 unacknowledged data transfer
= transfer takes place using this mode
 acknowledge data transfer
= used for indication of data transfer

6. BMC LAYER FUNCTION :
 Storage of cell broadcast message and delivery to upper layer
 Traffic volume monitoring and radio request resource for CBC
 Scheduling of BMC message
 Transmission of BMC message to MS
