m dwt (1800 ships) to 54 m dwt (842 ships), aswell as a 10–20%
increase in selling prices following an 11 year all time low. Similarly, world order book which had
decreased by half in 5 years, between 2008 and 2012, increased significantly from 245 m dwt
(3,766) to 272 dwt (3,589 ships) which now amounts to 18% of fleet in service compared to 17% in
2012 and 53% in 2008. China remains by far the largest market share holder with 47% followed by
Korea and Japan which hold 28% and 15% of the market respectively and Europe owning a mere
1%. The maritime trade and freight markets took a similar turn to recovery despite economic growth
dropping to 3% in 2013 from 3.1% in 2012, far below the forecast 3.9%. Trade on the other hand
continued to suffer and reached 2.7%, far below 2011 and 2012 which had 6.1 and 12.6%. There is
reason for optimism however as shown by the Baltic Dry Index which started off very low in the
first quarter at 796 but rose significantly in the second of half of the year resulting in an average of
1,198 compared to 920 in 2012. Despite falling short of the 2011 and 2010 indices of 1584 and 2758

Abstract
From a societal perspective, it is desirable for all transportation users to pay their full social (private
and external) costs. We estimate four general types of external costs for intercity freight trucking and
compare them with the private costs incurred by carriers. Estimated external costs include: accidents
(fatalities, injuries, and property damage); emissions (air pollution and greenhouse gases); noise;
and unrecovered costs associated with the provision, operation, and maintenance ... Show more

Signi®cant external costs arise from transportation, although accurate estimates of their magnitudes
have been dicult to obtain. In this article we assemble best available estimates of external costs
due to freight truck operations between cities (i.e. in rural areas). To place these costs in a useful
context, we compare them with corresponding private costs, which are the market costs directly
faced by freight carriers.
This article does not address the issue of external bene®ts arising through the transportation of
freight. Most transportation economists doubt the existence of signi®cant external bene®ts from the
provision of transportation services (e.g. Rothengatter, 1994; Verhoef, 1994, p. 278). Markets exist
for these services, such that cost savings due to economies of scale or density may be retained by
carriers, passed on to shippers, or ultimately passed on to ®nal consumers of the goods that are
shipped.
As Greene and Jones (1997, p. 9) observe, some economists believe that external bene®ts can arise
from improvements to transportation systems (see, for example, Willeke, 1994). An improvement
may reduce the costs of ®rms ' operations, thus contributing to increased competitiveness and more
output. If scale economies exist, the unit cost of production may drop.
