The Social Security reform has been placed by the Bolsonaro government as the solution for the deficit of the public accounts that is estimated at R$ 139 billion in the budget of 2019. It is a sham that is sold to the Brazilian population, because this deficit and those that occurred in 2015, 2016, 2017 and 2018 were fundamentally the result of the recessive crisis that led to the fall of Brazil's economic growth since 2014 and contributed to the reduction of tax revenues, of the excessive burden of the federal government with the payment of ever increasing public debt, and also the huge debt of large companies to Social Security.
The allocation of most of the budgetary resources of the Brazilian government (45%) for the payment of interest and amortization of public debt is unsustainable in the medium and long term because Brazil would not have public resources to invest in economic and social infrastructure and transfer resources to social security and to the states and municipalities. In addition to the domestic public debt that compromises the future of the country, the foreign debt in the amount of US$ 523.7 billion in June 2016 that exceeds US$ 379 billion of the country's reserves increases further the economic vulnerability of Brazil. Taking into account the risk that Brazil may face in the future with the "explosion" of domestic and external debt, it is urgent to carry out an audit of the debt and its renegotiation in order to stretch it in time to reduce the country's burden of payment service of these debts. Without the adoption of this policy, the Brazilian government will have to make foresight social reform to the detriment of the population and privatize public assets as is being advocated by the government Michel Temer.

provision nature which is based on the principle of
"citizenship". Therefore, there exists a more
generalised access, with lower conditionability, to
the social provisions.
The Nordic model is also characterised by a high tax
wedge.
71. CONTINENTAL MODEL
Austria, Belgium, France, Germany and Luxembourg.
The Continental model has some similarities with
the Nordic model. Nevertheless, it has a higher
share of its expenditures devoted to pensions. The
model is based on the principle of "security" and a
system of subsidies which are not conditioned to
employability (for example in the case of France or
Belgium, there exist subsidies whose only
requirement is being older than 25).
72. ANGLO-SAXON MODEL
Ireland and the United Kingdom.
This model features a lower level of expenditures
than the previous ones. Its main particularity is its
social assistance of last resort. Subsidies are
directed to a higher extent to the working-age
population and to a lower extent to pensions.
Access to subsidies is (more) conditioned to
employability (for instance, they are conditioned on
having worked previously).
73. MEDITERRANEAN MODEL
Greece, Italy, Portugal and Spain.
It is the model with the lowest share of
expenditures and is strongly based on pensions and
a low level of social assistance. There exists in these
countries a higher segmentation of rights and
status of persons receiving subsidies which has as
one of its consequences a strongly conditioned
access to social provisions.
