Festus has replaced Felix as the new Roman governor. The high priests and Jewish leaders ask Festus to have Paul transferred to Jerusalem so they can ambush and kill him along the way. However, Festus insists that Paul remain in Caesarea and those with accusations against Paul must come to him. When they bring charges but no proof against Paul, he appeals to Caesar's court in Rome. Festus decides to grant Paul's appeal, sending him to Rome for trial before Caesar.

In Jude 17-23 Jude shifts from piling up examples of false teachers from the Old Testament to a series of practical exhortations that flow from apostolic instruction. He preserves for us what may well have been part of the apostolic catechism for the first generation of Christ-followers. In these instructions Jude exhorts the believer to deal with 3 different groups of people: scoffers who are "devoid of the Spirit", believers who have come under the influence of scoffers and believers who are so entrenched in false teaching that they need rescue and pose some real spiritual risk for the rescuer. In all of this Jude emphasizes Jesus' call to rescue straying sheep, leaving the 99 safely behind and pursuing the 1.

2. Acts 25 1 Now when Festus was come into the
province, after three days he ascended from
Caesarea to Jerusalem.

3. As Felix went out, Festus came in.
Ruled as Roman Governor for 3-4 years.
Felix had left Paul
imprisoned in Caesarea in
order to please the Jews.

4. So Festus is in Jerusalem:
2-3 Then the high priest and the chief of the Jews
informed him against Paul, and besought him, and
desired favor against him, that he would send for
him to Jerusalem, laying wait in the way to kill
him.
Two years have passed since Paul was taken
to Caesarea and imprisoned by Felix.
They haven’t forgotten their hatred.

5. Their evil plan was to
ambush and kill Paul as
he was brought to
Jerusalem.

6. 4-5 ButFestus answered, that
Paul should be kept at
Caesarea, and that he himself
would depart shortly thither.
Let them therefore, said
he, which among you are
able, go down with me, and
accuse this man, if there be
any wickedness in him.

7. 6-7 And when he had tarried
among them more than ten
days, he went down unto
Caesarea; and the next day
sitting on the judgment seat
commanded Paul to be brought.

He purified himself before he went in the Temple.
And he had obeyed Roman Law.

9. 9 But Festus, willing to do the
Jews a pleasure, answered
Paul, and said, Wilt thou go
up to Jerusalem, and there be
judged of these things before
me?

10. 10 Then said Paul, I stand at
Caesar's judgment seat, where
I ought to be judged: to the

thou very well knowest. 11 For

11. 12 Then Festus, when he had
conferred with the
council, answered, Hast
thou appealed unto Caesar?
unto Caesar shalt thou go.
God had been leading Paul to Rome for years.
Now he will go – at Rome’s expense.
