Adaptive management and collaborative learning are intentional approaches for making decisions and adjustments based on new information and changing contexts. While working in unpredictable environments, we do not have all the answers up front. Adaptive management is a flexible, principles-based approach that focuses on using monitoring data for learning and emphasizes adapting programs over time. Challenges to adaptive management include procurement and budgeting rigidity, tensions with accountability, lack of organizational culture and capacity for change, and insufficient robust evidence. Progress has been made through building staff capacity with tools and trainings, recognizing adaptive practices, and partnerships with other donors like through the Global Learning for Adaptive Management activity.
