democratic values and processes, citizen participation and strategies for youth engagement. The
purpose of the assignment is to provide strategic direction and leadership to establish 10 youth clubs
with 250 members in target areas - 7 in Ulaanbaatar and 3 in Khovd in cooperation with university
associations and school children's councils.
SCOPE OF THE WORK
The Consultant will (a) establish 10 youth groups with 250 members of target youth aged 15-19 years
to improve their knowledge of democracy and electoral processes; (b) establish communication links
between (SC???), IP focal points, and youth groups’ members (c) coordinate and facilitate 5-days
training based on the methodology of five-modules: participation by young people in representative
democracy: standing for or voting in elections or membership in political parties; participation of young
people in decision-making structures: promoting greater engagement of young people through e.g.
involvement in youth organizations, NGOs or volunteering, by participating in debate on youth and
community issues; opinion-shaping through print press, youth radio, participating in online discussions,
writing, producing or following blogs; seeking information and learning about democracy, participating
in simulations of political processes, attending training or learning at school engaging in youth
organizations; (d) activate youth groups in the project target locations, and deliver child and youth
participation activities of the project; (e) ensure the sustainability of the youth groups’ activities, and (f)
enable them to effectively advocate for policy change and promote debate via mainstream and social
media. The consultant will also plan and carry out the assigned tasks adapting to COVID-19 lockdown
situation and restrictions.
EXPECTED ACTIVIITES
The consultant will conduct the following key assignments:

2. • Establish 10 youth groups with 250 members: Create youth groups in target areas - 7 in
Ulaanbaatar and 3 in Khovd with assistance of university associations and school children’s
councils
• Establish communication links between SC, IP focal points and youth group members
• Develop Youth Participation Guidelines for the project and youth groups
• Assist to the youth groups to develop monthly reports to SC.
• Collaborate with the project’s CSO partners
• Develop and conduct the trainings on "Working as a Team” and ‘Team Management” for youth
groups
• Coordinate 5-day training program “Youth Participation in Democracy” for 250 members of 10
youth groups:
o 5-module training program for 2 groups of 100 and 75 respectively in Ulaanbaatar city,
o 5-module training program for 75 members of 3 youth groups in Khovd aimag,
o Conduct pre- and post-test from all 250 youth group members
o
• Gather evaluation material and feedback from participants for simplified manual and evaluation
report of five-modules training program
• Support the 10 youth groups to practice their knowledge on democracy values
• Support Young Voices NGO
• Ensure sustainability of the youth groups activities
• Activate youth groups in the project target locations, deliver child and youth participation
activities of the project; ensure the sustainability of the youth groups activities; youth
mobilization; build social and civic empowerment skills and knowledge of youth; promote youth
leading, youth networking; youth communicating and sharing knowledge; youth advocating;
measuring youth participation and empowerment.
EXPECTED DELIVERABLES
A. Detailed activity plan, timeline for the contracted period
B. Weekly report – shall not exceed 2 pages excluding annexes;
C. Monthly report – shall not exceed 4 pages excluding annexes
D. Mid-term report – shall not exceed 10 pages excluding annexes
E. Finalized training programs for youth groups, a simplified manual, evaluation report
All deliverables of the contractual duties should be prepared in English and Mongolian.
QUALIFICATIONS AND SELECTION CRITERIA
• Advanced University Degree (master and above) preferably in Education, Political Science,
Governance and/or relevant Social Sciences.
• Extensive experience in training and developing youth-led clubs to develop materials for a youth
training program;
• Proven experience in project evaluations and formulations in areas of governance, civic and
voter educations, parliamentary development projects, citizenship projects, etc;
• Prior experience of developing training modules preferred;
• Experience in gender analysis preferred;
• Strong contextual and analytical skills;
• Excellent English and Mongolia writing and communication skills;
• Excellent interpersonal communication skills; and
• Strong ability to meet deadlines.

3. TIMING AND TIMETABLE
This Terms of Reference is effective from February 08, 2021 and continues until the July 08, 2021/will
be ongoing until terminated by agreement between the parties.
