Comprehensive	Emergency		
Management	Plan	(CEMP)	
-  A	wriSen	plan	with	elements	that	addresses	all	natural	and	
man-made	emergencies	and	disasters	to	which	an	
organiza/on	is	vulnerable.		
-  Specifies	the	purpose,	organiza/on,	and	responsibili/es	
(internal	and	external)	to	the	organiza/on	in	the	mi/ga/on	
of,	prepara/on	for,	response	to,	and	recovery	from	
emergencies	and	disasters.		
-  CEMP’s	are	supported	and	signed	off	by	the	organiza/on’s	
execu/ve	leadership	(School/University	President)	and	
reviewed	at	least	every	other	year.

Design	elements	of	CEMP’s	
-  Conduct	community-based	planning	that	engages	the	whole	
community	by	using	a	planning	process	that	represents	the	
actual	popula/on	in	the	community	and	involves	community	
leaders	and	the	private	sector	in	the	planning	process		
-  Ensure	plans	are	developed	through	an	analysis	of	risk		
-  Iden/fy	opera/onal	assump/ons	and	resource	demands		
-  Priori/ze	plans	and	planning	efforts	to	support	their	
seamless	transi/on	from	development	to	execu/on	for	any	
threats	or	hazards		
-  Integrate	and	synchronize	efforts	across	all	levels	of	
government/organiza/on

authority	on	response	and	recovery	procedures

Roles	during	an	Interna/onal	Incident

Who	does	what?	How?	When?	The	advantage	of	the	
CEMP	includes:	
-  Iden/fying	roles,	responsibili/es	and	response	processes	
prior	to	an	incident	
-  President	signs	document	authorizing	the	response	
process	and	this	document	is	updated	at	least	every	two	
years	
-  Emergency	funds
Decision	Authority	
Can	be	a	very	dynamic	challenge.		CEMP	defines	this	for	
campus	based	incidents,	so	iden/fy	the	same	for	
interna/onal	incidents	in	the	policy	sec/on	and	
interna/onal	annex.	
Important	recommenda/on:	As	much	as	possible,	make	
it	the	same	for	campus	and	interna/onal	incidents	for	
the	President/Provost.	They	are	busy	and	get	limited	
training	and	exercise	/me.		Keep	it	consistent	so	that	
you	keep	their	aSen/on	and	par/cipa/on.

Policy	Considera/ons	for	Interna/onal	
Incidents	
Use	scenarios	and	past	incidents	(AARs)	to	help	create	
policies	or	even	just	dram	policies	through	your	
Interna/onal	Oversight	CommiSee.		
-  Each	ins/tu/on	has	different	risk	tolerances,	meaning	different	policy	
levels	for	different	ins/tu/ons.	
-  Examples:	Evacua/ng	post	an	earthquake,	yet	your	ins/tu/on	
researchers	(employees	and	students)	want	to	travel	immediately	to	
collect	data.		Your	medical	system	and	teaching	employees,	residents,	
medical	and	nursing	students	want	to	travel	immediately	to	provide	
aid	and	learn	cri/cal	knowledge	in	responding.

Crisis	Communica/ons	
What	is	the	difference	between	an	incident	on	the	main	
campus,	an	interna/onal	campus	or	in	a	major	
interna/onal	city	with	ins/tu/onal	travelers?	–Not	Much	
-  Support	the	communica/ons	process	by	working	together	and	
iden/fying	assigned	roles,	a	common	process,	and	train/exercise	
omen.		
-  This	simplifies	everything	for	when	that	140	character	tweet	with	
#breakingnews	#YOU	#OMG	#LocalNews	#CNN	and	Picture	
become	your	next	nightmare.

Mi/ga/on	
Adap/ng	a	CEMP	to	include	interna/onal	incidents	is	a	
great	start	to	reducing	the	complexi/es	on	a	response.	
It	is	a	great	step	moving	forward,	but	it	does	not	stop	
there.		
Two	other	cri/cal	items	needed	include:	
-  Required	interna/onal	travel	insurance	
-  Required	interna/onal	travel	registra/on

-  Difference	between	the	two	but	s/ll	require	an	ins/tu/on	
response	(response	levels)	
-  Logis/cal/opera/onal	resource	that	partners	with	incident	
command	
Travel	Registry	
-  Provides	a	major	part	of	your	situa/onal	awareness.	Where	to	
look	at	what’s	happening	and	who	is	there.	
-  If	you	do	not	have	have	one,	start	with	a	simple	Google	form.		
-  Each	ins/tu/on	will	have	their	own	unique	challenges	with	a	
travel	registry.

Two	categories	of	preparedness-	the	traveler	and	the	
ins/tu/on.		
Focusing	on	the	ins/tu/ons	preparedness.	
-  24/7	Interna/onal	Emergency	Number	for	travelers	to	call	
-  Resources	for	the	Duty	Officer	
§  Interna/onal	dialing	phones	(including	EOC)	
§  Interna/onal	financial	purchasing	capabili/es	
-  Cross	Training	and	Exercises	
§  Use	any	incident	you	train	for	now,	just	move	its	
loca/on	overseas

Response	
Interna/onal	incidents	are	just	like	local	incidents	when	
you	are	in	the	Emergency	Opera/ons	Center	(EOC).	
They	are	outside,	just	thousands	of	miles	away!		
	
Use	the	EOC	as	it	was	designed	to	do,	respond	to	
emergencies.	This	creates	consistency,	provides	you	
the	resources	needed	and	supports	the	current	and	
future	investments	in	training/exercise,	equipment	and	
personnel	in	responding	to	any	incident.

Recovery	
Does	the	CEMP	discuss	a	recovery	plan?	
-  If	so,	add	an	interna/onal	annex	
Things	to	consider	
-  Traveler’s	return	to	family	and	campus	post	incident	
-  Campus	vigil	or	other	local	event	(need	to	deal	with	this	during	
incident	as	well)	
-  PTSD	for	travelers,	local	employees	and	responders	(amount	of	
hours	and	stress)		
-  Financial	accountability
