Non-structural solutions include:

Activities 4 – 5 days before the storm:
3 days before the storm if the wind level <=4; from 5-7, or
higher than 8, what should we do?
During the storm:
Patrol, protect buildings, equipment, facilities and report to
stakeholders.
Rescue damages within authority, ensure safety of lives of
the team members

Thông thường, giải pháp để phòng ngừa giảm nhẹ RRTT được xếp vào 2 nhóm giải pháp chính:
Nhóm giải pháp “phi công trình” và Nhóm giải pháp kỹ thuật và công trình
Khi nhắc đến quản lý/phòng ngừa rủi ro thiên tai người ta thường nghĩ đến các giải pháp liên quan đến gia cố công trình, nhà xưởng, kho tàng... hay nói cách khác là các giải pháp công trình. Trên thực tế, các giải pháp phi công trình đóng vai trò quan trọng không kém, thậm chí có vai trò quyết định đến khả năng QLRRTT của doanh nghiệp, quyết định hiệu quả của các giải pháp kỹ thuật và công trình.
Về nguyên tắc, giải pháp phi công trình là toàn bộ những biện pháp làm phát huy các khả năng và hạn chế các biểu hiện dễ bị tổn thương của doanh nghiệp trong các lĩnh vực: nhân lực, cơ chế tổ chức, tài chính, nguyên nhiên liệu, sản phẩm, đối tác, mạng lưới, thị trường.
