or the ultra-rich, weddings serve as an op-
portunity to align their celebrations with their
substantial net worth. These extravagant af-
fairs often amount to billions of dollars, with many
affluent Indians adopting the philosophy of “if you
have it, flaunt it,” regardless of the strain on foreign
exchange reserves. Whether set against the backdrop
of snow-capped European mountains, enchanting cas-
tles, the allure of
Mexico, Italy’s
charm, Turkey’s
mystique, Dubai’s
opulence, or Bali’s
scenic beauty, the
wealthy and re-
nowned spare no ex-
pense to make their
joyous occasions
truly extravagant.
Take, for instance,
former Indian cricket
captain Virat Kohli
and his actor wife,
who opted for the
picturesque Tuscany
in Italy, undoubtedly
incurring millions in
expenses. However,
alongside the out-
flow of foreign ex-
change, there is a
corresponding in-
flow of dollars. Pri-
yanka Chopra, the
Bollywood actor, se-
lected Jodhpur’s
Umaid Bhawan Palace for her wedding with Nick
Jonas, reserving a reported 70 rooms for an event
spanning several days.
These grand celebrations have spawned entire in-
dustries, from wedding planning to specialized pho-
tographers and bridal jewelry. Despite the economic
boost, Prime Minister Narendra Modi’s sensible
counsel to the ultra-rich to eschew such ostentatious
weddings serves as a sobering reminder. His perspec-
tive is valid; redirecting attention to Indian locations
like Rajasthan, Goa and many others could spur in-
frastructure improvements while keeping the coun-
try’s wealth circulating internally. It is time to ponder
over the PM’s poser on this “new milieu” which has
been “troubling him”.

tant deci-
sions were
taken as out-
come of
COP-27 held last year at
Sharm El-Sheikh, Egypt
after High Level Discus-
sion on climate change, the
main focus was laid on im-
plementation to achieve
desired level of Climate
Action. The entire year has
passed and from 30 No-
vember to 12 December
2023, the world’s top lead-
ership will once again
gather in Dubai to express
concern over climate
change, the threat to the
environment and humani-
ty. This time COP-28 will
be special in many ways,
which will probably have
the highest participation.
Amidst new concerns,
new proposals and new de-
cisions, it is very important
to look at the decisions of
last year and the status of
their implementation. Oth-
erwise this too will once
again become an annual
event like performing ritu-
als. India played vital role
in the decisions taken dur-
ing the last convention and
as a result, through a spe-
cial resolution, it was de-
cided to set up a Loss and
Damage Fund for the loss-
es and destruction caused
by climate change. Its ob-
jective was to compensate
for the damage caused to
the environment and to
provide adequate resources
to prevent future destruc-
tion so that related actions
could be carried out effec-
tively. This proposal was
widely publicized as a
landmark and special
achievement of COP-27.
Apart from this, with
special emphasis on keep-
ing the temperature below
1.5 Celsius, it was envis-
aged in the convention that
considering peak level in
2025, more comprehensive
measures need to be taken
to reduce the carbon inten-
sity of its economy by at
least 45 percent by 2030
compared to 2005 levels.
These targets are set to
avert damage caused by ex-
treme temperatures and
Green House Gas, which
can be prevented as much
as possible through collec-
tive action. Recently, the
entire world has experi-
enced the hottest months of
September and October.
Changes in human lifestyle
along with industrialization
havebeenattributedmainly
to greenhouse gas emis-
sionsforunexpectedwarm-
ing of the atmosphere.
In the last conference,
emphasis was also laid on
fixing accountability of
business and institutions
through another important
decision. Earlier, the gov-
ernment system and the
common people were at the
centre of all discussions. In
this convention, environ-
ment targeted reporting
was also considered equal-
ly important by establish-
ing a comprehensive
framework for controlling
carbon emissions from a
business and institutional
perspective. Behind this,
uncontrolled pollution in
businesses and apparent
ignorance about it were
considered important fac-
tors of climate change.
Considering the adverse
impact of developed coun-
tries on the environment
and in particular on devel-
opingcountrieshasbecome
extremely serious due to
lack of resources. Hence, it
was resolved to provide
better financial support to
developing countries to-
wards prevention of cli-
mate change, adaptation to
it, compensation for dam-
age and destruction and
related environmental tech-
nology development. The
need for It is also empha-
sised as due to lack of ade-
quate resources with devel-
oping countries instead of
reduction in carbon emis-
sions and promote environ-
ment-friendly develop-
ment, they are at increase.
Therefore, to achieve the
target of 1.50 Celsius, it is
the responsibility of the de-
veloped countries to help in
preventing the damage
caused by pollution in the
developing countries at
least through financial help.
The Loss and Damage
Fund, much touted as an
achievement of COP 27,
has been intensely dis-
cussed over the past year.
The transitional committee
formed for this purpose
also held several meetings
but the decision to present
a half-baked, compromise
proposal for COP-28 start-
ing in Dubai on 30 Novem-
ber 23 was taken in the re-
cently held emergency
meeting. This is just an in-
complete proposal like hid-
ing the face, the purpose of
which is probably to show
that steps are being taken
towards implementation. It
is noteworthy that in the
past too, it took years to es-
tablish and operationalise
the Green Climate Fund
under UNFCC and many
objections including re-
tapism were lodged by the
developing countries re-
garding its availability and
accessibility.There is a fear
that it may also meet the
same fate because it is pro-
posed to be established for
the first four years under
the World Bank, which
takes about 17 percent of
the money for hosting and
operation having its basic
function as to provide
loans. . Whereas, the initial
objective of this fund is to
provide grants and assis-
tance.Also,theWorldBank
works within the frame-
work of its established rules
and regulations, in such a
situation, even before the
establishment of the said
fund, serious question
marks have been raised on
its autonomy. However, it
has been proposed to con-
stitute an independent
board for the operation of
the said fund, which will
have 26 representative
members from 12 devel-
oped and 14 developing
countries. Surprisingly, nei-
ther NGOs nor affected so-
cieties like industrial or-
ganisations, international
groups etc. have been given
any place in it, due to which
its comprehensiveness, rel-
evance and functioning is
questioned. Organizations
raising their voice about the
environment fear that the
World Bank may become
its permanent headquarters
and implement it as a new
scheme for its lending. At
the same time, it is also
feared that under the defini-
tion drafted in the proposal,
the benefit of the said fund
will be limited only to those
poor countries which have
to face irreversible and in-
evitable destruction due to
climate change. In this re-
gard, demands are being
raised that separate rules
should be set for this Loss
and Damage fund beyond
the rules and regulations of
the World Bank, a separate
Executive Director should
be appointed and all the de-
veloping countries get ad-
vantage of it. There are
many countries which are
not members of the World
Bank Group and generally
the rules of the Bank de-
prive them of cooperation.
Regarding the use of this
fund, it has been proposed
to extend this rule to all the
developing countries irre-
spective of their member-
ship status.
THE VIEWS EXPRESSED BY
THE AUTHOR ARE PERSONAL
ABOUT THE
COP-28
After the conclusion of COP-
28 i.e. 12 December 2023,
the World Bank will be given
six months time to accept
these conditions, otherwise
the search for some other
country will start as host, that
is, once again the implemen-
tation of Loss and Damage
Fund will be further deferred.
This postponement will cre-
ate unnecessary obstacles
in the path of achieving
the target by 2030.
Initially, a seed amount of
100 billion US dollars was
proposed for the said fund,
which has been changed
and it has been proposed to
reach 400 billion US dollars
mark by 2030. It is silent
about the initial amount.
There is no restriction on the
initial amount. One achieve-
ment among all this is Ameri-
ca’s consent to contribute in
the said fund. Otherwise,
the US initially declined to
join, saying it is under no
obligation to contribute.
Overall, the laxity and un-
necessary delay in imple-
menting the decisions of the
annual conference to ad-
dress climate change also
puts a question mark on its
appropriateness. Implemen-
tation of the decisions taken
earlier should be a priority,
otherwise this convention
will also end with the
same formality and ritual.

PM Narendra Modi slams ruling party of ‘corruption’, ‘Dynastic Politics’
Telangana Elections
First India Bureau
New Delhi
Asserting that the BJP
will bring Telangana out
of the clutches of BRS,
Prime Minister Narendra
Modi on Monday said it
is his party's resolve to
send the corrupt leaders
of the ruling party to jail.
Modi said, the saffron
party considers as its re-
sponsibility to bring Tel-
angana out of the clutch-
es of BRS... whatever the
scams KCR (chief minis-
ter K Chandrasekhar
Rao) was involved in
here would be probed
by the BJP government
(if elected).
He also promised not
to spare those who be-
trayed Telangana's poor
and youth. Our resolve
is to send the corrupt of
BRS to jail. Noting that
he had the opportunity to
interact with many peo-
ple during three days of
campaign in the state, the
PM said Telangana peo-
ple have already resolved
to throw out the govern-
ment of KCR.
Lashing out at the
Congress and BRS, the
veteran BJP leader held
both the parties equally
responsible for 'destroy-
ing' Telangana.

DEAL BETWEEN
CONGRESS AND BRS
New Delhi: Union
Home Minister Amit
Shah on Monday
alleged that there is a deal
between the Congress and
Bharat Rashtra Samithi
(BRS) in Telangana. He
claimed that under the deal,
Congress is supporting K.
Chandrasekhar Rao to be-
come the Telangana Chief
Minister once again and in
return BRS will help Rahul
Gandhi to become the PM.
He, however, said that the
Prime Ministerial post is
not vacant as Narendra
Modi will become the Prime
Minister again in 2024. It's
time to give VRS to BRS
and send their car (BRS
poll symbol) to the garage,
Shah added. Alleging that
Congress, BRS and MIM
are one, he said that voting
for any of them will be a
vote for corruption and fam-
ily rule. The Union Home
Minister also accused the
three parties of indulging in
minority appeasement.
WILL RENAME HYDERABAD AS BHAGYANGAR
IF BJP COMES TO POWER: UNION MIN REDDY
Hyderabad: Union Minister and Telangana BJP
president G Kishan Reddy on Monday said Hyder-
abad would be renamed as 'Bhagyanagar' if his
party comes to power in the state. Reddy said the names
of cities like Madras, Bombay and Calcutta have been
changed. Yes. Definitely, if the BJP government comes
to power, (we) will change the name of Hyderabad. I am
asking who is Hyder? Do we need the name of Hyder? If
BJP comes to power, definitely, (we) will remove Hyder
and change the name as Bhagyanagar, he said.

The BJP on Monday al-
leged a scam in the ten-
dering process for up-
grading sewage treat-
ment plants operated by
the Delhi Jal Board and
demanded that CM
Arvind Kejriwal tender
his resignation immedi-
ately.
BJP national spokes-
person Gaurav Bhatia
claimed the Delhi Jal
Board invited bids for
upgradation of five sew-
age treatment plants
(STPs) in the city and
for upgradation and
augmentation of another
five to increase their ca-
pacity.
While the estimated
cost of the projects was
around Rs 1,500 crore,
they were awarded to
the contractors at an in-
creased rate of Rs 1,938
crore, Bhatia claimed.
“Bids were invited
and tenders were award-
ed only after cartelisa-
tion to ensure that no
honest contractor gets
the project.... This is
worrisome, Arvind Ke-
jriwal you have com-
mitted one more scam,”
he charged.
“Look at Arvind Ke-
jriwal’s mechanism.
The L1 (lowest) bid
was at Rs 392 crore but
the contract was award-
ed at an increased cost
of Rs 408 crore...Prima
facie this is a scam
worth Rs 450-500 crore
in awarding contracts,”
he added.

STRANGE MATHEMATICS OF POLITICS
Even with less than 36% votes some become MLAs

those who score
36 percent marks in nu-

considered passed. But
the mathematics of votes
in politics is completely
different. Here even
those who get less than
36 percent votes become
MLAs.
In RajasthanAssembly
elections 2018, 24 such
candidates were success-
ful in becoming MLAs,
who could not even get
36 percent of the votes. If
the votes received by
these MLAs are com-
pared with the total num-
ber of votes in the assem-
bly constituency, the fig-
ures will appear very
shocking.
Hamir Singh Bhayal,
Jogendra Singh Awana,
Subhash Garg, who won
the last elections, were
such MLAs who could
get only 20 percent of the
total votes in their areas.
Despite this they became
MLAs.
In 2018 elections, CM
Ashok Gehlot, Sachin Pi-

60 percent of the votes.
Among these, Prithviraj

On Raj elections,
Rajendra Rathore
said, “The in-
creased voting percentage
is public opinion against
the govt. The public did
not trust the policies of the
govt and the guarantees
of the CM.” However,
after voting, both BJP and
Congress are claiming
that their government will

Compared to the last As-
sembly elections in the
State, voting was record-
ed to have increased by
0.73 percent. But the
credit for increasing this
voting goes to 117 seats
of the State. The in-
creased voting on these
seats increased the total
figure to 75.45%. This is
the highest figure of
EVM voting till date.
On the other hand,
there were 82 seats where
voting was less as com-
pared to the previous
elections. The seats with
low turnout did not ap-
pear to be in any one par-
ticular area. There were
such seats in every dis-
trict in the state in which
the percentage of voting
was less as compared to
the previous elections.
l 117 seats caused a jump in voting figures l Polarization or
competition among veterans triangular contest on such seats
There were 117
seats where the elec-
toral battle appeared
intense. On these seats, the
contest was either between
the veterans or there was a
triangular or more con-
test between candidates.
Polarization by religion and
caste also increased the
vote percentage. Compared
to the previous election, 9.60
percent increase in voting
was recorded in Baseri. A
triangular conflict appeared
here. At the same time,
the percentage of voting in
Taranagar seat, where there
was competition among the
State’s stalwarts, increased
by 7.65 percent. Apart from
this, 7.01 percent increase
in voting was recorded
in Aspur, 5.79 percent in
Gangapur and 5.54 percent
increase in Dholpur.
VOTING INCREASED ON
SEATS WHEREVER
CONFLICT WAS SEEN
Low turnout has been recorded in the state only
on those seats where head-to-head competition is
visible or the picture of victory or defeat on the seat
is also clearly visible. Voters showed less interest in voting
on such seats. Compared to the last election, 7.15 percent
less voting was recorded in Phalodi. With this, 6.10 percent
less voting was recorded in Hindon, 4.79 in Jaisalmer, 4.21
in Dausa and 4.11 percent in Shergarh.

Afeministphilosopher’s
journey back to Barbie
s a mama try-
ing to raise a
daughter free
from the gen-
dered stereo-
types of my own child-
hood, I steered her clear
of Barbie dolls.
I felt compelled to
nudge my now 11-year-
old away from the Mattel
mainstay for the same
reasons I tried to avoid the
shallow frivolity of all
those Disney princesses
waiting around to be res-
cued. True, I’d enjoyed
plenty of afternoons with
these dolls of anatomi-
cally impossible propor-
tions myself as a kid
growing up in the 1980s
– jamming those long
spindly limbs into impos-
sibly tiny outfits, scissor-
ing them on mattresses
fashioned from my moth-
er’s maxi pads, staging
epic domestic dramas.
But by the time I was a
teenager in the 1990s, I’d
discovered feminism.
I’d later grow up to be-
come a professor of femi-
nist philosophy and the
author of a book on femi-
nism for the general pub-
lic. Barbie’s hyperbolic
blond femininity came to
represent everything
wrong with patriarchal
beauty standards. My per-
spective began to change
when snippets of the
“Barbie” movie trailer
started insinuating them-
selves into my online
feeds. Hot pink hot flash-
es of nostalgia merged
with the realization that
Barbie looks to be rein-
venting herself once
again.
I think Barbie has long
functioned as a proxy
onto which cultural aspi-
rations and anxieties
about womanhood are
projected.
The toy first hit the
market in 1959. To earlier
generations, as the first
doll to encourage girls to
aspire to anything other
than motherhood, Barbie
might have stood for the
unapologetic ambitious-
ness of the independent
career woman. But when
it was my generation’s
time to play with her,
she’d long since been
drained of anything so
progressive.
Instead, there was the
relentless whiteness of
her ideal of beauty. The
class-obliviousness of her
McMansion Dream-
house. Her protestations
that “Math class is
tough,” driving home
the message that
STEM is for boys
and that girls should
be more concerned
with being
pret-
ty than
b e i n g
smart, or happy, or
ambitious or inter-
esting.
All this made Barbie
an extremely con-
venient whipping
girl for legitimate
frustrations about the
unfair expectations foist-
ed onto women by a pa-
triarchal society. Like
many feminists, I came to
believe that being taken
seriously as a woman
meant rejecting pretty
much everything that
Barbie stood for.
My ambivalence to-
ward the kind of con-
ventional femininity
of which Barbie
was the apotheosis
came to feel like a
central compo-
nent of my iden-
tity. Sure, I
might’ve felt na-
ked if I’d left the
house without
w e a r i n g
makeup and
uncomfort-
ably re-
strictive
clothing.
But I felt
consist-
e n t l y
g u i l t y
about the
time and
energy I
let myself
dump into such friv-
olous pursuits, and I
made sure to hide as
much of it as I could
from my growing
daughter.
If I was going to in-
dulge in superficialities
that felt completely at
odds with my ideological
commitments, at least I
was going to protect her
from internalizing the
conviction that she need-
ed to do the same.
No daughter of mine
was going have her self-
worth tied to the belief
that she needs to be sexu-
ally appealing to men. So:
no Barbies.
Then the hype sur-
rounding the movie strut-
ted those perfectly arched
plastic feet back into my
consciousness, and I
found myself reconsider-
ing my long-standing
aversion to Barbie’s per-
formance of femininity.
Why, I wondered, did she
bring out such mean-girl
energy in me? Femme-
phobia refers to the dis-
like of, or hostility to-
ward, people or qualities
that are stereotypically
feminine. It arises against
a cultural backdrop in
which femininity is con-
sistently less valued than
masculinity, and in which
the traits associated with
masculinity – rationality
and independence – are
considered to be normal
or ideal for all people.
Today’smainstreamvis-
ibility of trans women has
played an important role in
advancingtheculturalcon-
versationabouttherespect-
ability of femininity. Some
anti-trans critics accuse the
unapologetic femininity of
trans women of entrench-
ing retrograde stereotypes.
Their femmephobia seems
to prevent them from real-
izing that the objects of
their scorn could be cele-
brating femininity, not
denigrating it.

erry Christmas,
what is generally
seen as a jolly
wish has taken a turn in In-
dian cinema to come out as
the most anticipated thriller
film as the year ends.
Radhika Apte, who is slated to make a cam-
eo appearance in the movie, recently shared
some insights into her experience. She dis-
closed that she shot for just one scene in the
movie, which was driven primarily by her
strong bond with director Sriram Raghavan.
Radhika expressed her loyalty to Sriram, stat-
ing, “I’ll always be a part of Sriram’s films even
if it’s for a scene.”
Having previously collaborated on films like
Badlapur and Andhadhun, Radhika elaborated
on her experience shooting for Merry Christ-
mas, describing it as a delightful two-night af-
fair. In the same conversation, Radhika Apte
didn’t hold back her admiration for the lead star
Vijay Sethupathi. She mentioned that she had
seen Vikram Vedha and Merry Christmas and
was eager to explore more of his work. Ra-
dhika went on to compliment him, stating, “But
I think he’s fantastic. He’s so good. What a per-
sonality onscreen! He’s a lovely man.”
M
yushmann Khurrana, one of the most suc-
cessful actors in Bollywood, has been able to
carve a niche for himself in the film industry
as he picks films that talk about societal is-
sues. Apart from that, the Andhadhun actor is also a big
fan of cricket as was evident in the World Cup. Re-
cently in a statement,Ayushmann Khurrana spoke about
cricket and said that he wants to do a film on cricket as
per his bucket list. He said, “Doing a film on cricket is
a part of my bucket list and I hope it gets fulfilled soon!
I think my cricket skills will come in real handy when-
ever such a film happens.”
This news comes amid rumours of him doing a bi-
opic on former cricket Saurav Ganguly. Earlier, the
Dream Girl actor revealed that he has played under-19
cricket on a district level. “I’m not just a big fan of
cricket, as not many know this, but I actually played
under-19 district-level cricket!”, he said. The actor was
glued to every match and expressed his feelings for In-
dia’s matches during the recent World Cup.

Adding to that, he men-

He loved you both. I

To this, Rani respond-

These extravagant af- fairs often amount to billions of dollars, with many affluent Indians adopting the philosophy of “if you have it, flaunt it,” regardless of the strain on foreign exchange reserves. Whether set against the backdrop of snow-capped European mountains, enchanting cas- tles, the allure of Mexico, Italy’s charm, Turkey’s mystique, Dubai’s opulence, or Bali’s scenic beauty, the wealthy and re- nowned spare no ex- pense to make their joyous occasions truly extravagant. Take, for instance, former Indian cricket captain Virat Kohli and his actor wife, who opted for the picturesque Tuscany in Italy, undoubtedly incurring millions in expenses. However, alongside the out- flow of foreign ex- change, there is a corresponding in- flow of dollars. Pri- yanka Chopra, the Bollywood actor, se- lected Jodhpur’s Umaid Bhawan Palace for her wedding with Nick Jonas, reserving a reported 70 rooms for an event spanning several days. These grand celebrations have spawned entire in- dustries, from wedding planning to specialized pho- tographers and bridal jewelry. Despite the economic boost, Prime Minister Narendra Modi’s sensible counsel to the ultra-rich to eschew such ostentatious weddings serves as a sobering reminder. His perspec- tive is valid; redirecting attention to Indian locations like Rajasthan, Goa and many others could spur in- frastructure improvements while keeping the coun- try’s wealth circulating internally. It is time to ponder over the PM’s poser on this “new milieu” which has been “troubling him”. The entire year has passed and from 30 No- vember to 12 December 2023, the world’s top lead- ership will once again gather in Dubai to express concern over climate change, the threat to the environment and humani- ty. This time COP-28 will be special in many ways, which will probably have the highest participation. Amidst new concerns, new proposals and new de- cisions, it is very important to look at the decisions of last year and the status of their implementation. Oth- erwise this too will once again become an annual event like performing ritu- als. India played vital role in the decisions taken dur- ing the last convention and as a result, through a spe- cial resolution, it was de- cided to set up a Loss and Damage Fund for the loss- es and destruction caused by climate change. Its ob- jective was to compensate for the damage caused to the environment and to provide adequate resources to prevent future destruc- tion so that related actions could be carried out effec- tively. This proposal was widely publicized as a landmark and special achievement of COP-27. Apart from this, with special emphasis on keep- ing the temperature below 1.5 Celsius, it was envis- aged in the convention that considering peak level in 2025, more comprehensive measures need to be taken to reduce the carbon inten- sity of its economy by at least 45 percent by 2030 compared to 2005 levels. These targets are set to avert damage caused by ex- treme temperatures and Green House Gas, which can be prevented as much as possible through collec- tive action. Recently, the entire world has experi- enced the hottest months of September and October. Changes in human lifestyle along with industrialization havebeenattributedmainly to greenhouse gas emis- sionsforunexpectedwarm- ing of the atmosphere. In the last conference, emphasis was also laid on fixing accountability of business and institutions through another important decision. Earlier, the gov- ernment system and the common people were at the centre of all discussions. In this convention, environ- ment targeted reporting was also considered equal- ly important by establish- ing a comprehensive framework for controlling carbon emissions from a business and institutional perspective. Behind this, uncontrolled pollution in businesses and apparent ignorance about it were considered important fac- tors of climate change. Considering the adverse impact of developed coun- tries on the environment and in particular on devel- opingcountrieshasbecome extremely serious due to lack of resources. Hence, it was resolved to provide better financial support to developing countries to- wards prevention of cli- mate change, adaptation to it, compensation for dam- age and destruction and related environmental tech- nology development. The need for It is also empha- sised as due to lack of ade- quate resources with devel- oping countries instead of reduction in carbon emis- sions and promote environ- ment-friendly develop- ment, they are at increase. Therefore, to achieve the target of 1.50 Celsius, it is the responsibility of the de- veloped countries to help in preventing the damage caused by pollution in the developing countries at least through financial help. The Loss and Damage Fund, much touted as an achievement of COP 27, has been intensely dis- cussed over the past year. The transitional committee formed for this purpose also held several meetings but the decision to present a half-baked, compromise proposal for COP-28 start- ing in Dubai on 30 Novem- ber 23 was taken in the re- cently held emergency meeting. This is just an in- complete proposal like hid- ing the face, the purpose of which is probably to show that steps are being taken towards implementation. It is noteworthy that in the past too, it took years to es- tablish and operationalise the Green Climate Fund under UNFCC and many objections including re- tapism were lodged by the developing countries re- garding its availability and accessibility. There is a fear that it may also meet the same fate because it is pro- posed to be established for the first four years under the World Bank, which takes about 17 percent of the money for hosting and operation having its basic function as to provide loans. . Whereas, the initial objective of this fund is to provide grants and assis- tance. Also, theWorldBank works within the frame- work of its established rules and regulations, in such a situation, even before the establishment of the said fund, serious question marks have been raised on its autonomy. However, it has been proposed to con- stitute an independent board for the operation of the said fund, which will have 26 representative members from 12 devel- oped and 14 developing countries. Surprisingly, nei- ther NGOs nor affected so- cieties like industrial or- ganisations, international groups etc. have been given any place in it, due to which its comprehensiveness, rel- evance and functioning is questioned. Organizations raising their voice about the environment fear that the World Bank may become its permanent headquarters and implement it as a new scheme for its lending. At the same time, it is also feared that under the defini- tion drafted in the proposal, the benefit of the said fund will be limited only to those poor countries which have to face irreversible and in- evitable destruction due to climate change. In this re- gard, demands are being raised that separate rules should be set for this Loss and Damage fund beyond the rules and regulations of the World Bank, a separate Executive Director should be appointed and all the de- veloping countries get ad- vantage of it. There are many countries which are not members of the World Bank Group and generally the rules of the Bank de- prive them of cooperation. Regarding the use of this fund, it has been proposed to extend this rule to all the developing countries irre- spective of their member- ship status. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL ABOUT THE COP-28 After the conclusion of COP- 28 i.e. 12 December 2023, the World Bank will be given six months time to accept these conditions, otherwise the search for some other country will start as host, that is, once again the implemen- tation of Loss and Damage Fund will be further deferred. This postponement will cre- ate unnecessary obstacles in the path of achieving the target by 2030. Initially, a seed amount of 100 billion US dollars was proposed for the said fund, which has been changed and it has been proposed to reach 400 billion US dollars mark by 2030. It is silent about the initial amount. There is no restriction on the initial amount. One achieve- ment among all this is Ameri- ca’s consent to contribute in the said fund. Otherwise, the US initially declined to join, saying it is under no obligation to contribute. Overall, the laxity and un- necessary delay in imple- menting the decisions of the annual conference to ad- dress climate change also puts a question mark on its appropriateness. Implemen- tation of the decisions taken earlier should be a priority, otherwise this convention will also end with the same formality and ritual. STRANGE MATHEMATICS OF POLITICS Even with less than 36% votes some become MLAs Pankaj Soni Jaipur n the examina- tions, only those who score 36 percent marks in nu- merical mathematics are considered passed. I felt compelled to nudge my now 11-year- old away from the Mattel mainstay for the same reasons I tried to avoid the shallow frivolity of all those Disney princesses waiting around to be res- cued. True, I’d enjoyed plenty of afternoons with these dolls of anatomi- cally impossible propor- tions myself as a kid growing up in the 1980s – jamming those long spindly limbs into impos- sibly tiny outfits, scissor- ing them on mattresses fashioned from my moth- er’s maxi pads, staging epic domestic dramas. But by the time I was a teenager in the 1990s, I’d discovered feminism. I’d later grow up to be- come a professor of femi- nist philosophy and the author of a book on femi- nism for the general pub- lic. Barbie’s hyperbolic blond femininity came to represent everything wrong with patriarchal beauty standards. My per- spective began to change when snippets of the “Barbie” movie trailer started insinuating them- selves into my online feeds. Hot pink hot flash- es of nostalgia merged with the realization that Barbie looks to be rein- venting herself once again. I think Barbie has long functioned as a proxy onto which cultural aspi- rations and anxieties about womanhood are projected. The toy first hit the market in 1959. To earlier generations, as the first doll to encourage girls to aspire to anything other than motherhood, Barbie might have stood for the unapologetic ambitious- ness of the independent career woman. But when it was my generation’s time to play with her, she’d long since been drained of anything so progressive. Instead, there was the relentless whiteness of her ideal of beauty. The class-obliviousness of her McMansion Dream- house. Her protestations that “Math class is tough,” driving home the message that STEM is for boys and that girls should be more concerned with being pret- ty than b e i n g smart, or happy, or ambitious or inter- esting. All this made Barbie an extremely con- venient whipping girl for legitimate frustrations about the unfair expectations foist- ed onto women by a pa- triarchal society. Like many feminists, I came to believe that being taken seriously as a woman meant rejecting pretty much everything that Barbie stood for. My ambivalence to- ward the kind of con- ventional femininity of which Barbie was the apotheosis came to feel like a central compo- nent of my iden- tity. Sure, I might’ve felt na- ked if I’d left the house without w e a r i n g makeup and uncomfort- ably re- strictive clothing. But I felt consist- e n t l y g u i l t y about the time and energy I let myself dump into such friv- olous pursuits, and I made sure to hide as much of it as I could from my growing daughter. If I was going to in- dulge in superficialities that felt completely at odds with my ideological commitments, at least I was going to protect her from internalizing the conviction that she need- ed to do the same. No daughter of mine was going have her self- worth tied to the belief that she needs to be sexu- ally appealing to men. So: no Barbies. Then the hype sur- rounding the movie strut- ted those perfectly arched plastic feet back into my consciousness, and I found myself reconsider- ing my long-standing aversion to Barbie’s per- formance of femininity. Why, I wondered, did she bring out such mean-girl energy in me? Femme- phobia refers to the dis- like of, or hostility to- ward, people or qualities that are stereotypically feminine. It arises against a cultural backdrop in which femininity is con- sistently less valued than masculinity, and in which the traits associated with masculinity – rationality and independence – are considered to be normal or ideal for all people. Today’smainstreamvis- ibility of trans women has played an important role in advancingtheculturalcon- versationabouttherespect- ability of femininity. Some anti-trans critics accuse the unapologetic femininity of trans women of entrench- ing retrograde stereotypes. Their femmephobia seems to prevent them from real- izing that the objects of their scorn could be cele- brating femininity, not denigrating it.
