Gladstone described his first ministry as an era of liberation because his government passed several important acts that expanded individual freedoms. This included disestablishing the Church of Ireland, reforming the British army, and establishing the University of Dublin. However, not all of Gladstone's acts were popular as some were seen as going too far, such as the University Act that was defeated in Parliament. Overall, Gladstone was able to achieve many liberal reforms during his first term in office.
