This document discusses adding international incidents to campus all-hazards emergency response plans. It recommends developing an International Travel Annex to the Comprehensive Emergency Management Plan (CEMP) to address the differences between domestic and international responses. The annex should define response levels, roles, decision authority, policies, and crisis communications for international incidents. It also emphasizes the importance of preparedness activities like an international travel registry and insurance, as well as training, exercises, and after-action reviews to integrate international response into the existing CEMP framework.
