 To create gainful self-employment opportunities to unemployed
Agricultural Graduates, Agricultural Diploma holders, Intermediate in
Agriculture, and Science Graduates with PG in Agri related subjects.

CONCEPT / DEFINITION
• AGRI-CLINICS :setting up of Agri-Clinics to provide expert advice to farmers
on various aspects like soil health, cropping practices, plant protection, crop
insurance, post harvest technology, feed and fodder management etc.
• AGRI-BUSINESS CENTRES : Commercial agri-ventures for income
generation & entrepreneurship development ex.farm equipments, sale of agro
inputs, value addition activities, livestock enterprises etc.
• Agripreneur defined as “entrepreneur whose main
business is agriculture or agriculture-related”

Major Constraints
 Availability of candidates for training
 Capability of the Nodal Training Institutes with respect to training
and handholding support and its linkages with different
stakeholders
 Support to the trained graduates in availing timely /adequate credit
and easy availability of the subsidy to him
 Slow loaning and subsidy release - response of bankers towards
credit/subsidy flow to the trained agri-preneurs
 Small enterprises established with their own investment or a very
low credit need greater support for their sustainability.

Project Cost:
 Individual Projects : Rs.20.00 lakhs
 Group Projects : Rs.100.00 lakhs (5 member group)
 An additional limit of Rs.5.00 lakhs subsidy is also provided for
extremely successful ventures per person,
 Margin Money : 10 –15 % or as decided by individual banks
Bank Loans:
Type of Loan - Composite Term Loan (fixed cost + cost for one
operative cycle)- At least 10% of the project cost should be in the
form of capital investment
Security :
 Hypothecation of assets, mortgage of lands or third party guarantee.
 Collateral Security is waived up to Rs.5.00 lakhs loan.
LOAN & SUBSIDY

Repayment Period:
 5 – 10 years depending upon the project.
 Gestation period – Maximum two years as per the nature of the project
Rate of Interest :
As determined by Bank (Commercial / Private Bank / RRB / State Co-
operative Bank).
Composite Subsidy:
 Credit Linked and back ended subsidy with lock-in period of 3 years.
 Subsidy will be released by NABARD to the Banks up-front

 36% Subsidy on a maximum Project Cost of Rs.20.00 lakhs (Rs.100.00
lakhs for Group) for general category and 44% for SC, ST, women, Hilly
States (NE States, J&k, H.P and Uttaranchal).
 The benefit of subsidy will be extended maximum twice to a candidate
under the Scheme within the prescribed loan limits
 Payment of back-ended subsidy will be linked to extension services
provided by Agripreneur.

 Any Project which provide services to the farmers.

Issues in up-scaling Agri-Clinics and
Agri-Business Centres
• Not attracting serious candidates to the scheme
• Need for Quality NTIs which produce results
• Slow pace of Loan and Subsidy disbursement
• Lack of convergence between ATMA and
Agripreneurs

CONCLUSION

 agriclinics and agribusiness centres scheme now become
popular among agrigraduates due to specialized training,
credit facility, subsidy and handholding support for the
establishment of agribusiness/agriventure, but the success
rate of total agriventure establishment is low against total
trained candidates in the country. The success rate is 37
percent against 34817 trained candidates including male
and female candidates.
 There is also need a state level coordination committee
between MANAGE and Nodal training Institutes in oder to
ensure smooth implementation, monitoring and evaluation
of the training programme under the agriclinics and
agribusiness centres scheme in India.

By 2050 global population will rise to 9 billion….out of which 1.7 billion will be in India alone Food grain production would need to increase by 5.5 MT annually Demand for high-value food commodities will go up by > 100% due to migration of people into cities, increased wealth, shift towards diets rich in protein Currently.. 52% of our population is involved in Agriculture.... yet it contributes just 13.7% to India’s GDP 2

OBJECTIVES  To support Agriculture development  To supplement the efforts of public extension  To create gainful self-employment opportunities to unemployed Agricultural Graduates, Agricultural Diploma holders, Intermediate in Agriculture, and Science Graduates with PG in Agri related subjects. CONCEPT / DEFINITION • AGRI-CLINICS :setting up of Agri-Clinics to provide expert advice to farmers on various aspects like soil health, cropping practices, plant protection, crop insurance, post harvest technology, feed and fodder management etc. • AGRI-BUSINESS CENTRES : Commercial agri-ventures for income generation & entrepreneurship development ex.farm equipments, sale of agro inputs, value addition activities, livestock enterprises etc. • Agripreneur defined as “entrepreneur whose main business is agriculture or agriculture-related” Agriculture + Entrepreneur = Agripreneur 4

Major Constraints  Availability of candidates for training  Capability of the Nodal Training Institutes with respect to training and handholding support and its linkages with different stakeholders  Support to the trained graduates in availing timely /adequate credit and easy availability of the subsidy to him  Slow loaning and subsidy release - response of bankers towards credit/subsidy flow to the trained agri-preneurs  Small enterprises established with their own investment or a very low credit need greater support for their sustainability. 5

  • 13.  Through Nodal Training Institutes (NTIs)  Individual Progress Sheet  Interface meetings at State / Institute level  Visits to individual enterprises  Interaction with Bankers  Involvement in ATMA and other Public Extension Activities  Updating pending and sanctioned loans  Documentation of success story HANDHOLDING – FOR ONE YEAR 13

Project Cost:  Individual Projects : Rs.20.00 lakhs  Group Projects : Rs.100.00 lakhs (5 member group)  An additional limit of Rs.5.00 lakhs subsidy is also provided for extremely successful ventures per person,  Margin Money : 10 –15 % or as decided by individual banks Bank Loans: Type of Loan - Composite Term Loan (fixed cost + cost for one operative cycle)- At least 10% of the project cost should be in the form of capital investment Security :  Hypothecation of assets, mortgage of lands or third party guarantee.  Collateral Security is waived up to Rs.5.00 lakhs loan. LOAN & SUBSIDY 14
  • 15. Repayment Period:  5 – 10 years depending upon the project.  Gestation period – Maximum two years as per the nature of the project Rate of Interest : As determined by Bank (Commercial / Private Bank / RRB / State Co- operative Bank). Composite Subsidy:  Credit Linked and back ended subsidy with lock-in period of 3 years.  Subsidy will be released by NABARD to the Banks up-front 15
  • 16.  36% Subsidy on a maximum Project Cost of Rs.20.00 lakhs (Rs.100.00 lakhs for Group) for general category and 44% for SC, ST, women, Hilly States (NE States, J&k, H.P and Uttaranchal).  The benefit of subsidy will be extended maximum twice to a candidate under the Scheme within the prescribed loan limits  Payment of back-ended subsidy will be linked to extension services provided by Agripreneur. Project Activities:  32 Projects mentioned (only ex.).  Any Project which provide services to the farmers. Hand Holding by Nodal Training Institutions: Up to one year 16

CONCLUSION 23  agriclinics and agribusiness centres scheme now become popular among agrigraduates due to specialized training, credit facility, subsidy and handholding support for the establishment of agribusiness/agriventure, but the success rate of total agriventure establishment is low against total trained candidates in the country. The success rate is 37 percent against 34817 trained candidates including male and female candidates.  There is also need a state level coordination committee between MANAGE and Nodal training Institutes in oder to ensure smooth implementation, monitoring and evaluation of the training programme under the agriclinics and agribusiness centres scheme in India.
