PREFACE
The NGA require all gas systems to be code compliant, safe and operated within tolerable levels of
individual and societal risk and maintain the integrity of gas systems throughout the design life of
these systems.
All gas system Owners/Operators must demonstrate that their design, construction, operational and
maintenance philosophy, procedures and safe systems of work, which must include identification of all
hazards that may impact on the system integrity, tolerable individual and societal risk, via appropriate
risk assessment, to include mitigation measures and definition of residual risk associated with the
management of each risk mitigation strategy.
EXEMPTION OF THE STATE FROM LIABILITY
The Owner/Operator bears the sole responsibility for code compliance and the safe design,
construction, operation and maintenance of the system, and shall implement the required procedures,
means and methods’ to ensure that the System integrity is maintained throughout its design life.
Any approvals issued by the State of Israel to the Owner do not impose any liability on the State of
Israel and/or its representatives and will not be used as cause for prosecution or legal action against
the State of Israel and/or its representatives by the Owner or a third party.
In the event that the State of Israel and/or its representatives are to compensate any party due to any
act or negligence by the Owner, the Owner shall indemnify the State, and/or on its representatives,
accordingly. The Owner will bear all legal and other expenses of the State, if any, with respect to such
indemnities.
For the avoidance of any doubt, it is hereby clarified that approvals issued by the State of Israel do
not affect the powers given to the Minister, the Natural Gas Authority and the Safety Officer granted
by law.

Introduction
Horizontal Directional Drilling (HDD) is a trenchless technique for installing underground carbon steel
pipelines and Polyethylene (PE) mains, including utility lines, using a surface-mounted drill rig that
launches and places a drill string at a shallow angle to the surface and has tracking and steering
capabilities.
The NGA has drafted this Document to guide the various Owners, Operators and stakeholders in all
matters related to HDD operations in order to ensure that all gas systems are code compliant,
designed, constructed and operated using good engineering practice and that the integrity of gas
systems throughout the design life of these systems is assured.
As per this NGA Directive, the HDD crossing technique may only be utilized when all other pipeline or
mains crossing design approaches have been exhausted and/or found to be impractical. The HDD
technique shall not be used for general pipeline or mains laying. A specific request detailing the
reasons and constraints requiring the HDD solution shall be submitted for pre-approval by the
Owner/Operator to the NGA for each proposed HDD considered. HDD solution Pre-approval does not
exclude the Owner/Operator making the request from submitting an appropriate design for
subsequent NGA design review.
Scope
This Guidance Document covers all HDD operations undertaken by the various stakeholders in the
Israeli gas market and is an addendum to the NGA Industrial Gas Installation Directive (IGID), NGA
Distribution System Directive (DSD) and the NGA On-Shore Transmission Directive (OTD) and shall
be read in conjunction with their requirements.

Natural Gas System and for the safe conveyance of Natural Gas.
Shall Indicates a mandatory requirement.

alternative method is used then a suitable and sufficient risk
assessment must be completed to show that the alternative
method delivers the same, or better, level of protection.

1. Preliminary Study and Assessment
1.1 The Owner/Operator shall submit the Pre-approval request document detailed above, which
contains the justification for the specific proposed HDD construction under consideration.
1.2 If the NGA Pre-approves the proposed specific HDD solution, a preliminary feasibility study
shall be undertaken by the designer using a qualified geotechnical engineer with the
relevant experience, and prior to the HDD detailed design activities commencing..
1.3 Extensive and thorough surface and subsurface investigations in close vicinity to the
proposed HDD route, including but not limited to, test borings, and an, extensive soil
properties assessment, water table investigation, seismic assessment, local fill debris, etc.
shall be carried out.
1.4 The study shall also address the environmental impacts and issues created by the use of
the proposed drilling fluid.
2. HDD Detailed Design
2.1 The designer shall submit for NGA design review, an appropriate, code compliant, detailed
and approved for construction design submission, for each and every proposed HDD
crossing section under consideration, based on the results of the preliminary feasibility study
and the site specific Geotechnical assessments report.
2.2 The approved detailed design shall contain the detailed HDD route and any existing and
planned underground and aboveground installations and infrastructures to be crossed, and
shall include the required safety distances from the various pipes and cables.
2.3 The designer shall submit for NGA design review, the necessary design calculations in order
to determine the maximum allowable pulling forces, entry and exit angles and any pit
locations, pulling velocity requirements, pipe material and coating requirements, soil
overburden, and applicable HDD pipe radii limitations in order to demonstrate appropriate
code compliance. etc.
2.4 The detailed design shall be approved and appropriately signed-off by the Owner/Operator,
Designer and the international consultant, prior to submission to the NGA for design review.

3. Construction and Installation
3.1 The Owner/Operator shall employ an experienced and properly trained HDD Contractor with
a minimum of one year field experience and having a track experience of minimum 10km of
HDD technique type crossings performed for similar type pipeline or mains material.
3.2 The contractor shall utilize appropriate equipment based on the pipeline or mains diameter,
material, site conditions and soil properties as per the proposed HDD crossing detailed
design.
3.3 The machinery shall perform monitoring and logging of the Pulling Force, Pull Velocity and
Location of the pipe.
3.4 The Owner/Operator and the Contractor shall perform a risk assessment taking into
consideration any construction and other hazards.
3.5 All stages of the proposed HDD crossingoperation shall be witnessed and approved by the
Designer, 2

comments shall be recorded in the appropriate approved report.
4. As-Made Documentation
4.1 The Owner/Operator shall submit detailed As-Made drawings containing the plan layout and
longitudinal/elevation views of the installed HDD crossing signed by all parties.
4.2 The drawings shall contain any weld locations, bends radii, depth of cover, existing and
planned infrastructures etc.
5. Specific NGA Requirements
5.1 PE
5.1.1 HDDs designed using PE pipe shall be PE100 SDR 11.
5.1.2 The allowable HDD depths for PE pipes shall not exceed 7 meters. Any requests
to exceed this depth shall be submitted separately to the NGA with the required
backup documentation and justification approved by the designer, Geotechnical
Engineer and the international consultant.
5.1.3 In all PE HDD sections, the Owner/Operator shall employ a competent,
experienced and NGA qualified Polyethylene Systems Inspector (PSI) which shall
witness all construction and installation stages.
5.1.4 Upon completion of the pipe pulling process, visual inspection of the pipe for
coating/gauging damage shall be performed and recorded in the HDD report.
5.1.5 Warning posts shall be installed upstream and downstream of the HDD section.
5.1.6 The Design factor for unconstrained collapse pressure shall be equal or greater
than 3.

5.2 Carbon Steel
5.2.1 Detailed stress calculations shall be performed for Carbon Steel pipes as per the
NEN 3650; taking into consideration the internal and external forces and moments
plus additional wall thickness to be added for corrosion resistance due to the fact
that an HDD crossing cannot be easily excavated and repaired should an issue
arise in the future.
5.2.2 Carbon Steel HDD sections shall be Polypropylene coated with a minimum
thickness of 4.5mm.
5.2.3 Upon completion of the pipe pulling process, visual inspection of the pipe for
coating/gauging damage shall be performed and recorded in the HDD report.
5.2.4 Drainage tests shall be performed for all CS HDDs prior to the tie-ins.
5.2.5 Warning posts shall be installed upstream and downstream of the HDD section.
