This document proposes developing an "ACT Learning Network" to leverage knowledge among primary care leadership in a health system and create a culture of change. It notes that leaders gain skills daily but these are not captured systematically. It also notes that existing skill-building groups may not be relevant. The network aims to empower leaders, engage them in working groups, and connect groups to share knowledge across the system. It outlines principles and components for the network, including workshops, a playbook, and toolkit, to move leaders from feeling powerless and isolated to empowered, engaged, and connected.
