Training
Assess the risk
Capabilities: resources, means and strengths in
corporations that can help them to be able to respond,
handle, prevent, alleviate or quickly recover from
disasters.
Risks: possible negative
impacts when disasters
happen in reality,
affecting people, assets,
and vulnerable
environments
Disadvantages: factors or
economic, social, physical,
geographic limits to reduce
ability to prevent and
respond to the disasters
Capabilities/Advantages Assessment: resources,
means and strengths in corporations that can help
them to be able to respond, handle, prevent,
alleviate or quickly recover from disasters.
Disaster risk Assessment:
is a process of gathering
and analyzing information
about natural hazards.
And the advantages and
disadvantages of a
business for a certain type
of disaster.
Vulnerability Assessment:
identify risk factors and
analyze the root causes of
conditions that can worsen
the damages and losses of
corporations when disasters
happen.
Stages of Risk Assessment
Stage 1:
Assess the hazard risks
Stage 2:
Assess Advantages and
Disadvantages, analyze risks level
and identify solutions to recovery

Prevention planning
• Learn to plan (through training or instructions materials)
• Comprehend Business Plan and attach it with Disasters
prevention plan in the business
• Establish suitable plan – express social responsibility,
supporting labor force and community when disasters
happen.
• Set up clear tables to assign tasks
Disasters Prevention Plan
1. Before: Prevention and Preparedness
2. During: Response
3. After: Recovery
Prevention and Preparedness (before a
disaster)
1. Reduction (watch video about storms and
floods)
2. Establish Response plan (including both
Community support plan and recovery) –
exercise
3. Detailed tasks before storm seasons and
readiness for them
Reduction solutions
Non-structural solutions include:
• Increase knowledge, awareness and skills of employees in
businesses about prevention, mitigation and risk remedy;
• Allocate staff with appropriate institutional mechanisms
and clear responsibilities to respond to natural disasters;
• Arrange adequate financial resources and stability to
ensure risk management activities
• Diversify suppliers, arrange backup resources and fuel to
ensure continuous business when a disaster occurs;
Reduction solutions (cont’)
• Arrange crop, adjust the production plan, reserve /
products storage plan for a stable supply
• Diversify partners, share risks, networking and
cooperation when disasters occur;
• Take into account disaster factors when planning market
development to ensure stable consumption.
Reduction solutions (cont’)
Technical solutions and focus work:
• Select safe location/terrain for construction projects such
as factories, stores, warehouses, offices, medical stations,
power stations and dormitories workers
• Design production systems, modern technologies to
increase the safety and maintenance of buildings: offices,
factories, warehouses
• Set warning systems with appropriate design and regular
maintenance
• Develop communication system which can operate
smoothly before, during and after disasters
Reduction solutions (cont’)
• Storage systems for materials and products
• Transportation system with synchronization and backup
• Preparedness of rescue equipment
• Apply principles to establish disaster prevention
• Plan proper land and resource usage
• Avoid the concentration of high-risk factors
Develop Preparedness Plan
• Plan must be concise, clear and easy to understand
• Plan must be flexible: can be adjusted quickly and easily
• You must check and adjust your plan, update it regularly
(if necessary)
• These activities should be integrated into the daily
operation of the business
• All employees in the company should understand the
specific activities in the plan
Detailed requirements of the plan
Activities 4 – 5 days before the storm:
3 days before the storm if the wind level <=4; from 5-7, or
higher than 8, what should we do?
During the storm:
Patrol, protect buildings, equipment, facilities and report to
stakeholders.
Rescue damages within authority, ensure safety of lives of
the team members
Detailed requirements of the plan in
emergency case
After the storm:
• Specific activities should be conducted: Clean-up, repair,
etc.
• Prepare conditions to recover and continue production
and business.
• Requirements: All related individuals should understand
detailed tasks and know how to do in the shortest possible
time. We should regularly review and adjust, if necessary.
Aims of rehearsals and trainings
Provide information and
skills for behavior change
Set up readiness culture
for the business
Act as a basis to adjust and
complete the response plan
Rehearsal forms
Partial rehearsal
With limited resources, we can rehearse each
step of the plan (for example: evacuate people or
protect the property and relocation)
Overall rehearsal
With full resources and conditions, we can do
overall rehearsal including all steps of the plan
Response Stages - Exercise 5
1. Rescue Team
2. Necessary phone numbers
3. Materials and tools
Recovery stages (after a disaster)
• Support individuals and families who had
damages during disasters (food, clean water,
clothing and household items)
• Repair and renovation
• Collect trash, clear the roads and drainage
systems.
• Raise Awareness to prevent diseases and
promote environmental hygiene.
• Putting machinery, equipment, materials back
to production and business
• Prepare all the conditions for operation to go
back to normal
Example (Garment factory)
• Mobilize staff to clean up.
• Fix the damages that occur.
• Remove the anchor sheet and wire shielding the
door.
• Remove the sandbags from the roof to store in
warehouse.
• Check power sources and systems.
• Check your equipment.
• Check and return finished and semi-finished
products to the original position.
FACILITIES RECOVERY
PLAN:
• Partial recovery
• Overall recovery
• New establishment
BUDGET FOR RECOVERY:
• Compensation insurance
• Enterprise’s fund.
• Loans from organizations and
individual
• State funding
• Others
Notes for Planning
• Ensure that everyone is using the latest plan with updated
information (updated date)
• Photocopy and distribute the plan for relevant,
responsible people in the plan.
• Confidential information (if any) requires markings and
separate storage
• Assign staff to document activities occurring in
emergency situations (to provide information for
necessary decisions) to learn from experience and adjust
the plan for the next phase
