Major blaze in east
Delhi cloth market
New Delhi: A major fire broke out at Gandhi Na-
gar Market in east delhi on Wednesday evening.
Officials said 35 fire tenders and 150 fire fighters
were trying to control the blaze. No casualties
have been reported so far. The fire started in a
shop in the Nehru lane where mainly garments
and hosiery outlets are located. The operation was
impeded by narrows lanes and the absence of a
water source nearby
.

for population control
“equally applicable to
all”, and cited “religion-
based imbalance” and
“forced conversions” to
raise the spectre of the
country breaking apart.

New Delhi: Highlight-
ing that the right to
have adequate and suit-
able treatment was part
of the fundamental
right enshrined in Arti-
cle 21 of the Constitu-
tion, the Delhi High
Court has ordered the
authorities at both RML
Hospital and Tihar Jail
to shift Kashmiri sepa-
ratist leader Altaf Ah-
mad Shah, arrested in a
terror funding case in
2018, to All India Insti-
tute of Medical Scienc-
es, Delhi, for treatment
of his renal cancer.
The Single-Judge
Bench of Justice Su-
dhir Kumar Jain ob-
served that the medical
record of Shah re-
vealed that he was suf-
fering from various ail-
ments, which included,
as per his daughter,
renal cancer.
The High Court noted
that without going into
the merits of the case,
considering the totality
of the circumstances
and in the interest of
justice, the petitioner is
directed to be shifted to
AIIMS, Delhi for appro-
priate treatment under
the judicial custody and
direct supervision of
the concerned Jail Su-
perintendent and after
following all necessary
security measures.
The family of Altaf
Shah, who is the son-in-
law of late Hurriyat
leader Syed Ali Shah
Geelani, alleged on
Tuesday that despite
the High Court order,
Shah was yet to be shift-
ed to the hospital.
His daughter Ruwa
Shah posted an update
on social media on
Tuesday, alleging that
even after 27 hours of
the High Court order,
her father, who was al-
ready on ventilator, was
“not being moved” from
RML. Since RML could
not treat him for can-
cer, losing every mo-
ment for someone on
life support was cru-
cial, she added.
The National Investi-
gation Agency (NIA)
had filed a charge sheet
in 2017, accusing vari-
ous separatist leaders
in the valley of acting
in connivance with mil-
itants for raising, re-
ceiving and collecting
funds domestically as
well as abroad through
various illegal channels
for ‘funding’ separatist
and terrorist activities
in Jammu and Kashmir.
The accused were
charged under various
offences of the Indian
Penal Code and the Un-
lawful Activities (Pre-
vention) Act, 1967.
The High Court on
Monday had permitted
either the son or daugh-
ter of Shah to meet him
once in a day for one
hour in the hospital,
subject to proper verifi-
cation and as per the
rules and regulations
of AIIMS.

Senior Advocate Tri-
deep Pais apprised the
High Court that the
charge sheet has al-
ready been filed in the
case and trial is pend-
ing before a special
NIA court.

bystander apathy states
that individuals are less
likely to offer help to a
victim when there are
otherpeoplepresent.Be-
cause there are other
observers, individuals
do not feel as much pres-
sure to take action. The
responsibility to act is
thought to be shared
among all of those pre-
sent,” Sharma told PTI.
“When other observ-
ers fail to react, indi-
viduals often take this
as a signal that a re-
sponse is not needed or
not appropriate.”
During such mo-
ments, he added, people
often look to others in
the group to determine
what is appropriate.
“When they see no one
else is reacting, it sends
a signal that perhaps no
action is needed.”

Ghaziabad: Four peo-
ple were killed and two
seriously injured in a
LPG cylinder blast here
in Nithaura village on
Wednesday. The inci-
dent occurred in Babul
Garden colony under
Loni Police Station, of-
ficials said.
The impact of the
blast was so intense
that the 2-storey build-
ing in which the inci-
dent occured, collpased,
killing 10-month-old
Inayat, Saniya (15),
Shabnoor (21) and Ru-
kaiya (24).
“At 10 o'clock an inti-
mation was received
that a cooking gas cyl-
inder had exploded in
Loni and a building col-
lapsed with many peo-
ple buried in it. Imme-
diately, cops reached
the spot and rescue
work was started. Six
people were rescued, of
which four died and
two people are gravely
injured,” police said.

New Delhi (PTI): The
Delhi Commission for
Women has issued a no-
tice to the divisional
commissioner of the
Delhi government seek-
ing action against those
SDMs who have not
been implementing
rules to regulate the
sale of acid. The Su-
preme Court had given
several directions to the
Centre as well as state
governments to regu-
late the sale of acid to
prevent acid attacks in
the country
.
To regulate the sale
of acid, the Delhi gov-
ernment had passed an
order which empow-
ered area Sub-Division-
al Magistrate to impose
penalty of up to Rs
50,000 for violations.
However, it is ex-
tremely unfortunate
that acid continues to be
sold openly in the capi-
tal. In order to ascertain
the status of implemen-
tation of the order in
Delhi, notices were is-
sued by the DCW in Au-
gust to all District Mag-
istrates seeking specific
information regarding
acid sale in their dis-
trict, the panel said.

sought regarding the
number of inspections
conducted by the SDMs,
number of penalties
imposed along with the
amount collected, the
panel said.

86-year-old woman was
allegedly stabbed to
death by her ex-driver
who had entered her
house in outer Delhi’s
Rani Bagh area for rob-
bing it, police said on

son, even as they gave
nod to dismantle three
remaining Covid care
centres in the city and
vacate the land.

situation in the nation-

doses, it was found that

said there is a need for
a continued and strict
vigil. This will be a crit-
ical period as people
may ignore COVID-ap-
propriate behaviour

create a mass aware-

to follow the same, he
said, according to the

New Delhi: Over 90 per cent of the COVID-19
samples genome-sequenced in Delhi in July and
August were detected with the BA.2 variant of the
virus, according to official data. Total 1,271 sam-
ples were sequenced in July and 1,133 of those
were detected with the BA.2 variant. No sample
was detected with the BA.4 variant, while 138 were
detected with the BA.5 variant of the virus, the data
showed. In August, 2,064 samples were analysed
and 1,865 per cent of those were detected with the
BA.2 variant, while 199 had the BA.5 variant, ac-
cording to the minutes of the September 22 DDMA
meeting issued by Special CEO Sushil Singh. The
capital saw a surge in the number of Covid cases
in August, with experts attributing it to people
dropping their guard and not following Covid-
appropriate behaviour. Over the last few weeks, the
number of daily cases has fallen below 100. Delhi
on Wednesday reported 96 fresh Covid cases with

In its meeting held
last month, the Delhi
Disaster Management
Authority (DDMA) had
emphasised not lowering
guard against COVID-19
in view of the upcom-
ing festivals even as it
decided to do away with
wearing face masks after
September 30.
According to the min-
utes of the meeting held
on September 22, and ac-
cessed by PTI, a notifica-
tion revoking the Rs 500
fine on not wearing masks
is expected to be issued
by the health department
on Wednesday. The deci-
sion to revoke the mask
mandate was anything but
unanimous and differ-
ences abound, as per the
minutes of the meeting
issued by Sushil Singh,
special CEO, disaster
management.
Chief Secretary of Delhi
Naresh Kumar had in the
meeting said the current
situation was comfort-
able but the guard against
coronavirus could not be
lowered as the variants
keep coming up.
The health ministry
has advised caution in
view of multiple festivals
-- from September 26 to
December 31 and likely
mass gatherings across
the country.
Niti Aayog member Dr
VK Paul had in the meet-
ing emphasised that sur-
veillance was still needed
as the virus is still present
and its mutations and
variants have emerged
from time to time.
Dr Rajendra Singh,
member NDMA, came
up with a suggestion that
wearing of masks be con-
tinued up to November
15 in view of the coming
festivals. The Delhi Police
Commissioner sought
clarity and complete set
of instructions on the
enforcement of mask
mandate.

again failed to honour
the Delhi High Court
order directing it to pay
a Rs 4,500 crore arbitral
award to the Reliance

within four weeks.
In the last six months,
this is the third con-
tempt of the High Court
order by DMRC.
The Delhi High Court,
in its last order dated
September 6, 2022, had
directed DMRC to pay

Arbitral Award of Rs
4,500 crore due to
DAMEPL in four weeks’
time i.e. by 4 October,
yet it failed to comply
with the order of the
court as it did not make
any payment to DAME-

4 suffocate to death inside

of suffocation after in-
haling toxic gases while
cleaning the under-
ground sewer of a
Faridabad hospital on
Wednesday afternoon,
police said.
Rohit, his brother
Ravi, Vishal and Ravi
Goldar, residents of
Sanjay Camp in Delhi’s
Dakshinpuri, had come
to the QRG Hospital in
Faridabad Sector 16 for
sewer cleaning through
an agency named San-
tosh Allied Service,
they said.
“Thefourhadentered
the manhole without
any safety equipment to
clean. During this, they
suffocated after inhal-
ing poisonous gases and
fell unconscious. When
they cried for help, their
colleagues and hospital
staff reached the spot.
All four were taken out
and admitted to the hos-
pital,” ACP, Central,
Mohinder Verma said.
“Soon after, the doc-
tors declared all four
dead. We are investigat-
ing the matter,” he add-
ed. The police have kept
the bodies at the mortu-
ary of Badshah Khan
Hospital. Their families
have been informed, the
official said.
The police said the
victims used to come to
the hospital every
month for work.
Distancing itself
from the entire episode,
the hospital manage-
ment said the agency
engagedforsewerclean-
ing services was respon-
sible for the incident.

opposition unity. The Congress
and Trinamool Congress could

The opposition has flagged
the issue as a threat to feder-
alism and interference in
their domain. After the gov-
ernment drummed up the is-
sue in view of deteriorating
economies of some states, the
matter reached the Supreme
Court. On August 3, the Su-
preme Court asked the Cen-
tre, Niti Aayog, the Finance
Commission and the Reserve
Bank of India to come up
with “constructive sugges-
tions” on the “serious” issue.
On August 10 the apex
court suggested that it will
form a committee to tackle
the issue. The Election Com-
mission welcomed the sug-
gestion but said that it will
not be a part of the committee
as it was a “constitutional au-
thority”. In a sudden U-turn
the Election Commission has
asked political parties about
how they will finance their
poll promises, how much ex-
penditure will be incurred
and who will be the benefi-
ciary

mates. To incorporate the de-
tailed information the EC
proposes to change the Model
Code of Conduct to get rid of
hollow poll promises.
The DMK, Shiv Sena and
Congress have challenged

it an assault on the directive
principles of state policies
and argued that the EC’s role
was limited to conducting
free and fair elections.
The EC move will cripple a
political party’s freedom to
make promises and leave
them hugely disadvantaged.

BUT BOWLING WORRIES DEEPEN
ndia ended their prepara-
tions for the upcoming T20
World Cup by winning the
series against South Africa
2-1. But the loss in the final
match has left more ques-
tions unanswered than Team
India would have liked. The
balance of the squad is a huge
problem still and despite nu-
merous changes and combi-
nations, Indian bowling re-
mains a major worry. India
had clinched the series with
an emphatic victory in the
second match but their hopes
of ending on a high and scor-
ingacleansweepweredashed
as the Proteas won by 49 runs
in the last game.
Before the Asia Cup, it was
felt that Indian bowling was
more or less settled and the
batters needed to get back in
form. The aggressive batting
approach adopted after the
loss in the last year’s World
Cup turned around fortunes
of some of the struggling
batsmen in the team. But it’s
the flop show by the bowlers
that has been instrumental
in some of the recent losses.
The shock exit from the Asia
Cup where India lost to Paki-
stan and Sri Lanka in crunch
games, was also the result of
poor bowling which failed to
defend substantial totals.
It was felt that Bumrah and
Harshal Patel’s inclusion in
the playing 11 after the Asia
Cup would infuse a much-
needed boost to the bowling
department, but that has not
materialized as the series
against the Aussies and the
Proteas have shown. The two
games that Bumrah did play,
he returned with figures of 23
for 1 and 50 for none. Thereaf-
ter his back injury flared up
again, forcing him to bow out
of the World Cup team.
It was another pathetic
show by the bowlers in the
final game against the Pro-
teas as India was set a stiff
target of 228. Barring Ash-
win, none of the bowlers
could restrict the African
batters and all pacers had an
economy rate of over 11.
Quinton De Kock and Rilee
Rossouw carted the Indian
bowlers all over the park. Ri-
lee, especially, was magnifi-
cent as he hit a century in
just 48 balls. It wasn’t just
them but David Miller too
joined in the fun as he hit 3
sixes of Deepak Chahar in
the final over to end the in-
nings with an imposing total.
India had rested Rahul and
Kohli for the game which
meant the batting was slight-
ly thin and there was a long-
ish tail. Dinesh Karthik was
promoted to number 4 ahead
of Suyakumar Yadav after
India were down 2 wickets
early in the powerplay
. While
India did maintain a steady
run rate, they lost too many
wickets too quickly. Eventu-
ally Karthik was the highest
scorer with 46 runs which
included 4 fours and 4 sixes.
India was down to 120 for 8
but some lower order resist-
ance saw them reach 178.
Eventually, they were bun-
dled out with 9 balls remain-
ing, losing by 49 runs.
Suryakumar was awarded
the Man of the Series for his 2
brilliant fifties. Currently

World Cup as they will get
time to prepare for the condi-
tions better. While Jadeja’s
absence has been well-filled
by Axar Patel, India would
hope that the same happens
quickly with the vacant spot
left by Bumrah. The mis-
match between the batting
and bowling departments
has meant that every single
time India bats, they have to
score heavily as a cushion for
their bowlers, which is near-
ly impossible.
Significantly, Team India
has played most of its T20
games this year without
Bumrah who is so special
that nobody even comes close
to him. In the absence of
‘Boom Boom’, one hopes the
World Cup will inspire other
bowlers to step up and per-
form with greater purpose
and responsibility. Despite

Election Commission
of India (ECI) on Tues-
day wrote to the politi-
cal parties for provid-
ing authentic informa-
tion to the voters to as-
sess the financial via-
bility of their election
promises.
“It cannot overlook
inadequate disclosures
on election promises
and consequential un-
desirable impact on fi-
nancial sustainability
as empty Election
promises so made have
far-reaching ramifica-
tions,” said ECI. ECI
prescribes a standard-
ized disclosure profor-
ma, facilitating compa-
rability, with minute
details broadly captur-
ing standard parame-
ters as used by FC, RBI,
FRBM, CAG and in
Budgets. Election Com-
mission aimed to in-
form voters about the
financial feasibility of
election promises in the
manifesto and also
whether sustainable
within the financial
space of the State/Un-
ion. While the existing
guidelines under MCC
require the political
parties and candidates
to explain the rationale
for promises made
therein as well as the
possible ways and
means to finance such
promises, the ECI has
observed that the decla-
rations are quite rou-
tine, ambiguous and do
not provide adequate
information to voters to
exercise informed
choice in an election.

New Delhi: The SC has asked West Bengal, UP and several
other states to file responses on issues relating to the
implementation of Real Estate (Regulation and Development)
Act within four weeks or their principal secretaries in charge
of housing departments would have to make personal
appearances before it. A bench of Justices DY Chandrachud
and Hima Kohli said that if the state governments failed to
file their responses their principal secretaries have to appear
before the court and explain as to why they should not be
proceeded with under the coercive arm of the law.
New Delhi: The SC has said that granting compassionate
employment is intended to enable the family to tide over
the sudden crisis by providing a source of livelihood and
should not be considered as a right. The apex court’s remark
came while setting aside a Bombay HC order which directed
to appoint the respondent woman, who was married and
youngest daughter of the deceased, on compassionate
ground in the Water Resources Department in Maha. The top
court observed that the respondent woman cannot be said to
be dependent on the deceased employee, i.e., her mother.

RICE AND TRADERS CAN SHIP THE COMMODITY
New Delhi: The commerce ministry clarified that there is no export
ban on rice and traders can ship the commodity after paying 20 per
cent duty. On September 8, the government banned exports of broken
rice. In a trade notice, the directorate gen-
eral of foreign trade said it has received
representations regarding rice (5% and
25% broken) where irrevocable letter of
credit has been issued before September
8 is also being stopped at the ports. “It is
clarified in respect of normal rice that rice
(5% and 25%) is already exempted as it is not broken rice but normal
rice with permissible limits of broken rice as per standards. However,
it will carry 20% duty,” it said. —PTI

volumes will grow a lack-
luster 1% next year as cri-
ses and challenges weigh
on markets, including high
energy prices, rising inter-

about Chinese manufactur-
ing output amid the linger-
ing COVID-19 pandemic.
The Geneva-based trade
body said Wednesday that
the amount of goods
shipped between countries
are expected to rise 3.5%
this year, up from the 3%
that WTO anticipated in its
first forecast for the year in
April. In 2023, the predic-
tion is for such trade vol-
umes to grow just 1%,
down from the 3.4% expect-
ed previously. “The risks
are certainly to the down-
side” next year, WTO Di-
rector-General Ngozi
Okonjo-Iweala told report-
ers at its headquarters.
This year, the higher pre-
dicted increase in trade
volumes stems from better
data that arrived in the
middle of the year, contrib-
uting to a clearer forecast,
and a boom in trade vol-
umes from oil- and gas-pro-
ducing countries in the
Middle East as supplies
from Russia were shunned
and consuming countries
sought alternative sources,
WTO economists say

The WTO laid out sev-
eral factors weighing on

New Delhi (PTI): India’s
sugar exports rose 57% to
109.8 lakh tonnes during
2021-22 marketing year end-
ed September, resulting in
foreign currency inflow
worth about Rs 40,000 crore
into the country, the gov-
ernment on Wednesday
said.
Sugarcane arrears to
farmers stood at only Rs
6,000 crore at the end of
2021-22 marketing year (Oc-
tober-September) as mills
have already paid Rs 1.12
lakh crore to farmers out to
total payable amount of Rs
1.18 lakh crore.
In 2021-22 marketing
year, the food ministry said
that “India has emerged as
the world’s largest produc-
er and consumer of sugar
as well as the world’s 2nd
largest exporter of sugar”.
A record of more than
5,000 lakh tonnes sugar-
cane was produced in the
country during 2021-22, out
of which about 3,574 lakh
tonnes were crushed by
sugar mills to produce
about 394 lakh tones of
sugar (sucrose).
FTA with India won’t

“We want something
comprehensive, but it has

tries,” said Badenoch.

That was quite a long dead-
line, so it’s not arbitrary, it
wasn’t set last week. But
doing a trade deal is not a
simple and easy thing. So,
what we want to do is some-
thing that lifts both coun-
tries. It may not be every-
thing the services sector
wants, we may not get eve-
rything, we are not doing a
unilateral, free-for-all
deal,” she said.

commercial
borrowings rise
by 4.6% in Aug
Mumbai (PTI): India Inc’s
foreign commercial bor-
rowings in August this
year rose by nearly 4.6% to
$2.98 billion, according to
the RBI data.
In August 2021, the Indi-
an businesses borrowed
$2.85 billion in the form of
external commercial bor-
rowings.
Of the total borrowings
in August this year, over
$2.47 billion was through
the automatic route of rais-
ing funds from foreign
sources. While more than
$502.79 million was raised
by way of issuing rupee de-
nominated bonds (RDBs)
or masala bonds.
Among the major bor-
rowers include mortgage
lender HDFC Ltd $1.1 bil-
lion for the purpose of sub-
lending; FS India Solar
Ventures $500 million for a
new project.
City gas volume
growth to more
than halve to
8-10 percent
Mumbai (PTI): With the
cost of natural gas increas-
ing by a steep 40% from
this month on top of a
steeper 110% hike during
April-September, volume
growth is seen more than
halving to 8-10% this fiscal
from the earlier forecast of
around 25%, says a report.

fuels leading to a demand
compression of 10-12% this
fiscal, while piped cooking
gas demand may fall to
8-10% from an earlier pro-
jection of 20-25% as prices
since the beginning of this

New Delhi (PTI): E-com-
merce platforms during the
first week of festive season
are estimated to have regis-
tered 30% growth year-on-
year, inventory and ware-
house management tech
firm EasyEcom said on
Wednesday

EasyEcom said that e-
commerce volume will
grow more in Tier-2 and
Tier-3 towns compared to
Tier-1 cities, with non-met-
ros driving nearly 80% of
the total e-commerce sales
along with Tier-2 towns
adding about 60% to the fig-
ure. “The first week of the
festive sales across e-com-
merce platforms in India
will exceed the gross mer-
chandise value on non-sale
days by five times, project-
ing a figure which will be
around 1.3 times up from
last year,” EasyECom said
on Wednesday
.
The company said that
its analysis is based on data
captured by its software-as-
a-service platform which
focuses on omnichannel
inventory  warehouse
management and reconcili-
ations. The company has
seen a 14% growth in prod-
uct lines on e-commerce.

IPOs in the first half of
2022 financial year, 71 new
IPOs are ready to hit Dalal
Street soon. Emcure Phar-
maceuticals, Navi Technol-

bikwik are among the
prominent names set to hit
the primary market.
Presently, 71 companies
proposing to raise `1,05,000
crore have Sebi approval.
Another 43 companies
looking to raise about
`70,000 crore are awaiting

regulator. Out of these 114
companies, 10 are NATCs,
looking to raise roughly

New Delhi (PTI): Billion-
aire Mukesh Ambani’s Re-
liance Industries has told a
government-appointed
panel reviewing gas pric-
ing that any ‘retrograde’
move to artificially cap
rates will add to fiscal poli-
cy instability
, delays invest-
ment and dent India’s at-
tempt to become Atmanirb-
har in fuel production.
In a submission to the
committee headed by Kirit
Parikh, which has been
asked by the Oil Ministry
to look at setting a ‘fair
price to consumers’, the
firm detailed how the eco-
nomics of its about-to-start
field in the KG-D6 block,
where billions of dollars
have been spent to recover
reserves lying several kilo-
metres below the seabed,
will be impacted under dif-
ferent prices.
The mid-course changes

also add to uncertainty to a

RSS not a danger to minorities: Mohan Bhagwat

Sangh chief Mohan
Bhagwat on Wednesday
said that it is “neither
the nature of the Sangh
nor Hindus” to endan-
ger the minorities while
also adding that the RSS
resolves to stand on the
side of brotherhood.
Notably, opposition
parties including Con-
gress have accused RSS
of trying to divide soci-
ety and making people
fight against each other.
Addressing the occa-
sion of the Vijayadash-
mi festival here, where
mountaineer Santosh
Yadav was the chief
guest, Bhagwat said,
“Scare-mongering is
done among minorities
that there is a danger to
them because of us or
Hindus. This has not
happened in the past,
nor will it happen in the
future. This is neither
the nature of Sangh nor
of the Hindus.”
He said that “neither
threatens nor gets
threatened” is the kind
of Hindu society that is
needed. “Self-defence
and defence of our own
become a duty for eve-
ryone against those
who spread hatred,
commit injustice and
atrocity, and engage in
acts of hooliganism and
enmity towards society
.
‘Neither threatens
nor gets threatened’,
this kind of Hindu soci-
ety is the need of the
present times. This is
not anti-anybody
. Sangh
resolves to stand on the
side of brotherhood,
amity, and peace,” he
said. “The second type
of obstacle that hinders
our Sanatana Dharma
is created by forces who
are inimical to Bharat’s
unity and progress.
They spread fake narra-
tives, encourage anar-
chy, engage in criminal
acts, foment terror, con-
flict and social unrest,”
Bhagwat added.
The RSS chief also
said that people should
raise their voices
against wrongs, “but by
acting within the frame-
work of the law”.
He also laid emphasis
on women’s empower-
ment and said a society
cannot progress with-
out women.
Nagpur (PTI): Mohan Bhagwat said the way India helped
crisis-hit Sri Lanka and its stand during the Ukraine-Rus-
sia conflict showed the nation was being heard and that it
was becoming more and more self-reliant on the national
security front. Bhagwat said for a populous country like
India, it is a natural expectation that economic  devel-
opment policymaking should be employment-oriented,
but he also emphasised encouraging enterprise-oriented
actions. “The government is to be commended for its
clear enunciations. However, it is required that we all
perform our responsibilities in word  deed in this direc-
tion. To advance on the Atmanirbhar’ (self-reliant) path,
it is important to understand the fundamental tenets and
ideas that define us as a nation,” Bhagwat said.

The external affairs
ministry issued an ad-
visory on September 24
warning Indian citi-
zens about fake job of-
fers floated on social
media platforms after
more than 100 workers
were lured to Myanmar
by dubious IT firms.
It was reported last
month that, 32 Indian
nationals were rescued
from a remote part of
Myanmar, where they
were being forced to
work in harsh condi-
tions by firms engaged
in digital scamming
and forged crypto
activities.
“We have been active-
ly pursuing the case of
Indiansbeingtrappedin
fake job rackets in My-
anmar. Thanks to the
efforts of @IndiainMy-
anmar  @IndiainThai-
land, around 32 Indians
had already been res-
cued,” Bagchi tweeted.
“Some more Indian
citizens have been res-
cued from their fake
employers and are in
the custody of Myan-
mar authorities for il-
legal entry into that
country,” Bagchi said.
“Instances of similar
job rackets have also
come to light in Laos
and Cambodia. Our Em-
bassies in Vientiane,
Phnom Penh and Bang-
kok have been helping
in repatriating people
from there,” he added.

The state government

Yadav, is still critical
and is being adminis-
tered life-saving drugs.
In a press release, the
Samajwadi Party said,
“According to the hospi-
tal authorities, Mulay-
am Singh Yadav is still
critical and on life-sav-
ing drugs, he is being
treated in the ICU of
Medanta Hospital, Gu-
rugram, by a compre-
hensive team of spe-
cialists.” The SP patron
has been under treat-

facility in July, sources

The family of Altaf Shah, who is the son-in- law of late Hurriyat leader Syed Ali Shah Geelani, alleged on Tuesday that despite the High Court order, Shah was yet to be shift- ed to the hospital. His daughter Ruwa Shah posted an update on social media on Tuesday, alleging that even after 27 hours of the High Court order, her father, who was al- ready on ventilator, was “not being moved” from RML. Since RML could not treat him for can- cer, losing every mo- ment for someone on life support was cru- cial, she added. The National Investi- gation Agency (NIA) had filed a charge sheet in 2017, accusing vari- ous separatist leaders in the valley of acting in connivance with mil- itants for raising, re- ceiving and collecting funds domestically as well as abroad through various illegal channels for ‘funding’ separatist and terrorist activities in Jammu and Kashmir. The Delhi Disaster Management Authority , in its meeting held on September 22, dis- cussed the COVID-19 situation in the nation- al capital. Delhi LG V K Saxena, who is the chairman of the DDMA, said Delhi coulddoalittlebetteron the vaccination front. Out of a total of 1.33 crore beneficiaries eligi- ble for the precaution doses, it was found that only 31.49 lakh (24 per cent) had taken them till September20,according to the data shared dur- ing the meeting. In view of the upcom- ing festivals, Saxena said there is a need for a continued and strict vigil. This will be a crit- ical period as people may ignore COVID-ap- propriate behaviour during festivals, he said. It is important to ad- here to COVID-appro- priate behaviour and to create a mass aware- ness among the people to follow the same, he said, according to the minutes of the meeting. The DDMA also gave its nod to dismantle the Covid care centres erected on the proper- ties of Radha Soami Satsang, Chhattarpur, Swan Kirpal, Burari, and Sant Nirankari, Burari and vacate their land. Total 1,271 sam- ples were sequenced in July and 1,133 of those were detected with the BA.2 variant. No sample was detected with the BA.4 variant, while 138 were detected with the BA.5 variant of the virus, the data showed. In August, 2,064 samples were analysed and 1,865 per cent of those were detected with the BA.2 variant, while 199 had the BA.5 variant, ac- cording to the minutes of the September 22 DDMA meeting issued by Special CEO Sushil Singh. The capital saw a surge in the number of Covid cases in August, with experts attributing it to people dropping their guard and not following Covid- appropriate behaviour. Over the last few weeks, the number of daily cases has fallen below 100. Delhi on Wednesday reported 96 fresh Covid cases with a positivity rate of 1.42 per cent. New Delhi (PTI): In its meeting held last month, the Delhi Disaster Management Authority (DDMA) had emphasised not lowering guard against COVID-19 in view of the upcom- ing festivals even as it decided to do away with wearing face masks after September 30. According to the min- utes of the meeting held on September 22, and ac- cessed by PTI, a notifica- tion revoking the Rs 500 fine on not wearing masks is expected to be issued by the health department on Wednesday. The deci- sion to revoke the mask mandate was anything but unanimous and differ- ences abound, as per the minutes of the meeting issued by Sushil Singh, special CEO, disaster management. Chief Secretary of Delhi Naresh Kumar had in the meeting said the current situation was comfort- able but the guard against coronavirus could not be lowered as the variants keep coming up. The health ministry has advised caution in view of multiple festivals -- from September 26 to December 31 and likely mass gatherings across the country. Niti Aayog member Dr VK Paul had in the meet- ing emphasised that sur- veillance was still needed as the virus is still present and its mutations and variants have emerged from time to time. Dr Rajendra Singh, member NDMA, came up with a suggestion that wearing of masks be con- tinued up to November 15 in view of the coming festivals. The Delhi Police Commissioner sought clarity and complete set of instructions on the enforcement of mask mandate. Rohit, his brother Ravi, Vishal and Ravi Goldar, residents of Sanjay Camp in Delhi’s Dakshinpuri, had come to the QRG Hospital in Faridabad Sector 16 for sewer cleaning through an agency named San- tosh Allied Service, they said. “Thefourhadentered the manhole without any safety equipment to clean. During this, they suffocated after inhal- ing poisonous gases and fell unconscious. When they cried for help, their colleagues and hospital staff reached the spot. All four were taken out and admitted to the hos- pital,” ACP, Central, Mohinder Verma said. “Soon after, the doc- tors declared all four dead. We are investigat- ing the matter,” he add- ed. The police have kept the bodies at the mortu- ary of Badshah Khan Hospital. Their families have been informed, the official said. The police said the victims used to come to the hospital every month for work. Distancing itself from the entire episode, the hospital manage- ment said the agency engagedforsewerclean- ing services was respon- sible for the incident. The DMK, Shiv Sena and Congress have challenged the EC move saying that the EC was overstepping its au- thority to end democracy in the country . The DMK called it an assault on the directive principles of state policies and argued that the EC’s role was limited to conducting free and fair elections. The EC move will cripple a political party’s freedom to make promises and leave them hugely disadvantaged. While India did maintain a steady run rate, they lost too many wickets too quickly. Eventu- ally Karthik was the highest scorer with 46 runs which included 4 fours and 4 sixes. India was down to 120 for 8 but some lower order resist- ance saw them reach 178. Eventually, they were bun- dled out with 9 balls remain- ing, losing by 49 runs. ECI prescribes a standard- ized disclosure profor- ma, facilitating compa- rability, with minute details broadly captur- ing standard parame- ters as used by FC, RBI, FRBM, CAG and in Budgets. Election Com- mission aimed to in- form voters about the financial feasibility of election promises in the manifesto and also whether sustainable within the financial space of the State/Un- ion. While the existing guidelines under MCC require the political parties and candidates to explain the rationale for promises made therein as well as the possible ways and means to finance such promises, the ECI has observed that the decla- rations are quite rou- tine, ambiguous and do not provide adequate information to voters to exercise informed choice in an election. On September 8, the government banned exports of broken rice. In a trade notice, the directorate gen- eral of foreign trade said it has received representations regarding rice (5% and 25% broken) where irrevocable letter of credit has been issued before September 8 is also being stopped at the ports. “It is clarified in respect of normal rice that rice (5% and 25%) is already exempted as it is not broken rice but normal rice with permissible limits of broken rice as per standards. Sugarcane arrears to farmers stood at only Rs 6,000 crore at the end of 2021-22 marketing year (Oc- tober-September) as mills have already paid Rs 1.12 lakh crore to farmers out to total payable amount of Rs 1.18 lakh crore. In 2021-22 marketing year, the food ministry said that “India has emerged as the world’s largest produc- er and consumer of sugar as well as the world’s 2nd largest exporter of sugar”. A record of more than 5,000 lakh tonnes sugar- cane was produced in the country during 2021-22, out of which about 3,574 lakh tonnes were crushed by sugar mills to produce about 394 lakh tones of sugar (sucrose). FTA with India won’t be ‘free-for-all deal’, says UK minister London (PTI): The free trade agreement (FTA) be- ing negotiated with India won’t be a “free for all deal” but something that is good for both countries and not a particular sector, the UK government cautioned as a Diwali deadline set at the prime ministerial level for the pact approaches. In August 2021, the Indi- an businesses borrowed $2.85 billion in the form of external commercial bor- rowings. Of the total borrowings in August this year, over $2.47 billion was through the automatic route of rais- ing funds from foreign sources. While more than $502.79 million was raised by way of issuing rupee de- nominated bonds (RDBs) or masala bonds. City gas volume growth to more than halve to 8-10 percent Mumbai (PTI): With the cost of natural gas increas- ing by a steep 40% from this month on top of a steeper 110% hike during April-September, volume growth is seen more than halving to 8-10% this fiscal from the earlier forecast of around 25%, says a report. Rating agency Crisil sees industrial consumers switching to other cheaper fuels leading to a demand compression of 10-12% this fiscal, while piped cooking gas demand may fall to 8-10% from an earlier pro- jection of 20-25% as prices since the beginning of this fiscal skyrocketed by 150%. 30% growth in e-commerce platforms sales New Delhi (PTI): E-com- merce platforms during the first week of festive season are estimated to have regis- tered 30% growth year-on- year, inventory and ware- house management tech firm EasyEcom said on Wednesday . EasyEcom said that e- commerce volume will grow more in Tier-2 and Tier-3 towns compared to Tier-1 cities, with non-met- ros driving nearly 80% of the total e-commerce sales along with Tier-2 towns adding about 60% to the fig- ure. “The first week of the festive sales across e-com- merce platforms in India will exceed the gross mer- chandise value on non-sale days by five times, project- ing a figure which will be around 1.3 times up from last year,” EasyECom said on Wednesday . In a press release, the Samajwadi Party said, “According to the hospi- tal authorities, Mulay- am Singh Yadav is still critical and on life-sav- ing drugs, he is being treated in the ICU of Medanta Hospital, Gu- rugram, by a compre- hensive team of spe- cialists.” The SP patron has been under treat- ment at Medanta since August 22. He had also been admitted to the facility in July, sources said. Haryana CM Manohar Lal Khattar visited the hospital. When reporters asked him about the health condition of the former defence minis- ter, he said, “There is some improvement. But we cannot say that he is out of the ‘risk zone’. We will know more in a day or two,” he said. Khattar also met Mu- layam Singh Yadav’s son former Uttar Pradesh Chief Minister Akhilesh Yadav.
