This document summarizes an Orange County Citizen Corps exercise presentation. It discusses how the Citizen Corps Mutual Aid Program and volunteer mutual aid drills sparked momentum for further exercises. Subsequent steps included finalizing a mutual aid agreement with the county, garnering interest from California Volunteers, and developing training. A 3-year exercise strategy involved seminars, tabletop exercises, and discussions to identify citizen responder capabilities. Outcomes and challenges from the 2010 exercise are reviewed, as well as how a building block approach was used to involve stakeholders and first responders in long-term citizen preparedness goals.
