2. PROJECT OVERVIEW
The UAE GHG Inventory for the Ministry of Energy, is the second
cycle of the annual project, and enables the emissions of the UAE
to be mapped throughout the industries within the country. The
Inventory will provide a breakdown of emissions, in all the different
Emirates.
The key data providers for the UAE GHG Inventory were created
as part of the cycle in 2012, which contributed to this year again.
The data gaps identified from the previous cycle were examined to
improve the completeness of the data set.
The guidelines and reporting formats from the 1996 IPCC
Guidelines were strictly followed to ensure a high quality final report.
The final report will be reviewed by Ministry of Energy to ensure it
complies with all requirements.
CLIENT’S CHALLENGE
The main challenges faced
by the client where Dubai
Carbon was able to provide
support are as follows:

focal points and data
holders. Ministry of Energy
Dubai Carbon have
worked collaboratively to
accumulate the accurate
data, however there are
challenges with regards
to getting feedback from
focal points.
OUTCOME
• Update of the UAE GHG Inventory
Baseline to be used for further
reduction measures, as per the IPCC
1996 Guidelines
• Analysis, which can be used for
policymaking and implementation,
providing support to the Dubai
Supreme Council of Energy
• Update of the database holding
information on the key emitters in the
region
• Raising more awareness and
transferring knowledge on the
issues of climate change and their
contribution to the UAE GHG Inventory
PROJECT APPROACH
The data gathered for the GHG
Inventory was using the network
of contacts that was previously
established through workshops from
the prior inventory assessment. The
data was requested from the key focal
points, and was then taken through an
initial screening. A second assessment
was done to identify the relevant
emitters, and improve accuracy. After
the completion of data gathering
from each of the entities, calculation
were conducted based on the 1996
IPCC Guidelines creating a massive
database where the calculations
were documented on an excel based
system. Upon completion of the
calculation, the data was reviewed for
the generation of the report.
The Ministry of Energy, to ensure
that the report is comprehensive, will
further review the conclusions from the
data analysis.
