This document discusses using innovative technologies to refine public sector services. It presents three case studies: 1) Creating a topic ontology for papers from a 2011 e-government conference to analyze focus areas. 2) Exploring temporal shifts in focus between paper titles and abstracts. 3) Using document clustering and similarity measures to detect outlier papers that could contribute innovative ideas through connections across domains. The goal is to help experts make new connections between concepts from different fields to support creative problem solving in e-government.
