The benefits granted under
Res. No. 2001-01 shall not accrue
to a uniformed personnel who was
separated for cause by virtue of a
final judgment except when
entitlement to such benefits is
expressly mandated by a competent
court or appropriate administrative
agency.
RETIREMENT
* 56 years of age
* At least 10 years of active service
Provided, that an officer with a rank equivalent
to CSUPT or higher may, upon recommendation
of the Chief, BFP be allowed service extension
for a non-extendable period of one (1) year by
the Secretary, DILG with the approval of the Civil
Service Commission
COMPULSORY RETIREMENT
OPTIONAL RETIREMENT
- Accumulated at least twenty (20) years satisfactory
active service
- Regardless of age
- Entitled to one rank higher than the permanent
grade last held
- Provided, that they have served at least one (1)
year of active service in permanent grade
Retirement Benefits
When an officer or non- non-officer is
retired from the Bureau of Fire Protection,
he/she shall, at his option, be entitled to
one (1) of the following retirement and
separation benefits:

Monthly retirement Pay shall be
1. 50% of the base pay and longevity
pay of the retired grade in case of 20 years
of active service, increasing by 2.5 % for
every year of active service rendered
beyond 20 years to maximum of 90% for
36 years of active service and over.

surviving heirs.

An officer or non-officer of the Bureau of
Fire Protection who died in the performance
of his/her duty or by reason of his office/

SURVIVOR
• survivors shall be entitled to a monthly annuity equivalent to
fifty percent (50%) of his/her base and longevity pay based
on his/her separation grade to be divided among them in
equal shares and with the right of accretion among the
surviving heirs
Posthumous Retirement thru Death in the line of
Duty
1) Gratuity equivalent to one (1) year salary
2) Burial expenses equivalent to three (3) months salary
3) Monthly pension equivalent to eighty percent (80%) of his/her salary for a period of five (5) years from the date
of death.
In case the BFP uniformed personnel was hospitalized before his death, the legal beneficiaries shall be reimbursed
of any reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and
subsistence expenses.
Any deducted leave credits for absences for incapacity incurred in line of duty shall be restored.
The salary in this sub-section shall mean the base and longevity pay.

Rules and Regulations Governing the
Investigation and Adjudication of Death
and Disability Benefits of the Bureau of
Fire Protection (BFP) Uniformed
Personnel in the Active Service
Any loss or impairment of the normal
functions of the physical or mental faculties
of a BFP member which reduces or
eliminates his capacity to continue with his
present employment.
DISABILITY
PERMANENT TOTAL DISABILITY
Same as defined under Sec.1 Article 1
of BFP Board Resolution No. 2001-01
•Any impairment of the body which
renders the BFP uniformed personnel
incapable of performing substantially
the functions of his/her duties or
occupation which is expected of him
during the course of his/her
employment.
PERMANENT PHYSICAL DISABILITY
The following shall be considered as total
permanent physical disability:
a. Irreparable loss of power of speech
b. Irreparable loss of sense of hearing
c. Loss of one (1) or both hands
d. Loss of one (1) or both feet
e. Loss of one (1) or both eyes
f. Loss of one (1) or both limbs at
above the ankle or wrist
g. Paralysis of one (1) or both limbs
h. Brain injury resulting in incurable
imbecility or insanity
i. Any sickness contracted in the
performance of duties which renders
such member unfit or unable to perform
substantially all the duties of his/her
position.
In all cases, the disability shall be deemed
permanent if it has persisted for a period
exceeding six (6) months, without fixed
healing period and renders the BFP
personnel incapable of performing his
duties and functions;
Provided further, that in case the
disability is found to be permanent
beyond doubt upon medical
examination of the said personnel,
the waiting period of six (6) months
may be waived.

month’s base and longevity pay of the permanent grade he
holds for every year of active service including fractions
thereof
COMPULSORY RETIREMENT
1) Gratuity equivalent to one (1) year’s salary of his/ her retired grade
2) A lifetime pension equivalent to eighty percent (80%) of his last salary
3) Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees,
necessary transportation and subsistence expenses which were incurred during hospitalization
4) Restoration of deducted leave credits.
Should such member who has been retired under Total Permanent Physical Disability under this
section die within five (5) years from retirement, hi/her surviving spouse and surviving
dependents, legitimate, legitimated or adopted children shall be entitled to a pension for the
REMAINDER of the five (5) years guaranteed period.
The salary hereof shall mean the base and longevity pay.

GROUNDS FOR
COMPENSABILITY
a. For the injury and resulting disability or death to
be compensable, the injury must be the result of an
employment accident satisfying any of the following
conditions:
1. The BFP personnel must have been injured at the
place where his work requires him to be and must
have been performing his official functions;

2. If the death or injury is sustained
elsewhere, the BFP personnel must have
been executing or acting upon a lawful order
from his Fire Marshal or from his supervisor,
as the case may be;

reason of or while in the performance of
official duty;

b. For the sickness and the resulting
disability or death to be compensable, the
sickness must be the result of occupational
disease or that the risk of contracting the
disease is increased by the working
conditions as determined by the board.
SPECIAL FINANCIAL ASSISTANCE
17.1 The average of six (6) months of base and longevity pay
including all allowances and bonuses during the last twelve (12)
months immediately preceding the death or permanent incapacity of
uniformed personnel.
The same benefits shall be computed for those who have served
less than twelve (12) months and the payment shall come from the
expected salary, allowances and bonuses of the deceased or
incapacitated personnel for the next six (6) months after his death or
permanent incapacity.

  • 1. CAUSES FOR SEPARATION FROM THE SERVICE • RETIREMENT • RESIGNATION • DISMISSAL • DEATH • TOTAL PERMANENT PHYSICAL DISABILITY • PARTIAL OR TEMPORARY DISABILITY
  • 2. The benefits granted under Res. No. 2001-01 shall not accrue to a uniformed personnel who was separated for cause by virtue of a final judgment except when entitlement to such benefits is expressly mandated by a competent court or appropriate administrative agency.
  • 4. * 56 years of age * At least 10 years of active service Provided, that an officer with a rank equivalent to CSUPT or higher may, upon recommendation of the Chief, BFP be allowed service extension for a non-extendable period of one (1) year by the Secretary, DILG with the approval of the Civil Service Commission COMPULSORY RETIREMENT
  • 5. OPTIONAL RETIREMENT - Accumulated at least twenty (20) years satisfactory active service - Regardless of age - Entitled to one rank higher than the permanent grade last held - Provided, that they have served at least one (1) year of active service in permanent grade
  • 6. Retirement Benefits When an officer or non- non-officer is retired from the Bureau of Fire Protection, he/she shall, at his option, be entitled to one (1) of the following retirement and separation benefits:
  • 7. Retirement Benefits Monthly retirement Pay shall be 1. 50% of the base pay and longevity pay of the retired grade in case of 20 years of active service, increasing by 2.5 % for every year of active service rendered beyond 20 years to maximum of 90% for 36 years of active service and over.

The retiree or survivor may, at his/her option be entitled to receive in advance and in lump sum his/her annual retirement pay/survivorship benefits for the initial 3 years and thereafter receive his/her annual retirement pay/survivorship benefits payable in equal monthly installment as they accrue.

Retirement Benefits Survivors of an officer or non-officer who retired under Sub-Sections 8.2 and 8.3 (Compulsory and Optional Retirement) shall be entitled to a monthly annuity equivalent to 75% of the monthly retirement pay the retiree was receiving to be divided among them in equal shares and with the right of accretion among surviving heirs.

  • 11. DEATH IN LINE OF DUTY An officer or non-officer of the Bureau of Fire Protection who died in the performance of his/her duty or by reason of his office/ position.

Less than 20 years At least 20 years DEATH Not in the Line of Duty Drop from the Rolls (DFR) Posthumous Retirement In the Line of Duty OFFICER/NON-OFFICER Posthumous Separation thru Death in the Line of Duty SURVIVOR • survivors shall be entitled to a monthly annuity equivalent to fifty percent (50%) of his/her base and longevity pay based on his/her separation grade to be divided among them in equal shares and with the right of accretion among the surviving heirs Posthumous Retirement thru Death in the line of Duty 1) Gratuity equivalent to one (1) year salary 2) Burial expenses equivalent to three (3) months salary 3) Monthly pension equivalent to eighty percent (80%) of his/her salary for a period of five (5) years from the date of death. In case the BFP uniformed personnel was hospitalized before his death, the legal beneficiaries shall be reimbursed of any reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence expenses. Any deducted leave credits for absences for incapacity incurred in line of duty shall be restored. The salary in this sub-section shall mean the base and longevity pay.
  • 14. MEMO CIRCULAR NO. 2008-008 Rules and Regulations Governing the Investigation and Adjudication of Death and Disability Benefits of the Bureau of Fire Protection (BFP) Uniformed Personnel in the Active Service
  • 15. Any loss or impairment of the normal functions of the physical or mental faculties of a BFP member which reduces or eliminates his capacity to continue with his present employment. DISABILITY
  • 16. PERMANENT TOTAL DISABILITY Same as defined under Sec.1 Article 1 of BFP Board Resolution No. 2001-01
  • 17. •Any impairment of the body which renders the BFP uniformed personnel incapable of performing substantially the functions of his/her duties or occupation which is expected of him during the course of his/her employment. PERMANENT PHYSICAL DISABILITY
  • 18. The following shall be considered as total permanent physical disability: a. Irreparable loss of power of speech b. Irreparable loss of sense of hearing
  • 19. c. Loss of one (1) or both hands d. Loss of one (1) or both feet e. Loss of one (1) or both eyes f. Loss of one (1) or both limbs at above the ankle or wrist
  • 20. g. Paralysis of one (1) or both limbs h. Brain injury resulting in incurable imbecility or insanity
  • 21. i. Any sickness contracted in the performance of duties which renders such member unfit or unable to perform substantially all the duties of his/her position.
  • 22. In all cases, the disability shall be deemed permanent if it has persisted for a period exceeding six (6) months, without fixed healing period and renders the BFP personnel incapable of performing his duties and functions;
  • 23. Provided further, that in case the disability is found to be permanent beyond doubt upon medical examination of the said personnel, the waiting period of six (6) months may be waived.
  • 24. LESS THAN 20 YEARS AT LEAST 20 YEARS TOTAL PERMANENT PHYSICAL DISABILITY Not in Line of Duty Drop from the Rolls (DFR) OPTIONAL RETIREMENT In Line of Duty (Officer/Non-Officer) Compulsory Separation thru TPPD • separation gratuity equivalent to one and one fourth (1 ¼) month’s base and longevity pay of the permanent grade he holds for every year of active service including fractions thereof COMPULSORY RETIREMENT 1) Gratuity equivalent to one (1) year’s salary of his/ her retired grade 2) A lifetime pension equivalent to eighty percent (80%) of his last salary 3) Reimbursement of reasonable expenses for medicines, medical attendance, hospital fees, necessary transportation and subsistence expenses which were incurred during hospitalization 4) Restoration of deducted leave credits. Should such member who has been retired under Total Permanent Physical Disability under this section die within five (5) years from retirement, hi/her surviving spouse and surviving dependents, legitimate, legitimated or adopted children shall be entitled to a pension for the REMAINDER of the five (5) years guaranteed period. The salary hereof shall mean the base and longevity pay. SURVIVOR * survivors shall be entitled to a monthly annuity equivalent to fifty percent (50%) of his/her base and longevity pay based on his/her separation grade to be divided among them in equal shares and with the right of accretion among the surviving heirs
  • 25.   • 26. GROUNDS FOR COMPENSABILITY a. For the injury and resulting disability or death to be compensable, the injury must be the result of an employment accident satisfying any of the following conditions: 1. The BFP personnel must have been injured at the place where his work requires him to be and must have been performing his official functions;
  • 27. GROUNDS FOR COMPENSABILITY 2. If the death or injury is sustained elsewhere, the BFP personnel must have been executing or acting upon a lawful order from his Fire Marshal or from his supervisor, as the case may be;
  • 28. GROUNDS FOR COMPENSABILITY 3. The death occurred or injury sustained by reason of or while in the performance of official duty;
  • 29. GROUNDS FOR COMPENSABILITY b. For the sickness and the resulting disability or death to be compensable, the sickness must be the result of occupational disease or that the risk of contracting the disease is increased by the working conditions as determined by the board.
  • 30. SPECIAL FINANCIAL ASSISTANCE 17.1 The average of six (6) months of base and longevity pay including all allowances and bonuses during the last twelve (12) months immediately preceding the death or permanent incapacity of uniformed personnel. The same benefits shall be computed for those who have served less than twelve (12) months and the payment shall come from the expected salary, allowances and bonuses of the deceased or incapacitated personnel for the next six (6) months after his death or permanent incapacity.
