  • 2. Where do they fit? • We have already covered strategic and pedagogical levels • We do not have the mandate to realistically propose national standards Status of these guidelines: • Suggested pre-requisites for well functioning national framework based on experience www.efquel.org
  • 3. Objectives of National QA System • Mainstream quality culture throughout all institutions • Guarantee minimum standards across the VET-community (quality control) • Providing for transparency and recognition of qualifications www.efquel.org
  • 4. Objectives of National QA System Quality system must function while: • Maintaining institutional autonomy • Not hampering innovation • Not disrupting operations www.efquel.org
  • 5. Specific Features of ICT-enabled VET-Provision • More international • Poorly recognised • More distance provision then in ‚traditional‘ courses www.efquel.org
  • 6. Sources of QA Criteria • European Standards and Guidelines for Quality Assurance (ENQA, EUA, ESU, EURASHE) • EQAVET (EC) • REVIVE-VET Framework of Guidelines www.efquel.org

  • 16. Quality Control - Transparency • Full publication of all procedures • Publication of quality reports • Enhanced with: – Blacklists or whitelists – Centralised verification of certifications www.efquel.org
  • 17. Quality Control – Logistical • Composition of Review Team • Elements of Review, Criteria to be Used • Specific Powers and Composition of Awarding Body (stakeholders, independence) • Appeal Procedure www.efquel.org
  • 18. Quality Control – Tools • intermediate certifcation apart from certified/not-certified allows for continued improvement • Procedure for ‚emergency‘ review in extreme circumstances • Link to funding, especially development funding www.efquel.org
  • 19. Indicators EQAVET Recommendation suggests selection of: 1. Relevance of quality assurance systems for VET providers 2. Investment in training of teachers and trainers 3. Participation rate in VET programmes 4. Completion rate in VET programmes 5. Placement rate in VET programmes 6. Utilisation of acquired skills at the workplace 7. Unemployment rate 8. Prevalence of vulnerable groups 9. Mechanisms to identify training needs in the labour market 10. Schemes used to promote better access to VET www.efquel.org
