2. NAIP
 The recently concluded National Agricultural Technology Project (NATP)
led by the ICAR, was aimed to implement the shared understanding of
the Government of India and the World Bank on technology-led-pro-
poor growth, and it facilitated the public sector reform process for
accelerating the flow of agricultural technologies. The challenges,
opportunities and lessons learnt in the NATP have provided a useful
framework to move forward in the development process.

3.  A key lesson from the NATP is that deliberate investments in partnership
building and shared governance are required to speed up technology
adaptation and Dissemination.
 To fulfill the GoaI’s objectives as expressed in India’s NPA, the ICAR has
initiated National Agricultural Innovation Project (NAIP), which accords
high priority to generation and transfer of agricultural technologies, and
suggests innovations in the technology system.

4.  OVERALL OBJECTIVE OF THE NAIP
 To facilitate an accelerated and sustainable transformation of the Indian
agriculture so that it can support poverty alleviation and income
generation through collaborative development and application of
agricultural innovations by the public organizations in partnership with
farmers’ groups, the private sector and other stakeholders.

5.  The specific objectives are:
 To build the critical capacity of the ICAR as a catalyzing agent for
management of change in the Indian NARS
 To promote ‘production to consumption systems research’ in priority areas/
themes to enhance productivity, nutrition, profitability, income and
employment
 To improve livelihood security of rural people living in the selected
disadvantaged regions through technology-led innovation systems,
encompassing the wider process of social and economic change covering
all stakeholders
 To build capacity to undertake basic and strategic research in frontier areas
to meet challenges in technology development in the immediate and
predictable future

6. COMPONENTS OF NAIP
The NAIP will function through four components: (1) The ICAR as the
Catalyzing Agent for the Management of Change in the Indian NARS.
(2) Research on Production to Consumption Systems (PCS).
(3) Research on Sustainable Rural Livelihood Security (SRLS).
(4) Basic and Strategic Research in the Frontier Areas of Agricultural Sciences
(BSR).

7. KCC
 The Department of Agriculture & Cooperation, Ministry of Agriculture,
Govt. of India has launched Kisan Call Centers with a view to leverage
the extensive telecom infrastructure in the country to deliver extension
services to the farming community. The purpose of these Call Centers is
mainly to respond to issues raised by farmers instantly in the local
language, on continuous basis.

8.  A Kisan Call Center consists of a complex of telecommunication
infrastructure, computer support and human resources organized to
manage effectively and efficiently the queries raised by farmers instantly
in the local language. Mainly, Subject Matter Specialists (SMSs) using
telephone and computer, interact with farmers to understand the problem
and answer the queries at a Call Centre.
 This is a functional area within an organization like Research Stations,
ATICs, KVKs Agricultural Colleges, or an outsourced, where separate
facilities exist solely to answer inbound calls or make outbound telephone
calls, to resolve the queries of pending calls. Usually it refers to a
sophisticated voice operations center that provides a full range of inbound
or outbound call handling services including customer support, direct
assistance, multi-lingual customer support and other services.

9.  This is a new dimension in Agriculture Extension Management, which
takes account of, and makes full use of on-going information and
communication revolution, by optimally utilizing the communication
bandwidth to serve the farming community in remotest areas of the
country by connecting them to best of the agricultural scientific
community. This is an important value multiplier for the existing
extension mechanisms, which find it otherwise difficult (in terms of
infrastructure and finances) to reach their desired clientele. This will
enable establishment of close linkages and seamless communication
mechanism among the key stakeholders in the extension system namely
– Agricultural Scientists, Extension Functionaries, Farmers and Marketing
Agencies.

10. Infrastructure
 The Kisan Call Center infrastructure is placed at three locations namely
 A professionally managed Call Center (Level-I)
 A Response Center in each organization, where services of Subject
Matter Specialists are made available (Level-II)
 The Nodal Cell (Level-III)

11. ATIC
 The Agricultural Technology Information Centres (ATICs) are established to
provide greater coordination and intensive interaction between the
researchers and technology users beyond individual units of research
institutions in contributing towards the dissemination of information. Each
ATIC will serve as a "Single Window System" with an objective to help
Farmers and other stake holders such as Farmer-Entrepreneurs, Extension
workers, Development agencies, Non-Government Agencies( NGOs) and
private sector organisations to provide solutions to their location - specific
problems in agriculture and make available all the technological
information along with technology inputs and products for testing and use
by them. The ATICs need to be demand driven and well integrated with
research and financially sustainable, lay greater emphasis on location-
specific and system based sustainable technologies.

12.  Specifically, the ATICs provide
 Diagnostic services for soil testing, plant and livestock health,
 Supply research products such as seeds, planting materials, livestock
breeds, poultry strains, fish seed, processed products etc., emerging from
an institution for testing and adaptation by various clientele, Disseminate
information through published literature, audio - visual aids and electronic
media, provide an opportunity to institutions for resource generation
through sale of their technologies, and, support the district level
Agricultural Technology Management Agencies( ATMAs) in technology
dissemination wherever they are available.

 To build up required confidence among farmers and to strengthen
linkage between the institute and the farmers.
 To provide diagnostic and advisory services such as soil testing,
plant health clinic, and disease identification and veterinary services
ect.
 To sale and distribute improved products emerging as a result of
research being done at the institute like seed, plants, livestock,
breeds, fish seeds, poultry trains and processed products ect.
 To provide an overview of improved technology through published
literatures and other communication materials.
 To overcome technology dissemination loss and to provide direct
access to farmers to improved expertise as well as products of
technology.
To provide an opportunity to different divisions as well as the
centers to have resource generation through sale of their
technologies.

 To render farm advisory services through
multidisciplinary approach to problem serving.
 To offer single window delivery system for agricultural
information as well as products and technologies
developed by the institute in order to develop quality
service to clientele.
 To provide all information to the farmers under one
roof.
